November 25, 1985
A regular meeting of the Planning Commission was held in the Council Chambers
of the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota.
Chairman Prazak called the meeting to order at 7:05 P.M.
Those present were Commissioners Kapsner, Leppik, Prazak and Russell .
Commissioners McAleese and McCracken-Hunt were not present at the beginning of
the meeting. Commissioner Lewis was absent.
Also present was Alda Peikert, City Planner.
I. APPROVAL OF MINUTES - OCTOBER 28, 1985
It was moved by Commissioner Leppik, seconded by Gommissioner Kapsner and
carried unanimously to approve the minutes of the October 28, 1985 Planning
Commission meeting.
II. SET DATE FOR INFORMAL PUBLIC HEARING - AMENDMENT OF CONDITIONAL USE
PERMIT #82-9

REQUEST: Amendment of Conditional Use Permit for a Tire

Chairman Prazak introduced this agenda item and noted the staff recommendation
for a December 9, 1985 informal public hearing date.
It was moved by Commissioner Kapsner, seconded by Commissioner Leppik and
carried unanimously to set an informal public hearing date of December 9, 1985
for consideration of an amendment to Conditional Use Permit No. 82-9 for Golden
Valley Tire.
III. INFORMAL PUBLIC HEARING - PRELIMINARY DESIGN PLAN
APPLICANT: Nortronics Company, Inc.
LOCATION: 8101 Tenth Avenue North
REQUEST: Approval of Preliminary Design Plan of
PUD #50, Nortronics

Chairman Prazak called on the proponent to answer questions. Mr. John Yngve,
President of Nortronics, spoke on behalf of the proponent. Mr. Yngve intro-
duced Mr. Alan Kronfeld, Vice President of Nortronics, who was also present and
available to answer questions. Mr. Yngve explained that Nortronics contem-
plates no change in use of the building offered for sale but that future usage
remains indefinite until a buyer is found for the property. Mr. Yngve requested
further consideration of recommended conditions of approval requiring curb
separation of the north parking lot from landscaping._and limiting the office
space ratio in the 8121 Tenth Avenue building to that accommodated by parking
currently existing on the site. Mr. Yngve expressed concern that installation
of curb would require extensive regrading of the north parking lot and pointed
out that space exists to the west of the 8121 Tenth Avenue building for construc-
tion of additional parking if required. The Planning Commission agreed to
modify the conditions to specify installation of curb as recommended by the
City Engineer and to take into account proof of available space for additional
parking to be shown on a site plan.
Chairman Prazak opened the informal public hearing for public input. There was
no one present who wished to speak on this agenda item, and Chairman Prazak
closed the informal public hearing.
It was moved by Commissioner Russell , seconded by Commissioner Kapsner and
� carried unanimously to recommend City Council approval of the Preliminary
Design Plan for PUD #50, Nortronics, which proposes zero lot line division of
the Nortronics building located at 8101 Tenth Avenue North, subject to the
following conditions:
l. The separate parking lot parcel located to the north of Tenth Avenue
North shall be included in the PUD and in the plat in the General
Plan of Development application.
2. Ten foot utility easements adjacent to all street right-of-way lines
shall be dedicated on the plat.
3. Office use of the building designated as 8121 Tenth Avenue North
shall not be expanded beyond allowable square footage based on
present and potential availability of parking as shown on a site
plan.
4. Parking area and landscaped area on the separate parking lot parcel
north of Tenth Avenue North shall be separated by curb as recommended
by the City Engineer, and gutter shall be installed as required for
drainage.
5. A joint maintenance agreement and water and sanitary sewer connection
easements and agreements as required shall be submitted with the
General Plan of Development application.

6. A landscape plan shall be submitted with the General Plan of
Development application.
7. The PUD shall comply with all requirements and recommendations of
the City Engineer, City Building Inspector and City Fire Marshal .
IV. REPORT ON CITY COUNCIL MEETINGS - NOVEMBER 6 AND NOVEMBER 19, 1985
Commissioner Kapsner provided the Planning Commission with a report on the
November 6, 1985 City Council meeting. Commission Kapsner reported that the
City Council modified the home occupation ordinance recommended by the Planning
Commission to eliminate professional offices as a permitted home occupation.
The Planning Commission asked that the ordinance as passed by the City Council
be placed on the next Planning Commission agenda for review.
Chairman Prazak provided the Planning Commission with a report on the November
19, 1985 City Council meeting.
V. REPORT ON HRA MEETING - NOVEMBER 12, 1985
Commissioner McAleese provided the Planning Commission with a report on the
November 12, 1985 meeting of the Housing and Redevelopment Authority (HRA).
• VI. REPORT ON BZA MEETING - NOVEMBER 12, 1985
Commissioner Leppik provided the Planning Commission with a report on the
November 12, 1985 meeting of the Board of Zoning Appeals (BZA).
VII. REVIEW OF PROPOSAL FOR SIGNAL INSTALLATION ON HIGHWAY 55 EAST OF
HIGHWAY 100
Chairman Prazak introduced this agenda item and asked for clarification of who
requested Planning Commission input. City Planner Alda Peikert explained that
. the signal installation is proposed by the Minnesota Department of Transporta-
tion (MnDOT) and that the City Engineer suggested that Planning staff obtain
comment from the Planning Commission.
Planning Commissioners offered several suggestions, including use of flashing
lights at times other than rush hour and that the service road north of Highway
55 be connected to the east of this intersection over the railroad line.
The Planning Commission requested that the proposal be placed on the next
Planning Commission agenda for further discussion with the City Engineer. Ms.
Peikert informed Commissioners that staff hopes to have the City Engineer
present at the next Planning Commission meeting to review the Highway 12/I-394
Project for the Land Use Committee. Planning Commissioners agreed that the
full Planning Commission should be present for the presentation on this major
land use planning issue and that it would be appropriate to ask the City
� Engineer to provide more information on the proposed Highway 55 signal
installation at that time.

SUBJECT: Informal Public Hearing - Amendment to Conditional Use Permit
No. 82-9 to Allow Expansion of� Golden Valley Tire - 600 Decatur
Avenue North
Mr. David L. Almich and Mr. James A. Pauly of Time Master, Inc. request an
amendment to Conditional Use Permit No. 82-9 to allow expansion of the Golden
Valley Tire Center located at 600 Decatur Avenue North. The original Conditional
Use Permit for a tire service and automobile repair service in a Commercial
Zoning District was approved by the City Council on December 21, 1982.
Conditional Use Permit 82-9 limits the tire service operation to four service
bays. The existing building utilized for the tire service included two service
bays. The proponents constructed a building addition in the summer of 1983
which added two bays for a total of four bays as allowed by the Conditional Use
Permit. At the time of the addition, the Building Board of Review approved
building plans and an accompanying landscape plan. The landscape bond was
recently released, indicating that landscaping materials are in good condition
• two growing seasons after original installation.
The reason for the limit on the number of service bays in the original
Conditional Use Permit was availability of parking to meet requirements of the °
Zoning Ordinance for automobile service operations. The Ordinance requires one
parking space for every three employees, one parking space for any service
vehicle, and four outside parking spaces for each service bay. In addition,
parking is required for the showroom area in the case of the tire service.
The proposal for expansion is slightly under Ordinance requirements in provision
of parking. Requirements are 2 spaces for the showroom area, 2 spaces for five
employees, 1 space for the company truck, and 24 spaces for the proposed six
service bays. This adds up to a total of 29 spaces required by Ordinance,
compared to 26 outside parking spaces provided as shown on the site plan.
Planning staff concurs with the conclusion presented by the proponent in the
attached application cover letter that the subject tire service operation does
not require as much customer parking space as required by Ordinance for a
service station. The Ordinance requirement of four outside parking spaces for
each service bay contemplates stacking of cars left for servicing during the
day. The proponents explain that a large proportion of tire servicing business
is completed while customers wait and that stacking spaces for automobiles held
over for servicing are not required. The application cover letter presents
parking space needs based on actual use rather than on Ordinance requirements
and documents availability of parking space to ac�ommodate estimated peak time
� parking space requirements. In their estimate, the proponents include the six
service bays as parking spaces on site and refer to a total of 32 available

automobile storage spaces rather than to 26 outside parking spaces. Their
estimate based on actual use projections also allows five spaces to accommodate
automobiles for all five employees rather than one per three employees as re-
quired by the Ordinance. Three of the spaces avaiiable on site are less
readily �accessible spaces to the north of the building appropriately designated
for employee parking. Based on the estimate of actual parking need prepared by
the proponents and based on differentiation of the tire service operation from
the service station operation contemplated by Ordinance, staff concludes that
parking provided is adequate to accommodate proposed expansion of the condi-
tional use.
The plans for expansion of Golden Valley Tire Center involve construction of a
building addition to the northeast of the existing building. The addition
houses four new service bays and blocks off two of the existing four service
bays. The two service bays closed off are those with the original building
prior to Golden Valley Tire Center occupancy and have a lower ceiling height.
The proponents plan to convert the space in those two original service bays to
storage area. The proposed new site plan does not appear to require alteration
of landscaped areas. An appearance before the Building Board of Review with
building plans and exterior materials specifications is required prior to
issuance of a building permit.
Staff suggests that the Planning Commission recommend approval of the amendment
requested to Conditional Use Permit No. 82-9 to allow expansion of the Golden
� Valley Tire Center located at 600 Decatur Avenue North subject to the following
conditions:
l. The site shall conform to the Site Plan for an Addition for Golden
Valley Tire Center prepared by Pauly and Olson Associates, Ltd. ,
dated November 19, 1985.
2. There shall be no parking for the subject operation on the street,
and there shall be no vehicle storage on site other than in the
service bays or in the 26 outside parking spaces designated on the
approved Site Plan prepared by Pauly and Olson Associates, Ltd. ,
dated November 19, 1985.
3. Plans for the building addition shall be reviewed by the Building
Board of Review prior to issuance of a building permit.
4. Signage shall conform with the City Sign Regulations and approval of
the City Building Inspector.
5. There shall be no outside storage of products or materials.
6. Trash and used/unusable tires shall be stored within the building or
within an enclosure which meets the specifications of the City
Building Inspector.

7. The operation shall conform with all requirements and recommendations
of the City Building Inspector and City Fire Marshal .
8. Failure to comply with one or more of the above conditions of
approval shall be grounds for revocation of the Conditional Use

This is our request to expand our capacity at Golden Valley Tire. We have
faund that our present facility can't handle the volume of business that this area
demands We would like to add 4 bays to our buildinq, giving us a total of 6
working bays. or a capacity to increase our business by 30% over the existing
operation we r.�w have in our limited 4 bay cperation.

1 he follewin� information is a summary or average of vehicles serviced on a daily
basis over the most recent 12 months.
The averaQe number of cars serviced ever the period on a per day basis (we used the
heaviest K days of the week) was 21 cars per day. The high count was 31, and the low
was 14.
Of the 21 cars per day, 7 cars were on a �eave for half or full day, 3 at one time on
a wait basis. That makes 10 s;�aces for customers at one time, 5 fer employees, 1
for the company tAuck, makin� a total of 16 spaces needed at a time on the average.
This leaves 11� spaces in excess to handle high peaks (includes bay parking spaces).
With the ac�dition completed and 6 bay production, we can expect a 30% increase in
our business This would increas� the number of vehicles to 2'7 cars per day. Of
� those 27 cars. only 9 to 10 cars will be on a leave basis. That makes 10 cars on
leave. 5 for employees, 1 for company truck, and 4 on a wait basis. This makes
a tetal of 20 cars beinQ serviced at any one time on the avera�e. With alloted park-
ir� spaces ar.d workin� bays, this gives us an excess of 12 bays to handle the peak
occ�sicns

SUBJECT: Information Session with City Engineer/Public Works Director
The staff has invited Lowell Odland, Director of Public Works, to come to the
next Planning Commission meeting to provide the Planning Commission with
information that will assist in the Comprehensive Plan update. In particular,
he will be able to give us information that will help us plan along the I394
corridor. Lowell has been working closely with the people from the Minnesota
Department of Transportation so he is our best resource person on the effect of
the new freeway in Golden Valley. Lowell has been with the City over twenty
years so he is aware of the changes that have occurred in the I-394 corridor.
The questions that come to my mind that Lowell will be able to help with are as
follows:
1. What is the effect of the predicted interchange crowding at Xenia and
I-394? What can the City do to help alleviate this predicted problem?
� 2. How much can the City depend on the local street system to carry
traffic? Is this a realistic alternative? � '
3. What is the history of the Laurel Avenue division between residential
and commercial/industrial?
4. How will the freeway work through Golden Valley? Have there been any
changes to the plan in recent months?
I will have maps of the area that will assist us in asking our questions. I am
sure it will be an informative session.
