The Sweeney TMDL was approved by EPA in August and is pending final approval from
MPCA.

Letters to the 2012 PMP area will be going out at the end of September. There has
been an increase in commercial inspection (e.g. General Mills, Perpich Art School).
PRIVATE DEVELOPMENTS
Since January, the City has been in the process of reviewing its Official Zoning Map, as
it corresponds to the General Land Use Plan Map. State Law requires that zoning
designations are consistent with planned land use designations. There were several
areas in the City that had inconsistencies. The Planning Commission and the City
Council are in the process of reviewing these areas and determining methods of
achieving consistency.
The area between Harold Avenue and Highway 55, east of Glenwood Avenue and west
of Winnetka Avenue, was guided on the General Land Use Plan Map to be “medium-
high density housing.” That could include townhomes or small-scale apartment
development. After public opposition to this proposal, the City Council voted to amend
the General Land Use Plan Map to classify this area for long-term low density
residential use. This would allow the development of new single family homes, or small
scale multi-family homes, as the market allows. Staff anticipates beginning the General
Land Use Plan Map amendment process in October.
DECOLA PONDS
At the recent meeting with the Cities of New Hope, Crystal and Golden Valley, it was
determined that there is a need for additional study of the flooding issues at DeCola
Ponds and the intersection of Winnetka Avenue and Medicine Lake Road. Over the last
month Golden Valley staff and Barr Engineering have been preparing a draft scope of
services for a study of potential flood mitigation measures to be considered in the short
and long term. The draft scope has been forwarded to New Hope and Crystal for review
and the scope will be refined based upon this review.
A neighborhood meeting with residents in the DeCola Ponds area is currently being
scheduled and mailed invitations to this meeting will go out soon.
