MINUTES OF THE GOLDEN VALLEY PLANNING COMMISSION September 28, 1987 � � A regular meeting of the Planning Commission was held in the Manager s , Conference Room of the Civic Center, 7800 Golden Valley ��oad, Golden Valley, Minnesota. Vice Chair McAleese called the meeting to order at 7:05 P.M. Those present were Commissioners Kapsner, Lewis, McAleese, McCracken-Hunt and Russell . Commissioner Prazak was absent. Commissioner Leppik was not present at the beginning of the meeting. Also present were Mark Grimes, Director of . Planning and Development, and Alda Wilkinson, City Planner. I. APPROVAL OF MINUTES - SEPTEMBER 14, 1987 It was moved by Commissioner Kapsner, seconded by Commissioner McCracken-Hunt and carried unanimously to approve the minutes of the September 14, 1987 meeting. II. SET DATE FOR INFORMAL PUBLIC HEARING - PRELIMINARY PLAT OF KING HILL APPLICANT: Peter Knaeble � LOCATION: 6001 Glenwood Avenue REQUEST: Approval of� the Preliminary Plat of King Hill Which � Proposes Division of the Property at 6001 Glenwood Avenue into Five Parcels Creating Four Vacant Single- � Family Residential Lots Vice Chair McAleese introduced this agenda item and called on Planning and Development Director Mark Grimes, who explained the subdivision request. It was moved by Commissioner Russell , seconded by Commissioner McCracken-Hunt and carried unanimously to set October 12, 1987 as the date for the informal public hearing regarding the request for approval of the Preliminary Plat of King Hill . III. REPORT ON SEPTEMBER 15, 1987 CITY COUNCIL MEETING Commissioner Russell provided a report on the September 15, 1987 City Council meeting. IV. YEAR 2010 PLANNING PROGRAM The Planning Commission provided Planning staff with input for the Year 2010 Vision Narrative on the remaining five Year 2010 planning priority items. � Commissioner Leppik arrived at the meeting at the beginning of the Year 2010 0 � Planning Program discussion. � � V. APA CONFERENCE REPORTS Commissioner Lewis provided the Planning Commission with a report on the APA � Conference in New York and shared pictures taken at the conference. � The meeting was adjourned at 9:00 P.M. October 7, 1987 � T0: Golden Valley Planning Commission FROM: Mark W. Grimes, Director of Planning and Development SUBJECT: Informal Public Hearing - Preliminary Plat of King Hill Description of Request Peter and Robin Knaeble are requesting approval of the Preliminary Plat of King Hill . The property is located at 6001 Glenwood Avenue (Glenwood Avenue and King Hill Road) . The property is being purchased from Gertrude Hamman. The property is 97,720 square feet in area or 2.24 acres. The preliminary plat proposes the division of the property into five lots. The existing house on the property will remain and become the Knaeble residence. It will be located on Lot 4 and maintain its driveway over a 35-foot access to Glenwood Avenue. This lot is the largest lot at 46.,800 square feet. Lot 1 will front on Glenwood Avenue and total 12,960 square feet in area. Lots 2, 3 and 5 will be fronted on King Hill Road with the square footage of the lots being 13,890, 12,160 and 11,910 respectively. � Each of the lots exceed the minimum lot area requirement of 10,000 square feet. Each of the lots also meet or exceed the minimum lot width of 80 feet. On the preliminary plat, Mr. Knaeble (who is a registered engineer and prepared the plat) indicates the location of the existing house and driveway on Lot 4. The house is located on the new lot so as to exceed all minimum building setback requirements. The plat also indicates proposed house locations for Lots 1, 2, 3.and 5. These locations meet or exceed the minimum setback requirements. Availability of City Services The property is served by sanitary sewer and water in both Glenwood Avenue and King Hill Road. The existing house is served from Glenwood Avenue as shown on the plat. A 15-foot wide utility easement is proposed over the rear yards of Lots 2 and 3 in order to maintain this connection. Mr. Knaeble has met with City Engineer Lowell Odland to discuss the drainage plan for the plat. Mr. Knaeble will be producing a more detailed plan for . submission to the City Engineer before the final plat is approved. The City Engineer told me that the City will be placing a storm sewer pipe in Glenwood Avenue in the summer or fall of 1988. With proper grading of Lots 1, 2 and 3, these lots would drain into this system. However, if Mr. Knaeble chooses to develop these lots before the storm sewer is completed, he will have to provide temporary drainage across the front of Lots 1 and 2. This temporary drainage would probably be done by plastic pipe or culvert. The details of this arrange- ment would have to be worked out between Mr. Knaeble and the City Engineer. � Golden Valley Planning Commission October 7, 1987 Page 2 � Recommendation The Preliminary Plat of King Hill meets or exceeds the requirements of the Subdivision Code and Zoning Code. The subdivision will provide four additional single-family lots in a very desirable neighborhood of Golden Valley. Only one of the new lots has the disadvantage of having frontage on Glenwood Avenue. The lots are similar in size to the lots that are adjacent in the Hamm�n Addition. I would imagine that homes of similar value and size would be built in the King Hill plat. (There may be some discussion about lot frontage in the King Hill plat. When the Hamman Addition was platted several years ago, the minimum lot frontage was 100 feet at the setback line. The new Zoning Code requires only 80 feet of lot frontage at the setback line.) The staff recommends approval of the Preliminary Plat of King Hill with the following conditions: 1. A drainage plan be approved by the City Engineer before final plat approval . 2. All utility and drainage easements required by the City Engineer be shown on the final plat. 3. A park dedication fee of $400 each for Lots 1, 2, 3 and 5 be submitted � before final plat approval . 4. The subdivider submit the Abstract of Title to the City Attorney for review before final plat approval . The cost of the review will be paid by the subdivider before final plat approval .
