REPORT ON CITY` COUNCtL MEETING - JULY 17, 1984 � � — � MINUTES OF THE GOLDEN VALLEY � PLANNING COMMISSION July 9, 1984 A regular meetiny of the Planning Commission was held in the Valley Room of the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Forster called the meeting to order at 7:00 P.M. Those present were Commissioners Forster, Leppik, McAleese, Prazak, Russel and Singer. Also present was Lowell Odland, City Engineer. I . APPROVAL OF MINUTES - JUNE 25, 1984 Commissioner Leppik stated that in Item II Parayraph 2 of the minutes of the June 25, 1984 Planning Commission meeting, the first sentence should be cor- rected to read: "Commissioner Prazak asked who is the current occupant.. ..". It was moved by Commissioner Leppik, seconded by Commissioner Sinyer and carried unanimously to approve the minutes of the June 25, 1984 Planniny Commission meeting as corrected. II . INFORMAL PUBLIC HEARING - PRELIMINARY PLAT � APPLICANT: Clarence Volp LOCATION: 765-775 and 875 Colorado Avenue South REQUEST: Preliminary Plat Approval of "Merchant's Industrial Park 2nd Addition Chairman Forster introduced this agenda item and called on City Engineer Lowell Odland to comment on it. Mr. Odland reviewed the reyuest and noted that there is no new construction proposed. It is just a transfer of land. Commissioner Leppik asked whether City approval is required to sell a property (includiny a House) . Mr. Odland replied that any transfer of land that involves dividiny the land (i .e. new property lines) needs to be reviewed by the Planning Commission and approved by the City Council . Any chanye in the leyal description of a property needs the approval of the City. Chairman Forster recoynized the proponent, Mr. Clarence Volp, and invited him to comment or add anythiny on the item in discussion. Mr. Volp did not have any comment. � � ' Planning Comnission Minutes July 9, 1984 Page 2 � Chairman Forster opened the informal public hearing for public input. There was no one present who wished to speak on this item, and Chairman Forster closed the informal public hearin9. Comnissioner Singer moved and Commissioner Prazak seconded the motion to recommend City Council approval of the Preliminary Plat of "Merchant's Industrial Park Znd Addition". The motion carried unanimously. III . INFORMAL PUBLIC NEARING - PUD AMENDMENT PRELIMINARY DESIGN PLAN APPLICANT: Mark Thoeny , LOCATION: 111U Boone Avenue North REQUEST: Approval of Addition to Preliminary Desiyn Plan for Amendment to PUD #24, Midtown Chairman Forster introduced this ayenda item and stated that the proponent, Mr. Mark Thoeny, is selling his home and has withdrawn his request for a PUD amendment. Commissioner Russell moved and Commissioner Leppik seconded the motion to accept withdrawal by the proponent, Mr. Mark Thoeny, of his request for amend- � ment of PUD #24, Midtown. The motion carried unanimously. Chairman Forster noted that there is no chanye in the June ll, 1984 Planniny Commission recom- mendation for approval of the original Preliminary Desiyn Plan for amendment of PUD #24, Midtown. IV. REPORT ON CITY COUNCIL MEETING - JULY 2, 1984 Commissioner teppik provided the Planning Commission with a re�ort on the July 2, 1984 City Council meetiny. V . REPORT ON HRA MEETING - JUNE 26, 1984 Nobody from the Planning Commission attended the Housing and Redevelopment Nuthority (HRA) meeting on June 26, 1984. The meetiny was adjourned at 7:20 P.M. William Forster, Chairman Margaret Leppik, Secretary � � T0: GOLDEN VALLEY PLANNING COMMISSION DATE: JULY 19, 1984 FROM: ALDA PEIKERT, PLANNER SUBJECT: SET DATE FOR INFORMAL PUBLIC HEARING - PRELIMINARY DESIGN PLAN FOR PUD � #46, CALVARY LUTHERAN CHURCH - The proponent, Calvary Lutheran Church of Golden Valley, requests approval of the Preliminary Design Plan for PUD #46, Calvary Lutheran Church, which proposes incorporation of previously existing and newly acquired Church properties into an integrated campus. Calvary Lutheran Church, located at 7520 Golden Valley Road, owns a lot on Rhode Island Avenue North previously the site of three single family residences with addresses of 810, 822 and 830 Rhode Island Avenue North. The former residence at 810 Rhode Island Avenue North is the location of Calvary Day Care Center, for which a Conditional Use Permit was issued on October 5, 1982. The house at 822 Rhode Island Avenue North was recently removed from the site, and the house at 830 Rhode Island Avenue North remains on the site. Calvary Lutheran Church has now purchased two single family residences to the north of the Church at 831 and 855 Pennsylvania Avenue North. Calvary Lutheran Church proposes relocation of Calvary Day Care Center to the residence at 831 • Pennsylvania Avenue North and use of the residence at 855 Pennsylvania Avenue North as a counseling office. The only new construction involved in the proposed PUD is parking lot construc- tion. The Church plans removal of the remaining two houses on Rhode Island Avenue North and use of the Rhode Island property for Church parking. The Church also proposes expansion of the parking lot directly to the north of the Church building. Staff suggests that the Planning Commission set an informal public hearing date of August 13, 1984 for consideration of the Preliminary Design Plan for PUD #46, Calvary Lutheran Church.
