The Planning Co�rni$�.j.o�°c is an advisory body, created to advise the City Council on land use. The Corranission
will recoaunend CounC�"'�japproval `or denial of a land use proposal based upon the Commission's determanation of 'I
whether the proposed"cs.� is permitted under the Zoning Code and the Comprehensive Plan, and whether the pro- �
posed use will, or wi'i� not, adversely affect the surrounding neighborhood.

� The Commission holds informal public hearings on land use proposals to enable you to learn, first-hand, what �
such proposals are, and to permit you to ask questions and offer comments. Your questions and comments become �
part of the record a�'d will be used by the Council, along with the Cortunission's recomnendation, in reaching . ,

MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
�' , November 23, 1987
A regular meeting of the Planning Commission was held in the Manager's
Conference Room of the Civic Center, 7800 Golden Valley Road, Golden Valley,
Minnesota. The meeting was called to order by Chair Prazak at 7:05 P.M.
Those present �ere Commissioners Leppik, Lewis, McAleese, and Prazak.
Commissioners Kapsner, McCracken-Hunt and Russell were absent. Also present
were Mark Griimes, Director of Planning and Development, and Alda Wilkinson,
City Planner�.
I. APP�OVAL OF MINUTES - OCTOBER 26, 1987
It was move� by Commissioner Leppik, seconded by Commissioner McAleese, and
carried unanimously to approve the minutes of the October 26, 1987 meeting.
II. REPORT ON HRA, BZA AND CITY COUNCIL MEETINGS
Commissioner Leppik provided a report on the November 17, 1987 City Council
- meeting. A report on the November 10, 1987 Board of Zoning Appeals meeting was
given by Commissioner McAleese, and Director Grimes reported on the November 10,
1987 meeting of the Housing and Redevelopment Authority.
III. DISCUSSION OF DRAFT YEAR 2010 UISION NARRATIVE
The Planning Commission reviewed the draft Year 2010 Vision Narrative and made
f revisions. Staff agreed to print a revised copy and distribute it to Planning
Commissioners for further consideration.
IV. DISCUSSION OF OUTLINE FOR HOUSING ELEMENT OF COMPREHENSIVE PLAN UPDATE
The Planning Cammission reviewed the proposed outline for the Housing Element
of the Comprehensive Plan Update and made revisions. Commissioners also made
suggestions for format and presentation of the Housing Element.
V. DISCUSSION OF DECEMBER MEETING SCHEDULE
The Planning Commission decided by consensus to cancel the regularly scheduled
December 28, 1987 Planning Commission meeting. The Commission discussed a
program for the December 14, 1987 meeting agenda. Staff will req�est a
consultant presentation of the I-394 Corridor Study provided sufficient
Planning Commissioner attendance at the December 14, 1987 meeting is confirmed.
An alternative program would be a briefing from the City Crime Prevention
Officer on neighborhood security issues.
The meeting was adjourned at 9:00 P.M.

SUBJECT: Presentation of "I-394 Traffic Impact Study" by Charlene Zimmer
of Strgar-Roscoe-Fausch, Inc. (SRF) and Discussion of Proposed
Development Moratorium in I-394 Corridor
At the Monday, December 14, 1987 Planning Commission meeting, Charlene Zimmer
has been invited to present the findings of the "I-394 Traffic Impact Study".
This study was prepared by SRF for the Cities of Golden Valley and St. Louis
Park. The study addresses traffic information and data based on three
scenarios of development along the I-394 corridor. The report also makes
suggestions about street and intersection improvements that may be implemented _
by the Cities or other agencies to accommodate anticipated growth under the
three scenarios.
This report is of particular interest to the Planning Commission because it
will help in the comprehensive planning process along the corridor. The I-394
corridor has been identified by the Planning Commission as a focus area for the
comprehensive plan.
In order to allow time for the two Cities to study the issues raised in the
� I-394 report, the City Councils of Golden Ualley and St. Louis Park have agreed
to a moratorium on development in the corridor. Over the next several weeks, a
moratorium ordinance will be written by a joint committee consisting of the two
City Managers and a Council person for each City. The moratorium ordinance
will then be referred to the Planning Commission for a public hearing to be
held by the Planning Commission on January 11, 1988. It is my understanding
that the moratorium ordinance will restrict all building permits other than
residential and interior building improvements within the I-394 corridor. It
will prove ta be an interesting public hearing.
The joint committee will continue beyond the writing of the moratorium
ordinance. The co�nnittee's next task will be to determine allocation of
traffic capacity in the corridor that is fair to both Golden Valley and St.
Louis Park. This capacity will be determined by information in the "I-394
Traffic Impact Study" and when and if road improvements that could alleviate
traffic congestion are constructed.
The job of the .Planning Commissions of both St. Louis Park and Golden Valley
will occur after an .allocation of traffic capacity is made by the joint
committee. Land uses will have to be planned along the corridor that "fit in"
with the traffic allocations. These land use studies and implementation
ordinances must be prepared so they can go into effect after the moratorium `
ordinance expires (12 months after enactment).
