The Comm9ssion will reco�mnend Council approval or denial of a land use proposal based upon the Comnission's determination of whether the proposed use is permitted under the Zoning Code and the Comprehensive Plan. ahd whether the pro- posed use will, or will not, adversely affect the surround9ng neighborhood. � The Comnission holds informal public hearings on land use proposals to enable you to learn, first-hand. what such proposals are, and to permit you to ask questions and offer comrtents. Your quest9ons and coaanents beco� part of the record and wili be used by the Council, along with the Commission's recormnendation, in reaching 9ts dec95ion. To aid 9n your understanding and to facilitate your cortunents and questions, the Cort¢nission wiit utilize the following procedure: 1. The Commission Chair will lntroduce the proposal and the recoaartendation from staff. Comnission members may ask questions of staff. 2. The proponent will describe the proposal and answer any questions from the Commission. 3. The Chair will open the public hearfng. asking first for those who wish to speak to so indicate by raising their hands. The Chair may set a time limit for individual questions/co�mnents if a large number af persons have indicated a desire to speak. Spokespersons for groups will have a longer period of t9me for questions/comments. 4. Please give your full name and address clearty when recognized by the Chair. At the �}ose of the public hearing,.the Comnission will discuss tfie proposal and take appropriate actionr � . , : � MINUTES OF THE GOLDEN VALLEY PLANNING COMMISSION S September 22, 1986 A regular meeting of the Planning Commission was held in the Gold Room of the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Prazak called the meeting to order at 7:05 P.M. Those present were Commissioners Kapsner, Lewis, McAleese, McCracken-Hunt, Prazak and Russell. Commissioner Leppik was absent. Also present were Mark Grimes, Director of Planning and Development, and Alda Peikert, City Planner. I. APPROVAL OF MINUTES - SEPTEMBER 8, 1986 It was moved by Commissioner McAleese, seconded by Commissioner Lewis and carried unanimously to approve the minutes of the September 8, 1986 meeting as corrected. II. RESCHEDULE OCTOBER 13, 1986 PLANNING COMMISSION MEETING The Planning Commission considered rescheduling or cancellation of the October 13, 1986 Planning Commission meeting due to conflict with the Yom Kippur Jewish Holiday. It was the consensus of the Planning Commission to have two alterna- tives depending on the status of Centennial Town Meeting planning. If Town Meeting planning has progressed to the point of preparation of a publicity brochure, the Planning Commission will hold a workshop for preparation of the brochure on Tuesday, October 14, 1986, at 7:00 P.M. If a workshop on the � brochure is premature, the first meeting in October will be cancelled. Staff will send notice to Planning Commissioners in the event the workshop is held. III. REPORT ON HRA MEETING - SEPTEMBER 9, 1986 Planning and Development Director Mark Grimes gave a report on the September 9, 1986 meeting of the Housing and Redevelopment Authority (HRA). IV. REPORT ON BZA MEETING - SEPTEMBER 9, 1986 A report on the Board of Zoning Appeals (BZA) meeting of September 9, 1986 was deferred due to the absence of Commissioner Leppik, Planning Commission representative to the BZA. V. REPORT ON CITY COUNCIL MEETING - SEPTEMBER 16, 1986 Commissioner Lewis gave a report on the September 16, 1986 meeting of the City Council . VI. NEW BUSINESS . Commissioner McAleese requested that staff order a publication listed in the July 1986 issue of Zoning News which reports on surveys regarding the effects of residential care facilities on surrounding property values. • Minutes of the Golden Valley Planning Commission September 22, 1986 Page 2 • VII. WORK/STUDY SESSION The Planning Commission continued the Year 2010 planning program, including discussion of Planning Commission contribution to preparation for the Centennial Town Meeting. Gary Prazak, Chairman � Linda McCracken-Hunt, Secretary � • � October 8, 1986 � T0: Golden Valley Planning Commission FROM: Alda Wilkinson, City Planner SUBJECT: Centennial Tabloid Workshop The Golden Valley City Council on October 7, 1986 approved a Gentennial Town Meeting budget of up to $10,000, and Planning staff has notified POST Publications that the City will proceed with a Centennial publication. Attached is the report prepared by Council and Centennial Town Meeting Committee member Dave Thompson for the City Council on Centennial Town Meeting plans and budget. The October 15, 1986 Planning Commission meeting will be -devoted to a workshop on the Centennial tabloid planned for Centennial Town Meeting publicity. Sue Webber of the POST has agreed to attend the workshop to provide us with information and guidance. Attached for ideas is a copy of a sample tabloid. You will recall that you agreed that we should use this meeting as the beginning of an effort to involve the broader community in strategic planning for our future. You will also recall your concern that we not attempt too ambitious a project, but instead do a few things well. I believe we have proposed just what you want. The Committee proposes to focus not on Golden Valley 2010, but rather Golden Valley Tomorrow. We can relate to "Tomorrow" more easily than • 2010. Secondly, we propose to deal with two questions, and from today's perspective: How do we want our city to LOOK? and How do we want our city to FEEL? These two questions are interrelated because how we FEEL about a place, a city, our homes, for example, depends in large measure how that place, city or our home LOOKS. Conversely, how we want our homes or city to LOOK depends in equal measure upon how we FEEL about it. You may recall a conscious decision made by Wayzata's Council some years ago that resulted in the Colonial� look of many of its retail establishments. Thirdly, we believe a slide presentation is more appropriate--and certainly less expensive. Staff is taking photos for slides, and a list of subject matter is attached. The slides will illustrate the look and feel of the city. I am writing a script for the presenation and we propose the Council serve as narrators, in the following sequence: Introduction - Mary. This will set the scene for the meeting by telling those attendirig what we hope to gain from the meeting, what Golden Valley is today-- statistically--and how we will proceed. LOOK of the City - Ray. Slides illustrating how our City looks will accompany Ray's narrative. We will then break into smaller groups for discussion. . �. Each group will have a pre-chosen facilitator to lead the discussion--we suggest a planning commissioner or open space and rec commissioner. La.rry can get the highlights from each group while the whole body is reassembling. FEEL of the City - Gloria. Slides to show the FEEL of the city will accompany Gloria's narrative. The group will then break back into small groups for discussion of FEEL. SUNlMARY OF FEEL discussion, and the entire discussion, will be my task. We shall then adjoum for refreshments and, hopefully, additional, informal discussion. We believe the entire evening will run about three hours. This format calls for approximately 45 minutes for the introduction, slides and narration, breaking down into smaller groups and reassembly. Figure 30 minutes each for LOOK and FEEL discussions. The balance would be for refreshments, socializing and informa.l discussion. The Committee believes it important that those who attend the meeting, and those residents who did not, be informed as to the results of the meeting. I'm sure the Council agrees. A newsletter would achieve this � purpose. And, of course, we'll be showing the tape of the meeting on cable at a later date. I ha.ve proposed two tasks for the Planning Commission. One is to produce, with staff assistance, the newspaper tabloid containing information about our city that will be sent out to all homes prior to the meeting. Secondly, I have asked Kevin to sound out the commission about acting as facilitators for the small group discussions. Of course, we have other commissions whose members might serve equally well. Mark Grimes has informed me that the Planning Commission will be meeting Oct. 14 to work on this publication. We've discussed the ma.tter of additional publicity. We propose letters to the Post, the Star and Tribune, KARE-TV, WCCO radio, announcements on our cable channels, and production of flyers that can be distributed by local Boy and Girl Scout .troops. Judy Rein is checking into this for the committee. All of this, of course, costs money. We estimate a total cost for all-- the newspaper, film, slides, refreshments, postage, flyers, etc.--at $7,500. I am asking, however, that the Council, tonight, authorize the expenditure of up to $10,000. I am asking for this tonight because the Post needs a firm go-ahead by Monday, the 13th. A total cost of $6,000 ha.s been estimated for the tabloid, but half of tha.t cost will be recoverd through the sale of advertisi.ng, so our cost will be $3,000. While we believe we can do what we propose for the $7,500, it is better to have additional funds available if needed. � • You may have questions regarding the script. I have written Mary's portion, pretty much to my satisfaction, but have not shown it to her. I have not because I need to have the slides to get a really good feel for what is appropriate, for her and you. We have plenty of time to work over the script and rehearse prior to the meeting November 20th, so please don't be unduly concerned. We are on schedule and the committee will meet again next week.
