MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
April 11, 1994
A regular meeting of the Planning Commission was held at the Golden Valley City
Hall, Council Chamber, 7800 Golden Valley Road, Golden Valley, Minnesota. The
meeting was called to order Chair McAleese at 7:03 PM.
Those present were Commi ssi oners Groger, Johnson, Kapsner, Lewi s , McAleese,
Pentel and Prazak. Also present were Mark Grimes, Director of Planning and
Development; and Beth Knoblauch, City Planner and Mary Dold, Secretary
I. Approval of Minutes - March 14, 1994
MOVED by Kapsner, seconded by Prazak and motion carried unanimously to approve
the March 14, 1994 minutes as submitted.
II. Informal Public Hearing - Rezoning from Multiple Dwelling to Residential
District
Applicant: Ronald and Melissa Nelson
Address: 5635 Glenwood Avenue, Golden Valley, Minnesota
Request:
Rezone 5635 Glenwood Avenue from Multiple Dwelling to a
Residential District
Beth Knoblauch, City Planner, gave a brief summary of her memo saying it was a
very straight forward request changing the zoning of the property from multiple
dwelling to single-family residential. Staff recommends approval of this
rezoning so that the existing, moderately priced home can be maintained and
expanded without unnecessary difficulty for its owners.
The Nelson's were present for this hearing and had nothing more to add. The
Commission had no questions for the Nelson's.
Chair McAleese opened the Informal Public Hearing; seeing and hearing no one he
closed the Informal Public Hearing.
MOVED by Pentel, seconded by Johnson and motion carried unanimously to recommend
to the City Council approval of rezoning 5635 Glenwood Avenue from Multiple
Dwelling to a Residential District.
III. Updating Comprehensive Plan
The Planning Commission reviewed the Land Use Section and Housing Section of the
Comprehensive Plan and have asked staff to review the changes and produce other
related documents. The Commission will again review these two sections at their
May 9th Planning Commission meeting.

Mark Grimes reviewed the HRA meetings of March 8th and 22nd and April 5th with
the Commission. No other reports were given.

SUBJECT: PRELIMINARY DESIGN PLAN FOR AMENDMENT NO. 2 -- GOLDEN VALLEY CIVIC
CENTER, P.U.D. NO. 56 -- CITY OF GOLDEN VALLEY, APPLICANT

The City of Golden Valley is requesting a second amendment to Golden Valley
Civic Center, P.U.D. No. 56 to allow for the remodeling and expansion of the
Public Safety Building at the southeast corner of the block. The existing
P.U.D. Permit allows the Civic Center Block to be used for the structures shown
on the attached Master Plan. The Public Safety Building is shown as it is today
with the parking lot expansion to the east. Any change to this footprint of the
Public Safety BUilding requires an amended P.U.D.
The process to amend a P.U.D. is identical to the full P.U.D. process with one
exception. The process requires both the Preliminary and General Plan stage for
the amendment. In the case of this amendment, however, the amended P.U.D. will
not require a new plat because the property lines and lots are remaining the
same. The changes to the P.U.D. will be reflected on an amended P.U.D. Permit
and a new site plan indicating the new Public Safety Building footprint, parking
area and landscaping.

Designation of Amendment
The proposed, amendment will allow the City of Golden Valley to expand the
existing Public Safety Building from 15,000 sq. ft. to 26,000 sq. ft. The addi-
tional 11,000 sq.ft. will be added on to the east and south end of the building
to provide a new apparatus bay for the fire vehicles and additional office space
for the Pub 1 i c Safety Department. The old apparatus bay wi 11 be converted to
space for fire department offices and meeting space. A basement level is
planned for the area below the Public Safety expansion on the south side of the
building.
The proposed amended site plan also includes a new 18 space parking lot to be
built east of the new apparatus bay. This would replace the existing parking
area east of the existing apparatus bay. In addition, there will be five spaces
constructed south of the existing apparatus bay. My understanding is that these
spaces will be for marked police cars. This parking area is at the door to
the new squad room so it will be convenient for the police offices.
Parking demand on-site should not increase due to the new Public Safety
Building. The number of employees will remain essentially the same. (In the
past year the number of employees has dropped due to the elimination of the
di spatch staff.) The advantage to thi s new pl an is that it wi 11 free up the
parking in front of the Public Safety Building that is currently used for marked
and unmarked pol i ce vehi c 1 es. After the remodel i ng is completed these spaces
will be available for public use. Because of the demand for parking at City
Hall, I believe this is a real beneift.

The proposed parking area east of the new apparatus bay is located 8 - 10 feet
from Rhode Island Avenue and 24 feet from Golden Valley Road. It is necessary
to encroach on this normal setback area in order to provide the needed 18 space
parking lot. The parking lot will not have an adverse effect on the corner
visibility because Rhode Island Avenue curves to the east at its intersection
with Golden Valley Road. In addition, this intersection will be signalized in
the near future. This will mean a safer intersection. There will be a large
green area at the northwest corner of the intersection west to the parking area.
It should be noted that special landscaping is planned at this intersection to
"soften" the effect of the parking lot. The landscaping will include keeping as
many of the existing large trees as possible, ornamental trees and shrubs, and a
sign monument for the Civic Center Block. Landscaping around the new Public
Safety Building will be typical to the remainder of the Civic Center Block. The
City has taken great efforts to enhance this busy block with greenery in a way
that the public will be proud of the space.
The vehicle circulation pattern around the Public Safety Building is also pro-
posed to change. Entrance to the Public Safety parking areas east of the Public
Safety Building will only be from Rhode Island Avenue or Golden Valley Road.
This will greatly reduce police vehicles using the main Civic Center entrance on
Golden Valley Road. Most Public Safety vehicles and Public Safety employee
vehicles will enter the Civic Center block from Rhode Island Avenue or Golden
Valley Road. The access drive between the Park Maintenance Building/Police
garages and the Public Safety Building to the main Civic Center parking area
northeast of City Hall will be closed. This eliminates a potentially dangerous
intersection within the Civic Center block.
The exterior of the building will match and blend with the exterior of the other
buildings on the Civic Center block. The same type of brick will be used. The
entrance to the Public Safety Building will match the entrance to City Hall
across the parking lot. The new entrance to the Public Safety Building will be
directly across the parking lot from City Hall.
At the public hearing, representatives of the Public Safety Department and the
architect will be present to describe the building and its features. They can
do a much better job than I can trying to describe it in this memo. Please
refer to the attached plans for a description of the building.
Recommendation
Staff is recommending approval of the Preliminary Design Plan for the second
amendment to the Civic Center P.U.D. No. 56. The amendment will allow the City
to improve and add to the Public Safety Building in a way that will enhance the
Civic Center Block. The building site and location is consistent with the Civic
Center Master Plan approved as part of the original Civic Center P.U.D. in 1989.
The revised Plan maintains or slightly expands the parking available, continues
the high quality of landscaping on the block and allows the City to have an
upgraded building to enhance the public safety mission. It also improves the
vehicular circulation within the Civic Center Block.
