PLANNZNG CO2�4fISSION
October 23, 1989
A regular meeting of the Planning Commission was held in the conference
room of the City Manager's Office at 7711 Country Club Drive, Golden
Valley, Minnesota. The meeting was called' to order by Vice-Chair McAleese
` at 7:25p.m.
Those present were Commissioners Kapsner, Lewis and McAleese which did not
constitute a quorum. Absent: Chair Prazak, Commissioners Leppik,
McCracken-Hunt, and 'Russell. Also present were Mark Grimes, Director of
Planning and Development, Elizabeth Knoblauch, City Planner and Mary Dold,
Secretary.
I. APPROVAL OF MINUTES - September 11, 1989.
Not approved because no quorum present at the October 23, 1989
meeting.
• II. REVIEW AND APPROVAL OF I-394 CORRIDOR STUDY OUTLINE.
Staff presented an outline for review and approval of Suggested I-394
Corridor Study Tasks. Six subareas were discussed that would most likely
be impacted by I-394. There was no approval of this outline due to the
fact that no quorum was present.
III. REPORTS ON MEETINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY, CITY
COUNCIL, AND BOARD OF ZONING APPEALS.
A report was given by Commissioner McAleese, Board of Zoning Appeals,
October 12, 1989.
IV. OTHER BUSINESS.
No other business was presented.

III. INTRODUCTORY DISCUSSIOIC OF I-394 CORRIDOR' DEVELOPMENT STANDARDS
Staff will be presenting a preliminarq study regarding signage and development
standards along the I-394 corridor. Mark Grimes related to the Commission that
the Iiayor� Iastitute on City Design: ?IIDHEST has selected Golden Valley along
with efght other cities in the Midvest Region to participate in a design
� coafereace. The purpose vas to create a place vhere American city mayors could
meet with city designers to discuss all aspects of city design. Case studies
will be done including suggestions aad ideas to i�prove the City of Golden
Valley which will include the I-394 Corridor.

Linda !lcCracken Hunt presented slides on the trip to Atlanta, GA. Commissioner
�apsaer, Mark Griaes and Beth lCnoblauch also participated in the presentation
regsrding light rail transit and city planaing ia the Atlanta area.

Commiseioner Russell requested from I�lark Grimes to talk with the Mayor and City
Manager regarding what direction the Planning Commission should take on the
potential redevelopment of the Circle Downs area in the Golden Hills Redevelop-
ment District.
VI. OTHER BUSINESS •
Commissioner Levis suggested a priority list for addressing various issues that
have come up in recent months. This should include the Duluth/Douglas Jehovah
Witness Church site and the I-394 Corridor �tudy. Director Grimes will go back
to the Council for direction in pzioritizing.
There vas fur[her discuasion regarding L1►e Atlanta Conference and regarding mass
transit ia Atlanta and in the �in Cities area. City Ylanner Rnoblauch reported
on some staff activities that are holdiag up any dizect research on a full
Comprehensive Ylan update, but vill probably �oatribute to the update in the
long run. These activities include collectiag data for the forthcoming Rousing
Task Force and revieving/revising Met Couacil foTecasts of population snd
employment for Golden Valley.
