III. APA Denver Meeting - Conference Attendees
Commissioners Leppik and RusselT said they would be attending the APA conference
in Denver. Commissioner McCracken-Hunt stated that she would tentatively be
able to attend.
IV. UPDATE - I-394 CORRIDOR
Beth Knoblauch presented to the Commissioners maps illustrating the different
land uses within the I-394 corridor. Mark Grimes stated to the Commissioners
that Mayor Anderson felt that the corridor was very important to Golden Valley
and that it is the south gateway to the City and that the City Council is
looking at vision planning for the City.
In reviewing the maps, one key issue was the recurring pattern of small lots
with limited use capacity. Another issue was the sometimes jumbled variety of
uses. Staff and Planning Commission discussed different ideas for the I-394
corridor i .e., would like to see clustered uniform buildings on single, large
lots vs broken-up different size businesses on individual small lots, look at
green space for planting, different standards across from residential setting or
at the major interchanges.

MEMORANDUM
•
DATE: March 20, 1990
T0: Golden Valley Planning Commission
FROM: Beth Knoblauch, City Planner
SUBJECT: SUBDIVISION APPLICATION AND PRELIMINARY PLAT OF NORTH WIRTH
PARKWAY 3RD ADDITION, APPLICANT - GOLDEN VALLEY HRA
As part of its ongoing redevelopment efforts in the North Wirth Redevelop-
ment District, the City's HRA is applying for the resubdivision of certain
property in the East Area of that District (site map attached). The pro-
posed subdivision will reconfigure the property lines in the area to
create: 1) the right-of-way for Dahlberg Drive, the main access to much of
the property; 2) the parcel of land for PTanned Unit Development 59,
Dahlberg Inc. corporate headquarters; and 3) other miscellaneous parcels to
be held for future redevelopment proposals or to be transferred to already-
identified parties.
. The prel•iminary plat is enclosed with your agenda packet. The area iden-
tified as Lot l, Block 1 is the site of the proposed Dahlberg P.U.D. This
parcel includes the eastern half of Indiana Avenue, which will be con-
sidered for vacation by the City Council next month. The western half of
Indiana Avenue will remain as a limited access street to serve two existing
businesses in Outlot D until Dahlberg Orive is constructed in 1991.
Following additional land purchases by the HRA this year, the western end
of Dahlberg Drive will be extended down to T.H. 55 in 1991.
Outlot C is being considered for purchase by the Georgia Pacific Cotainer
Corporation, which is adjacent to it on the south. Outlot E is expected to
be transferred to the Minneapolis Park Board in exchange for other con-
censsions. The two "land bridges" (see detail "B" of the preliminary plat)
connecting property on either side of the Soo Line Railroad tracks will be
purchased by the City, with a permanent easement granted back to the rail-
road company. These land bridges are necessary in order to avoid creating
lots with no public access. While there is no minimum lot width specified
for the Industrial Zoning District, the City's zoning and subdivision codes
do require that all lots must have frontage on public street.
Action requested at this time is that the Planning Commission recommend
City Council approval of the preliminary plat for North Wirth Parkway 3rd
Addition.
