ADJOURNMENT 1 ! : ; ; ~ , I . , <, ~. . < 1, ~ e e e MINUTES OF THE GOLDEN VALLEY PLANNING COMMISSION November 23, 1992 A regular meeting of the Planning Commission was held at the Golden Valley City Hall, Council Chamber, 7800 Golden Valley Road, Golden Valley, Minnesota. The meeting was called to order by Chair McAleese at 7:05 PM. Those present were Commissioners Groger, Johnson, Kapsner, Lewis (arrived 7:10) McAleese, Pentel and Prazak. Also present were Mark Grimes, Director of Planning and Development; Beth Knoblauch, City Planner and Mary DOld, Secretary. I. Approval of Minutes - November 23, 1992 MOVED by Kapsner, seconded by Pentel and motion carried unanimously to approve the November 23, 1992 as submitted. II. Informal Public Hearing - Amendment to P.U.D. No. 24 Applicant: Midtown Homeowners Association Address: 1100-1190 Boone Avenue North Request: Amend P.U.D. No. 24 to allow the addition of decks/porches to the existing homes Chair McAleese asked staff to give a brief summary of the request. Mark Grimes, Director of Planning and Development reviewed his memo with the Planning Commission. Mark talked about the area in which the townhomes could build on and that they used the entire space (50'x 72') allotted under Amendment No.1. Because the decks/porches would not fit in this area the Association is request- ing another amendment. Mark also commented that a building inspector had looked at the property and felt comfortable with the 10 feet between the townhomes. Commissioner Kapsner asked if Units 3 and 4 would be included in this amendment. Mr. Grimes said no that there are existing patios to the rear of these' homes. Mary Hancock, representative for the Association, had nothing to add. Chair McAleese opened the informal public hearing; seeing and hearing no one he closed the informal public hearing. Mark Grimes stated that he is requiring that the applicants submit a new drawing showing Midtown Addition and Midtown 2nd Addition including the additions of the decks/patios. Chai r McAleese commented that he doesn't like the fact that the setbacks are being violated but is comfortable with this request because the impact on other property owners would be minimal. MOVED by Prazak, seconded by Johnson and motion carried unanimously to recommend to the City Council approval for an amendment to P.U.D. No. 24 to allow the addition of decks/porches to the existing homes with the stipulation that a new site plan would be provided. Commissioner Groger commented on the City Council meeting of 11/10/92. Mr. Huber was present and voiced his complaint about the cost to consolidate his property. Mark Grimes stated that staff woul d be reviewing the consoli dation process. Commissioner Pentel was excused from attending the HRA meeting of 11/10/92 due to the lack of an agenda. IV. Other Business Mark Grimes briefed the Commission on Area C. Crown Shoes is closing its doors before Thanksgiving. The City will not be making any new leases for this building and expect to have a plan for development next year. The Sterling Group was hired by the City for advice on how to develop this site. V. Grimes, Director of Planning and Development SUBJECT: PRELIMINARY PLAT TO CONSOLIDATE TWO PARCELS INTO ONE AT THE NORTHWEST CORNER OF GENERAL MILLS BOULEVARD AND BETTY CROCKER DRIVE -- GENERAL MILLS (REQUESTED BY JERRY TAYLOR), APPLICANT General Mills (GM) has applied to the City of Golden Valley for the approval of a preliminary plat to consolidate two parcels into one. The parcels are located at the northwest corner of General Mi 11 s Bl vd. and Betty Crocker Drive. Both parcels are vacant with Bassett Creek running across the south portion paralell with Betty Crocker Drive. KARE-TV leases a small portion of the property for their helicopter landing site south of the KARE parking lot. It is my understandi ng that GM wi 11 conti nue to 1 ease the property to KARE. There is a CUP for the site to operate the helicopter pad. The two parcels to be consolidated are approximately 24 acres in size. Both parcel s have been zoned Business and Professional Office (B&PO) since 1985 when GM had plans to construct one or more offi ce bui 1 di ngs north of Betty Crocker Drive. The property was previously zoned Open Development. The B&PO zoning is consistent with the current uses on the GM campus. The 1985 rezon- i ng changed the zoni ng from Open to B&PO on all GM property north of Betty Crocker Drive and south of TH. 55. I estimate that the total acreage rezoned was 48 acres (including the property proposed to be consolidated by GM). GM now has plans to construct a training center on this 24 acre site in late 1993. The trai ni ng center woul d be used speci fi ca lly by GM for thei r employees. Plans call for meeting rooms, food service facilities and some sl eeping rooms for out-of-town employees. At thi s time the pl ans for the training center are preliminary. Any final plans will have to be approved by the City. The training center will require a conditional use permit in order to permit it in the B&PO zoning district. Development of the site will require careful planning by GM officials. Of particular concern is the treatment of existing wetland areas and development along the shoreline of Bassett Creek. GM has already begun discussions with the Bassett Creek Water Management Commission regarding development in this area. Preliminary indications show that development is feasible on the parcel if carefully planned. Also, GM wants to construct a building that will "fit in" with the natural environment. All their issues will be addressed by the Planning Commission and City Council when a review of the development plans are made in the near future. The City will work with GM to maintain walkway easements along the south side of Bassett Creek and other easements for creek maintenance and utilities. The walkway along the south side of the creek is well used and is important for the enjoyment of both City residents and GM employees. e e e e e e General Mills Report January 6, 1993 Page Two The consolidation of these two GM lots into one makes good planning sense. The consolidation would eliminate the one northwest lot which is currently land-locked from Betty Crocker Drive and General Mills Blvd. In the past there was concern by the homeowners in the neighborhood to the north that the only access to that parcel was Ensign Avenue. There was fear that an office building could be built on this lot with access through the neighborhood. With the consolidation and GM plans for the training center, access to the property from Ensign will be eliminated except for emergency reasons. RecoDlDendation The staff recommends approval of the preliminary plat to consolidate two lots into one. The consol i dati on is necessary when General Mill s wi 11 construct the training center on this site in the near future. (The Zoning Code does not permit buildings to be constructed over property lines.) Staff will work with GM to maintain the walkway easement along the north side of Betty Crocker Drive and other necessary utility easements. Further studies regarding wet- lands and shoreline will be necessary prior to issuance of permits to allow the construction of the training center.
