PLANNING COMMISSION GUIDELINES FOR PUBLIC INPUT
The Planning Coimnission is an advisory body, created to advise the City Council �
� on land use. The Cammission will recommend Council approva7 or denial of a
land use proposal based upon the Commissinn's determination og .ahether the pro-
posed use is permitted under the Zoning Cade and the Compr�hen�ive Plan, and
whether the proposed use will, or will not, adversely affect �he surrounding
neighborhood.
The Commission holds informal public hearings on l�nd.use �raposals to enable
, you to learn, first-hand, what such proposals are, a�d �o Permit you to ask
questions and offer comments. Your questions and comments become part of the
record and will be used by the Council, along with the Commission's recommenda-
tion, in reaching its decision.
To aid in your understanding and to facilitate your cortunents and questions, the
Commission will utilize the following procedure: °
1. The Commission Chair will introduce the proposal and the recommenda-
tion from staff. Commission members may ask questions of staff.
2. The proponent will describe the proposal and answer any questions
from the Commission.
3. The Chair will open the public hearing, asking first for those who
wish to speak to so indicate by raising their hands. The Chair may
set a time limit for individual questions/cormnents if a 7arge number
of persons have indicated a desire to speak. Spokespersons for
� groups will have a longer period of time for questionsicomments.
4. Please give your full name and address cle�rly when recognized by the
Chair. Remember, your questions/comments are for the record.
5. Direct your questions/cort�nents to the Chair. The Chair will deter-
mine who will answer your questions.
6. No one will be given the opportunity to speak a second time until
• everyone has had the opportunity to speak initially. Please limit
your second prasentation to new information, not rebuttal.
7. At the close of the public hearing, the Commission will discuss the
proposal and take appropriate action.
• MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
April 28, 1986
A regular meeting of the Planning Commission was held in the Manager's
Conference Room of the Civic Center, 7800 Golden Valley Road, Golden Valley,
Minnesota. Chairman Prazak called the meeting to order at 7:00 P.M.
Those present were Commissioners Kapsner, McAleese, McCracken-Hunt, Prazak and
Russell . Commissioners Leppik and Lewis were absent. Also present were Mark
Grimes, Director of Planning and Development, and Alda Peikert, City Planner.
I. APPROVAL OF MINUTES - APRIL 14, 1986
It was moved by Commissioner Russell , seconded by Commissioner McCracken-Hunt,
and carried unanimously to approve the minutes of the April 14, 1986 Planning
Commission meeting as recorded.
II. SELECTION OF SIDEWALK COMMITTEE MEMBERS
Chairman Prazak introduced this agenda item and asked for volunteers to serve
on the Sidewalk Committee. Commissioners Russell and McAleese volunteered to
serve as members of the Sidewalk Committee.
III. REPORT ON CITY COUNCIL MEETING - APRIL 15, 1986
• Planning and Development Director Mark Grimes provided the Planning Commission
with a report on items of Planning Commission interest considered at the April
15, 1986 City Council meeting.
IV. APA CONFERENCE REPORTS
Commissioners Kapsner, McCracken-Hunt and Russell and Planning and Development
Director Mark Grimes provided the Planning Commission with reports on American
Planning Association (APA) Conference sessions attended April 5-9, 1986 in Los
Angeles.
V. AGENDA FOR MAY 12, 1986 PLANNING COMMISSION �MEETING
Planning Commissioners decided to begin study at the next meeting of THE
PLANNING COMMISSIONERS GUIDE by David J. Allor. Planning staff will select
appropriate chapters for discussion.
The meeting was adjourned at 8:45 P.M.

SUBJECT: Workshop Meeting on The Planning Commissioners Guide •
Alda and I have looked over the table of contents to the Guide. We recommend
that the Planning Commissioners go over the first three parts for the meeting
on May 12. This involves about 100 pages of reading; however, we believe it is
fast reading. We suggest that the emphasis of the discussion on Monday should
be on Part 3 (pages 47-103) which is on the "Formal Aspects of Decision-Making".
This part seems to cover issues that come up when we discuss issues such as
legal concerns, conflict of interest concerns and precedent concerns.
Alda pointed out that some time ago there was a suggestion that the Planning
Commission get together in an informal setting to get to better know each
other. The staff believes that this would be a good opportunity to discuss the
issues in Part One. This discusses the role of the Planning Commission and how
they act as a group in making decisions. We would like to suggest an informal
• dinner or picnic as a time to get to know each other better and discuss how the
Planning Commission acts in making decisions. The dinner could be held at
Brookview either inside or on the new deck overlooking the golf course. As a
suggestion, this informal dinner meeting could take the place of the meeting
that is regularly scheduled for Memorial Day, May 26.
