December 11, 1989
A regular meeting of the Planning Commission was held in the conference
room of the City Manager's Office at 7711 Country C1ub Drive, 6olden
Valley, Minnesota. The Meeting was called to order by Vice-Chair
McAleese at 7:lOP.M.
Those present were Commissioners Leppik, McCracken-Hunt, Russell ,
Kapsner, Lewis and McAleese. Also present were Mark Grimes, Director of
Planning and Development, Beth Knoblauch, City Planner and Mary K. Dold,
Secretary.
I. APPROVAL OF MINUTES - November 27, 1989.
It was moved by Commissioner Lewis, seconded by Commissioner
Leppik and carried unanimously to approve the minutes of the regular
November 27, 1989, Planning Commission Meeting.
• II. I-394 CONSTRUCTION UPDATE.
Mark Grimes, Director of Planning and Development, presented a
handout to the commissioners (News update sent out by MnDOT) which was
enclosed in the agenda packet. Mr. Grimes also presented an I-394
construction map, from MnDOT, which showed the corridor rerouting of
I-394 onto frontage roads while the main road is under construction.
The commissioners reviewed where bridges would be built over I-394 and
where the frontage `roads would lie once the construction was compTeted.
Mr. Grimes will ask a representative from MnDOT to attend a
Planning Commission meeting to talk about the greenery which will be
planted along the corridor.
III. REPORTS ON MEETINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY,
CITY COUNCIL, ND BO RD F ZONING PPEALS.

SUBJECT: AMENDMENT TO THE GOLDEN VALLEY CIVIC CENTER
P.U.D. #56 - CITY OF GOLDEN VALLEY, PROPONENT
In the Spring of 1989, the City of Golden Valley approved the Golden Valley
Civic Center P.U.D. #56. The purpose of the P.U.D. was to establish one legal
description for all City owned property on the block and to allow the placement
of new buildings and landscaping on the block. As part of the P.U.D., the City
recorded the attached Golden Valley Center P.U.D. #56 plat.
The City is now proposing the sale of a portion of P.U.D. #56 to McDonald's
Corporation to allow for the construction of a larger restaurant on Winnetka. I
have indicated on the attached plat of P.U.D. #56 the change that has to be made
to the P.U.D. to reflect the new boundary after the property is sold to
McDonald's. Essentially, the change is that the City gets the rear 40 ft. of
• the two Tots now owned by McDonald's. The west 210 ft. of the Mi1Ter Sales
Building lot that is owned by the City is eliminated from the P.U.D. because it
will be part of the new McDonald's P.U.D.
This proposed change to P.U.D. #56 is consistent with the Civic Center Master
Plan. The Master Plan indicates the proposed McDonald's site as a redevelopment
area and shows the pedestrian corridor between the library and the City Hall .
At the Planning Commission hearing I will have a copy of the new landscape plan
for the Civic Center Block that was approved by the City Council this month.
This new plan will be submitted as part of the amended P.U.D. for the Civic
Center.
Recommendation
The staff recommends approval of the Preliminary Design Plan for an amendment to
P.U.D. #56 in order to facilitate the sale of property to McDonald's Corporation
and provide for property on which a pedestrian walkway will be built.

MCDONALD'S ON WINNETKA - MCDQNALD'S CORPORATION, PROPONENT
Over the past year, the City staff has been working with McDonald's Corporation
to develop a plan to improve their store on Winnetka Avenue. With the approval
of the City Council , a purchase agreement was made with McDonald's which gives
them enough property to tear down their existing store and build a new and
larger store. In order to accommodate the new store, the City has agreed to
sell a portion of the Miller Sales Building property (owned by the City) to
McDonald's.
The remainder of the new McDonald's site will be made up of the existing
McDonald's site and their remote parking lot south of the library. As part of
the sale, McDonald's has agreed to sell a 17 ft. strip of property along"
� Winnetka in front of their existing store and remote parking lot for a widened
Winnetka Avenue. In addition, they have agreed to sell the City 40 ft. off the
back of their two properties in order to provide a walkway area through the
middle of the Civic Center Block. The City will retain 17 ft. off the front
and 40 ft. off the rear of the Miller Sales property for the same roadway pur-
poses. (See attached Preliminary Drawing by McDonald's.)
The role of the Planning Commission in reviewing the Preliminary Design Plan for
McDonald's is to determine whether the
"application constitutes an appropriate land use under the
general principles and standards adhered to in the City and
if necessary, its report shall include recommended changes in
the land use planned by the applicant so as to conform the
application or recommend approval subject to certain con-
ditions or modifications." (Section 11.55, Subd. 6(D) of the
Zoning Code.)
McDonald's is allowed to apply for a P.U.D. for this new store because it is
located in a redevelopment area (Valley Square). Normally, a single use like
McDonald's would be required to meet all the standards established in the
Commercial Section of the Zoning Code. Because this is a Redevelopment
District, tfie strict adherence to the requirements of the Commercial Zoning
District would restrict the overall goal of upgrading the site, the Civic Center
• B1ock and improving Winnetka Avenue.

Description of McDonald's Property
As shown on the survey done for McDonald's in September 1989 by Egan Field &
Nowak, the site of the proposed McDonald's includes parts of the existing
McDonald's properties and the City owned Miller Sales Building. As part of the
P.U.D. the site will be replatted into one lot for the building. The size of
the lot is approximately 70,000 sq.ft. or 1.6 acres. (Their current site for
the McDonald's building is about 34,000 sq.ft. or .78 acre. The remote parking
area north of the Miller Sales Building is about 25,000 sq.ft. or .57 acre.)
The proposed new building will be about 5,000 sq.ft. in area (about twice the
size of the existing building) and be on the east side of the site. The parking
area will be in front of the store and have one-way access in at the south
entrance. The north driveway will provide a one-way exit from the site. The
drive-thru window will be on the east side of the building, and these customers
will use the same entrance and exit. McDonald's proposes a total of 89 parking
spaces compared to the 93 spaces they now have at both lots (54 on-site and 39
on remote lot).

The Comprehensive Plan for the City identified this area as a study area defers
to the Valley Square Redevelopment Plan for guidance. The proposed McDonald's
building appears to be consistent with the Valley Square Redevelopment Plan that
was last revised on August 2, 1982, In that Plan, it was assuming that both the
Post Office and McDonald's could remain on Winnetka Avenue. The Plan called for
the City acquisition of the Miller Sales Building which was done. It then
suggested that a new Post Office be built on the Miller Sales property and the
McDonald's remote parking lot property. McDonald's could then acquire the old
Post Office site for its overflow parking lot.
Over the past couple years it has become evident that both uses are not com-
patible along Winnetka Avenue. The Past Office has informed the City that a new
Post Office site would have to be at least two acres in area. The combined
properties along Winnetka (Post Office, two McDonald's properties and the Miller
Sales buildings) are a little over two acres after the necessary right-of-way is
taken for a widened Winnetka Avenue. Also, the Post Office is not prepared to
move at this time and are looking at several options including remaining on
Winnetka.
The Civic Center Task Force in 1987 and 1988 recommended that the Post Office be
moved off the block and that McDonald's be allowed to stay and expand. Their
recommendation was that the commercial use of McDonald's was more desirable than
the Post Offi ce wi th i ts truck traffi c. One of the goal s of the Ci vi c Center
• Task Force was to alleviate traffic on Winnetka Avenue.

At ' the Centennial Town Meeting held in November, 1986, the traffic congestion on
Winnetka Avenue near the Post Office and McDonald's was identified as the number
one problem in Golden Valley. In order to alleviate this problem, it was
recommended by the Civic Center Task Force and staff that both McDonald's and
the Post Office eannot remain next to each o�her in the long term.
The Civic Center Plan adopted by the Council calls for the eventual purchase of
the Post Office site for additional green area along Winnetka Avenue. The pro-
posed McOonald's building is consistent with the overall Civic Center Plan pre-
sented to the City Council by the Civic Center Task Force and landscape plan for
the Civic Center (see attached). Both plans ca1T for an interior central walk-
way from the library on the north to the City Hall at the south end of the
block. The property that is being sold to McDonald's retains land to make up
part of the 65-70 ft. wide landscaped walkway. This walkway will be landscaped
up to the proposed east property line of the new McDonald's.
The existing zoning on the site is commercial . The proposed McDonald`s is con-
sistent with the Commercial Zoning District.
Site Details
• There are several development details that should be reviewed as part of the
Preliminary Design Plan. These include:
1. Drainage - The drainage plan for the site has been reviewed by the City
Engineer. As shown on the preliminary drawing, all drainage will go
over the surface of the lot (street drainage) to the northwest corner
of the property where it will get in the gutter line of Winnetka
Avenue. From that point it wi11 drain into the storm sewer system and
into Bassett Creek. The City Engineer has found the drainage system
acceptable. There will have to be some cutting and filling of the lot
in order to get the drainage system to work. It appears that these new
grades will blend in with the adjoining properties including the walk-
way east of the site.
2. Traffic Circulation - One of the goals of the City is to improve
traffic circulation on Winnetka Avenue. This proposal reduces the
number of driveways in the area from four to two. This is a significant
improvement. With the one-way in, one-way out driveways, circulation
should work much better than the existing McDonald's where the two
drive-ways are less than 100 ft. apart.
The interior traffic circulation should work well because of the
separation of the drive-thru and in-store customer traffic. The
• McDonald's corporate people believe that this plan will work; I have
to defer to their working knowledge of drive-thru.

p t I would l�ke to discuss the County s plans for Winnetka
Avenue. They have now put the improvement of Winnetka Avenue through
the Valley Square Area on the 1991 Capital Improvement Program. This
means that during 1991, the street will be widened in order to provide
two thru lanes in each direction and either a median or turn lane in
the middle. This requires 17 ft. of additional right-of-way on both
sides of Winnetka. The new McDonald's site provides for this addi-
tional right-of-way. The City will have to provide the remainder of
the right-of-way along Winnetka before construction begins in 1991. In
front of McDonald's, the County has proposed a center turn lane to
allow left turns into McDonald's. (I will have the Winnetka Plan at
the meeting for your review. )
3. Parking - The site indicates 89 parking spaces. Under the guidelines
of the Commercial Zoning District, the Code would require around 140
spaces. McDonald's believes that 140 spaces far exceeds their needs
due to the high volume of drive-thru customers. They estimate that 50�
of the customers at their Winnetka store are drive-thru. Their exper-
ience in restaurants indicates that the 89 spaces will more than ade-
quately handle the peak load for customers and employees.
4. Utilities - Utility services are already available to the site.
5. Landscaping - McDonald's has not yet provided a landscape plan for the
. site. As indicated before, the rear of their property along the
central pedestrian corridor will be landscaped by the City. Since the
curb for McDonald's is proposed to be within only five ft. of the
central corridor, I am recommending that sod be placed in this five ft.
strip by McDonald's. The central pedestrian corridor wi11 be heavily
landscaped by the City.
Along the north and south property lines, adjacent to the Post Office
and Library, a landscape plan should be presented before the General
Plan is submitted. This area should include deciduous trees. Along
Winnetka Avenue minimal landscaping should be dorre until Winnetka
Avenue is completed. It is anticipated that the City will have a
streetscape plan along Winnetka that will affect McDonald's.
McDonald's will be working with the same landscape architect as hired
by the City to do the Civic Center Block (Damon Farber). This will
provide a coordinated look to �andscaping in the area.
6. Setbacks - On the north and south side, the site plan provides for a
ten ft. green area. The "normal" setback to parking lot would be 15
ft. Along the east property line, tfiere is a five ft. setback from
property line to curb. The "normal" setback is 15 ft. The "normal°
setback for building along the east property line is 30 ft. The pro-
posed building is about 23 ft. Along Winnetka Avenu� the "normal°
setback is 35 ft. After Winnetka is improved, the parking lot will be
• ten feet from the Winnetka right-of-way. Currently, McDonald's parking
lot is about 15 ft. from Winnetka Avenue.

7. Details of McDonald's Building - The attached plans show the details of
the building on the east portion of the site. There will be plaza
areas on the north and south sides of the bui ldi ng. The garbage con-
tainers will be enclosed at the southeast corner of the building.
Representatives from McDonald's will be at the meeting to describe the
building and site.
Recomnendation
The staff recommends that the Planning Commission recommend approval of the
Preliminary Design Plan for P.U.D. #58. The McDonald's plans are consistent
with the Va11ey Square Plan and Civic Center Plans. In addition, the proposed
plan is an appropriate land use for the area and is consistent with general
principals and standards for development.

During the first task force meeting, it became apparent to
me that the Council ' s charge does not establish a clear-cut
action agenda for the task force. Absent more specific
direction from the Council, the task force is essentially
free to identify the tasks to be performed, the order of
performance, and the outputs .
I would like your ideas regarding the task force ' s agenda
and outputs . How do you think we should proceed? What
products do you expect from our work?
Even if you don't have opinions regarding the action agenda,
please share with me your thoughts regarding the mission of
the task force. Are there specific trends you believe we
• should be investigating? Anything else?

RE: BEAUTIFICATION AS A 2010 GOAL
The Town Meeting explored ideas and input from Commission Members and
the public as to how you would like Golden Valley to look in the year
2010. One of the priority goals was in the area of beautification.
Making Golden Valley a more attractive place in which to live and
work was very important to everyone.
Although we consistently vocalize the importance of the physical
appearance of our planning projects, as yet we have done very little
to involve the entire staff in a joint effort toward beautification.
We have an opportunity to involve ourselves in the process by attend-
• ing a Community Seminar offered jointly by the Minnesota Landscape
Arboretum, The Minnesota Extension Service and the Minnesota State
Horticultural Society and its Minnesota Green Program. The goal is
to help communities make public areas more beautiful in 1990 and
beyond.
I would like to see representation from Planning, Park and Recreation,
Park Maintenance, Staff and the City Council attend this seminar. We
can develop resources to design and maintain garden areas throughout
the City of Golden Valley. We just need to get going.

Planting Communities
in 1990
This series of half-day seminars will be
offered jointly by the Minnesota Land-
scape Arboretum, the Minnesota Ex-
tension Service,and the Minnesota State
Horticultural Society and its Minne-
sota Green pmgram.The goal is to help
communities make public areas more
beautiful in 1990 and beyond. Work-
shops on related land topics and com-
munity organizing will include: de-
signing high visibility,low-maintenance
landscapes; starting a community gar-
den program; and working with vol-
unteers and coalitions. In addition to
workshops, a panel of community ex-
perts will discuss the benefits of their
successful community greening efforts
and answer questions.
