• February 11, 1991
A regular meeting of the Planning Commission was held at the Golden Valley City
Hall , Council Chamber, 7800 Golden Valley Road, Golden Valley, Minnesota. The
meeting was called to order by Chair Prazak at 1:05p.m.
Those present were: Kapsner, Lewis, McAleese, McCracken-Hunt, Prazak and
Russell . Also present were Mark Grimes, Director of Planning and Development;
Beth Knoblauch, City Planner and Mary Dold, Secretary.
I. Approval of Minutes - January 14, 1991
P10YED by Kapsner, seconded by Lewis and motion carried unanimously to
approve the J anuary 14, 1991 minutes with the following correction.
Section II, Para. 4. Change approval of the "Housing Task Force Summary and
Recommendations" to approval of the "Capital Improvement Program".
II. I_nformal Public Hearing - Conditional Use Permit
Applicant: Hennepin Technical College
� Address: 715 Florida Avenue South
Request: To operate an employment skills training program in an
Industrial Zoning District
Chair Prazak introduced this agenda item and asked Beth Knoblauch for a brief
surtnnary of the request. Beth stated that the only change from the previous
Planning Commission meeting of October 22, 1990 regarding the requested con-
ditional use permit was in the area of parking. The applicants presented a site
plan with the appropriate parking requirements. Beth did state that the
"F�ictors of Consideration" and "Staff Recommendations" have changed and should
be reviewed.
The applicant was present for questions. �
Chair Prazak opened the informal public hearing and seeing no one closed the
public hearing.
MOVED by Russell-, seconded by McAleese and motion carried unanimously to recom-
mend to the City Council approval , based on the 10 Factors of Consideration
and Staff Recommendation, for a Conditional Use Permit to operate an employment
skills training program in an Industrial Zoning District, sub�ect to the five
conditions suggested by staff.

� III. Informal Public Hearing - Planned Unit Development - Amendment
Applicant: Electro-Mechanical Industries, Inc.
Address: 850 Mendelssohn Avenue North
Request: Amend PUD #44 (Pem Millwork) so that 11,200 sq.ft. of
the east building may be used for warehouse and/or manu-
facturing
Chair Prazak introduced this agenda item and asked Mark Grimes for a brief sum-
mary. Mr. Grimes stated that this was a simple request to amend PUD #44 to
allow manufacturing on this site so that the applicant may purchase and occupy
this building. The permit at this time only allows office/w arehouse. Parking
at this facility would not be a problem.
The applicant was present and briefly talked about noise si�uation and that
there has never been a problem and has received no complaints.
Chair Prazak opened the informal public hearing and seeing no one closed the
public hearing.
MOVED by Kapsner, seconded by McAleese and motion carried unanimously to recom-
mend to the City Council approval , of the requested amendment to the PUD #44 �
Permit, so that 11,200 sq.ft. of the east building may be used for warehouse
and/or manufacturing.

SUBJECT: CONDITIONAL USE PERMIT (CUP) TO ADD 7000 SQ.FT. TWO-STORY ADDITION
TO CAROUSEL AUTOMOBILE FACILITY AT 8989 WAYZATA BOULEVARD -
LEJEUNE INVESTMENTS INC. APPLICANT
DESCRIPTION OF REQUEST
LeJeune Investments, owner of Carousel Automobiles, has requested a CUP to add
to the east side of their current facility. The CUP is necessary because
automobile sales and service require a CUP in the Industrial Zoning District.
Carousel has been operating as a legal non-conforming use because they do not
have a CUP. Their operation pre-dates the requirement for a CUP for auto sales
and zoning. However, LeJeune must now apply and receive a CUP for auto sales
and service before they are permitted to expand their current facility.
The proposed two-story, 7,000 sq.ft. addition will be added to the east side of
the building.. The first floor (3,500 sq.ft.) is proposed to be a service drive-
thru or vehicle check-in area for service customers. Currently this type of
• work is handled outside or within the existing service area. This type of
arrangement is similar other dealerships. The second floor (3,500 sq.ft.) is
for three offices, conference room, lunch room and restrooms. The offices on
this level are to be used by the owners of Carousel Automobiles, LeJeune
Investments Inc.
LeJeune has submitted a detailed site plan and building elevations. The plan
clearly indicates the amount of space, both inside and outside, dedicated to
each use. The plan then calculates how much parking is needed. The staff has
reviewed parking information submitted by LeJeune and agrees that 85 parking
stalls are .required. However, 178 stalls are provided on site. The required
parking for this property is as follows:
13 spaces for 12,175 sq.ft. of outside and inside display area
(requirement - one space for every 1,000 sq.ft. of display)
52 spaces for 13 service bays
(requirement - four spaces for each service bay)
12 spaces�for 36 employees
(requirement - one space for three employees)
8 spaces for 1,975 sq.ft. of office area on second level of addition

The parking areas are located in the same areas as they are today. There will
be some restriping and changes in parking assignments but no expansion. As
shown on the plan, some of the parking is located within the required setback
areas. The parking areas that are into the required frontyard setback are along
Flag Avenue on both the north and west. The required setback is 35 ft. to the
parking lot. The actual setback ranges from about 17 ft. at the northeast
corner of the site, 8 ft. at the northwest corner of the site, and 8 ft. along
Flag Avenue on the west side. There is also a setback violation along the
southeast corner of the lot. The setback along that side is required to be 10
ft. to parking. The edge of the parking lot is about 8 ft. in that locationo
The setback from the frontage road (Miller St. ) to the south is conforming.
In order to allow the expansion of a non-conforming use (in this case one that
does not meet setback requirements), the Board of Zoning Appeals must address
and approve the setback violations as mentioned in the above paragraph. The
applicant will be asked to go before the BZA prior to the Planning Corunission
recommendation on the CUP goes to the City Council for a public hearing. The
City Council would not hold the public hearing on the CUP unless the BZA recom�
mends approval of the setback variances. (The applicant would have the oppor�
tunity to appeal a negative decision of the BZA to the City Council .)
FACTORS OF CONSIDERATION
The Zoning Code requires that ten f actors be considered when addressing a CUP. •
The following are the staff findings:
1. Demonstrated Need - The proposed use meets the City's test of need in that
Carouse utos as identified this as a needed addition to their facility.
This type of drive-thru facility is similar to most dealerships and is
desirable, especially during inclement weather.
2. Consistenc with Com rehensive Plan - The proposed site is located in an
area designate or in ustria uses. Car dealerships and offices are con-
sistant with that designation in Golden Valley.
3. Effect Upon Property Values in General Area - No impact is expected.
4. Effect on Traffic Generation - No significant increase in traffic genera-
tion is expecte . The o ices of LeJeune Investments will increase the
number of employees on site by 3 to 5. This would not significantly
increase traffic. Also, the road system in that area can easily accept
increased traffic.
5. Effect of Increases in Po ulation or Densit - No increase of population
is expected. T e site wi ecome more use but there is adequate space
on the site to handle the increased building intensity on the lot.
6. Increase in Noise Level - No significant increase is anticipated.
7. Any Odors, Dust, Smoke, Gas or Vibration - No increase is anticipated. �

8. � Increase in Flees, Rats or Vermin - No increase in anticipated.
9. Visual A� earance - The proposed building addition appears to be attrac-
tive and wil be a benefit to the site. The amount of parking on the site
will remain about the same. Some of the servicing of autos that now takes
place outside will now be done inside. This is a benefit to the site.
The dealership has maintained a 35 ft. green area along the south side of
the property that provides a good presentation to the site from Miller
Street.

STAFF RECOMMENDATIONS
The staff recommends approval of the CUP to allow LeJeune Investments to operate
an auto dealership at 8989 Wayzata Blvd. with the following conditions:
1. The "Site Plan - Zoning Data" plan submitted by LeJeune Investments, dated
12/20/90 prepared by Wirtanen Clark Larsen Architects be made a part of
the CUP.
• 2. LeJeune Investments apply to the Board of Zoning Appeals for necessary
variances prior to Planning Commission recommendation for a Conditional
Use Permit is sent to the City Council .
3. The site may be used for auto sales and service along with 3,500 sq.ft.
office space on the 2nd story of the proposed addition.
4. The uses on the site shall meet all applicable City, State, and Federal
regulations.
5. Failure to comply with any of the terms of this permit may be cause for
its revoc ation.

Conditional Use Permit Application .
. � Details
A conditional use permit is requested for a 6,250 s.f. two story addition to the existing Carousel
Automobiles facility. The first floor would consist of a service drive-through or vehicle check-in
area for service customers. This would provide an inside area where repair items and
paperwork could be discussed and completed. Because of Minnesota's varied weather
conditions, service drive-throughs are found in the majority of inetro automobile dealerships.
The second floor would consist of three offices, conference room, lunch room and restrooms.
The building addition would be constructed of precast concrete for the floors and concrete block
and brick for the walls. General site work would include concrete curbs, lighting and
landscaping.
The effect of the additions on certain items is detailed below:
1. Traffic flow - would be improved because of changes in handling customer flow
2. Noise levels, odors, dust, etc. - no effect
3. Public health and safety - no effect
