PLANNING COhq�ITSSION GUIDELINES FOR PUBLIC INPUT
The Planning Cortmission is an advisory body, created to advise the`City Council on land use. The Commission
will recommend'Council'approval or denial of a land use proposal based upon the Gommission's determination of
whether the proposed use is permitted under the Zoning Code and the Comprehensive Pian, and whether the pro- '
posed use wi}1, or wi11 not, adversely affect the surrounding neighborhood.
The Comnission holds informal public hearings on land use proposals to enable you to learn, first-hand, what
such proposals are, and to permit you to ask questians and offer comments. Your questions and comments become
part of the record and wi U be used by the Council, along with the Commission's recomnendation, in reaching
its decision.
To aid in your understanding and to facilitate your comments and questions, the Commission will utilize the
faTlowing procedure:
1. The Cammission Chair will introduce the proposal and the recommendation from staff. Gomnission
members may ask questions of staff.
2. The proponent will describe the proposal and answer any questions from the Commission.
3: The Chair wil} open the public hearin9, asking first for those who wish to speak to so indicate
by raising their hands. The Chair may set a time limit for individual questions/comments if a
large �umber of persons have indicated a desire to speak. Spokespersons for groups will have �
. � longer period of time for questions/comnents.
4. Please give your full name and address clearly when recognized by the Chair. Remember, your
qaestions/comnents are for the record.
5. Direct your questions/comnents to the Chair. The Chair will determine who will answer your
questions,
� 6. No one will be given the opportunity to speak a second time until everyone has had the opportunity .
to speak initially. Please limit your second presentation to new information, not rebuttal.
7. At the close of the public hearing, the Gominission will discuss the`proposal and take appropriate

MINUTES OF THE GOLDEN VALLEY
� PLANNING COMMISSION
February 8, 1988
A regular meeting of the Planning Commission was held in the City Manager's
Conference Room of the Civic Center, 7800 Golden Valley Road, Golden Valley,
Minnesota. The meeting was called to order by Chair Prazak at 7:05 P.M.
Those present were Commissioners Kapsner, Leppik, McAleese, McCracken-Hunt,
Prazak and Russell . Commissioner Lewis was not present at the- beginning of the
meeting. Aiso present were Mark Grimes, Director of Planning and Development,
Alda Wilkinson, City Planner, and Don Taylor, Finance Director.
I. APPROVAL OF MINUTES - JANUARY 25, 1988
It was moved by Commissioner Leppik, seconded by Commissioner McCracken-Hunt,
and carried unanimously to approve the minutes of the January 25, 1988 meeting. �
II. PRESENTATION OF CIP
Chair Prazak requested that Finance Director pon Taylor review the Capital
Improvement Program (CIP) and point out changes from last year's CIP.
Commissioner Lewis arrived at the meeting.
� Finance Director Taylor reviewed the CIP, answered questions, and received
suggestions for clarification of information presented. .
The Planning Commission by consensus recommended that the City Council hold an
informal public hearing on the expenditure for Civic Center remodeling.
III. SELECTION OF APA CONFERENCE DELEGATES
It was decided that Commissioners Leppik, Prazak and Russell will attend the
1988 American Planning Association (APA) Conference in San Antonio.
IV. CIVIC CENTER MASTER PLAN - CIVIC CENTER TASK FORCE
It was agreed to postpone an update on the Civic Center Master Plan until the
next meeting.
V. REPORT ON FEBRUARY 2, 1988 CITY COUNCIL MEETING
Commissioner McCracken-Hunt provided a report on the February 2, 1988 City
Council meeting.
The meeting was adjourned at 9:3D P.M.

SUBJECT: Update on I-394 Moratorium Ordinance and Planning Commission Role
On March l, 1988 tfie City Council will hold a public hearing to consider the
moratorium ordinance that was previously considered by the Planning Commission
in January. The recommendation of the Planning Commission has already been
sent to the City Council in order that the City Council may use the Planning
Commission recommendation in their consideration.
The Joint Task Force (JTF) of Golden Valley and St. Louis Park has been meeting
during the time the moratorium ordinance is being considered by the two Cities.
It is the goal of the JTF to complete the necessary studies and ordinance
within six months of the adoption of the moratorium in order to minimize its
negative effects on the business community. In order to meet this six month
time period, both cities will have to work quickly.
The JTF has taken an important first step by again hiring Strgar-Roscoe-Fausch
(SRF) to provide additional information about the capacity of the three shared
� interchanges. SRF will prepare "travelsheds" at each interchange. The
"travelsheds° will make a °best guess" at the direction of approach and paths
for each interchange. The consultant will then determine the reserve capacity,
if any, at each interchange based on the moderate growth scenario from the
"I-394 Tmpact Study" and a level of service E at the Xenia Avenue interchange
and a level of service D at Louisiana Avenue and General Mills Boulevard. The
level of service for the interchange was decided by the JTF as was the moderate
growth scenario. Each City has also had to assume the construction of some but
not all roadway improvements listed in the "I-394 Impact Study". After the
reserve capacity is determined, the JTF must decide the allocation of trips to
Golden Valley and St. Louis Park at each interchange.
After that al1ocation is comp�ete, each City must develop plans, policies and
controls that allocate trips to areas in a method that does not exceed that
portion of the reserve capacity designated to either Golden Valley or St. Louis
Park. The role of the Planning Commission will be to develop the plans,
policies and controls for the corridor that will not exceed the level of
traffic that is consistent with Golden Valley allocation.

SUBJECT: I-394 Corridor Zoning Strategies
Planning staff is seeking Planning Commission ideas on zoning for the I-394
corridor. Staff is initiating work on the zoning regulations scheduled for
preparation and adoption during the proposed I-394 corridor development mora-
torium. Staff suggests an initia] brainstorming session at this meeting.
Following are three issues proposed for discussion:
l. Translation of trip generation into a tangible control
The City of Minnetonka has adopted a new zoning ordinance for the I-394 corridor
which assigns maximum trip generation numbers to each parcel and translates
trip generation numbers into allowable square footage of construction. There
is provision for some increase in square footage based on transportation demand
management programs such as transit and van pooling.
Planning articles on traffic congestion problems in the suburbs suggest that if
traffic is the problem, then control measures should regulate traffic, not
� square footage of development. The implication is that there is not necessarily
a direct correlation between amount of development and amount of traffic.
However, specific methods of regulating traffic rather than development are not
offered. One suggestion has been to limit the number of parking spaces rather _
than the square footage of buildings.
The question is how to administer limitations on trip generation. Planning
Commissioner ideas are solicited.
2. Assignment of trip generation maximums to promote desired land use
The City of Minnetonka, based on advice from the Minnetonka City Attorney, used
a "fair share" system for assignment of maximum trip generation numbers to
development and redevelopment parcels in the I-394 corridor. Available capacity
determined by the consultant was distributed based strictly on acreage. The
only steps preliminary to the acreage calculation were allowance for single
family residential development and exclusion of wetlands from the acreage. No
variation in the per acre assignment was made either to take into account
whether the land was already developed or to take into account desired future
land use.
The question is whether emphasis on assignment of maximum trip generation
numbers overlooks planning for location of different types and intensities of
land use. Planning Commissioner opinions and suggestions are invited concerning
this issue.

3, Delineation of geographic boundaries of the I-394 corridor zoning district
and of development or redevelopment assembly parcels
Planning staff is thinking in terms of trip generation number assignment to
major assembly parcels ranging from five to thirty acres in size. It is
assumed that all development and redevelopment will be approved by Planned Unit
Development (PUD) or a similar procedure.
The questions concern both general approach and specific selection of geographic
boundaries for assignment of trip generation numbers to areas. Staff is looking
for Planning Commissioner input.

SUBJECT: Suggested Future Agenda Items
Commissioner Kevin McAleese requested that staff place on the Planning
Commission agenda discussion of possible Zoning Code amendments to address
dish antennas and to list permitted uses in the Business and Professional
Offices Zoning District. Commissioner McAleese will present his concerns
regarding these two Zoning Code issues.
