Adjournment . . . 1-394 Corridor Study Involvement by City Council and Planning Commission Please mark your calendars and plan to be involved in the following key elements of the 1-394 Corridor Study. April 25 April 25 May2 May 10* * Meeting Change from Monday, May 9 to Tuesday, May 10 May 21 Kick-Off Presentation at Planning Commission (Joint Meeting with City Council) - 7 pm URS will present the existing conditions and an approach to updating the Comprehensive Plan and considering zoning changes. Presentation will Include outline of public participation opportunities. Establish a 4-Member Advisory group (2 each Council & PC) This group will meet monthly during the study period (May 2005 - February 2006) to provide advice between meetings and major decisions by Planning Commission and City Council. Mobile Tour (5:30-9 pm) - Bus tO,ur starting at City Hall with box dinners URS will lead tour of sites that could inform comprehensive planning decisions in Golden Valley, providing visual images of how planning choices could affect the corridor. Speaker Training (6 pm with box dinners) - At City Hall Staff and URS will prepare a PowerPoint presentation on the study process to share with interested parties. Over the course of the study the presentation will be updated with the latest study information. Neighborhood groups, businesses, churches and local organizations will be invited to schedule a presentation. Presentations will be made by a two-member team. Each team will include a staff member and either a Council or Planning Commission Member. Scheduling will be on an as-available basis. Golden Valley Arts and Music Festival Table (10 am - 6 pm) Staff and URS will prepare a visual preference survey to be shared with the public at the festival. City Council and Planning Commissioners will staff the table, explain the study to interested people and help them complete the survey. There will be 1-2 hour shifts. This presentation will be carried on for an additional period in City Hall and will be available on the City Web site. 4-21-05 , . Regular Meeting of the Golden Valley Planning Commission April 11, 2005 A regular meeting of the Planning Commission was held at the Golden Valley City Hall, Council Chambers, 7800 Golden Valley Road, Golden Valley, Minnesota, on Monday, April 11, 2005. Chair Keysser called the meeting to order at 7 pm. Those present were Commissioners Cera, Eck; Hackett, Keysser, Rasmussen, Schmidgall and Waldhauser. Also present were Director of Planning and Development, Mark Grimes, and Administrative Assistant, Lisa Wittman. March 28, 2005 Joint Planning and Board of Zoning Ap I. Approval of Minutes Eck stated that there were some grammatical errors and that Wittman after the meeting. UD No. 89 Amendment #1 - Golden Meadows Winnetka Avenue North The amendment would allow for the existing duplex to be converted to a triplex. Grimes stated that in 2001, after several proposals, the Golden Meadows PUDwas approved by the City Council. He referred to a location map and explainedthatthere are six single-family home lots and the duplex being discussed included in this PUD. . Grimes explained that the proposal is to convert the two-family home located on Lots 4 and 5 to three units. He stated that currently the lot line goes right through the middle of the upper unit and that that would have to be amended in order for this proposal to be approved. He explained that the applicant is planning to keep the north unit the same as it is now with space on the upper and lower levels and then the south would have one unit on the upper level and the lower level would be made into the third unit and would be approximately 1,100 square feet. He explained that there is one garage space for each unit and that<me car would probably be able to park in the driveway behind each garage stall. He noted the existing turnaround on the property and said located on Hennepin County right-of-way and that if the county ever sidewalk in that location the turnaround would need to be moved. suggesting that it'this proposal is approved there should. be mor and possibly another turnaround on the north side of the driv would mean the loss of a fairly significant tree, but cars sho Winnetka Avenue. Grimes said he is not sure how much it would cost but stated that having that property line exist could complicate things if and when the owners decide to turn the units into condominiums. Waldhauser asked if the building was constructed with the idea that there would be different residents on each level. Grimes said it looks like that was what was originally intended, but that is not was approved. Waldhauser asked if three units would be permissible under the current zoning district. Grimes said this is a planned unit development but that originally it was d to R-2 because that was the best fit and the most consistent at the time. Waldhauser asked how many parking spaces are provided and . parking are interchangeable or if it is just one big slab of asph is just asphalt. Grimes stated that is a pedestrian walkway to getthe sidewalk on Winnetka Avenue from Valders Court. Hackett suggested some parking area may be installed on that side of the property. Waldhauser noted that the grade goes down from the street level to the lower level of the building and asked if there have been any issues with water in the lower level. Grimes said he wasn't aware of any water issues. Scott Kevitt, SVK Development, Applicant, stated that since they have owned the building they have thought the lower level would be a good living space for a separate living unit. He discussed the floor plan of the proposed third unit. He said he would be agreeable to taking out the tree and creating a new turnaround on the north side. . Keysser asked if the lower unit is part of the upper tenants space. Ke . Grimes asked if it' would be a problem for SVK to restrict the nu tenants own. Kevitt said he wouldn't have a problem with that help to mark the turnaround space as no parking. Kevitt agr said another issue is that if cars don't pull all the way up clos difficult to use the turnaround space. He said he is also concerned about parking and asked if ds to be rezoned. Grimes explained that because this is a PUD it doesn't oned, but amending a PUD still requires Council approval. . Blythe asked if this proposal will affect any of the other homes being built on Valders Ct. Keysser said that as those houses sell, parking along the court will become an issue. Blythe said people will then start parking in front of his house. Blythe said he heard a rumor that a garage was going to be built behind this property on Valders Court. Grimes said he hasn't heard anything like that from the applicant and explained that there is a dedicated trail and steep slope so it wouldn't work. She said there could be a potential of seven adults living there and parking is going to be tight with seven or more vehicles. Grimes said if there isn't an objection regarding the land use he would suggest tabling the applicants request and asking the applicant to come back with a parking plan. Keysser said there are only a couple of options available. Eck said there may only be a couple of options, but he is disappointed t didn't have any suggestions to solve the problem. Grimes s guage regarding the parking could be put into the PUD Permit and staff could tell Mr. Kevitt that there has to be language in their leases that tenants must pull all the way up to the garages and that the turnaround has to be left open but the issue still is who is going to enforce this. . Keysser disagreed that the building is under utilized; it was planned as duplex and built as a duplex. Rasmussen said it is nice to have this type of house with these smaller units in Golden Valley because they are affordable and don't increase density as much. . . . Minutes of the Golden Valley Planning Commission April 11, 2005 Page 6 Keysser said people are already parking on Valders Court and with a third family moving in the pressure will be greater for people to park there and it adds to the issue. Kevitt said that is possible but that it is not illegal for people to park on the street. Keysser agreed and said that people aren't going to want cars parked in front of their houses. Rasmussen suggested tabling the request so he could come back with another plan. Keysser said they could also reject this plan and he could come back. Cera said if this plan is rejected if they could give the applicant some guidelines as to what they might like to see. Keysser said he feels like they've boxed applicant in because they've parking, but don't take any trees out. He added that he feels it is a just doesn't have the capacity for a third unit. Reports on Meetings of the Housing and Redevelopment Authority, City Council, Board of Zoning Appeals and other Meetings A) 1-394 Corridor Study - Involvement by City Council and Planning Commission Grimes discussed various dates that he wanted the Commissioners to save for the 1-394 Corridor study meetings and events. He stated that April 25 is the kick-off meeting with the consultant and the City Council. Minutes of the Golden Valley Planning Commission April 11, 2005 Page 7 . May 2 there will be a tour with the consultant to look at other similar highway developments in other communities. He discussed the visual preference survey and the idea of giving disposable cameras to the Council and Planning Commissioners to take pictures of good and bad design ideas. He talked about the business survey of all the businesses in the 1-394 Corridor and the input being received as well as input from citizens. He stated that there will also be some training for the Planning Commission to help with discussion with community groups B) Appoint 2 Planning Commissioners to the 4-member advisory .
