PLANNING COMMISSION
� July 23, 1984
A regular meeting of the Planning Commission was held in the Valley Room of
the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman
Forster called the meeting to order at 7:00 P.M.
Those present were Commissioners Forster, McAleese, McCracken-Hunt, Prazak,
Russell and Singer. Commissioner Leppik was absent.
Also present was Alda Peikert, Planner.
I . APPROVAL OF MINUTES - JULY 9, 1984
It was moved by Commissioner Singer, seconded by Commissioner Russell and
carried unanimously to approve the minutes of the July 9, 1984 Planning
Commission meeting as recorded.
II. INTRODUCTION OF NEW PLANNING COMMISSIONER
Chairman Forster introduced new Planning Commissioner Linda McCracken-Hunt and
welcomed her to the Planniny Commission.
III. SET DATE FOR INFORMAL PUBLIC HEARING - PUD PRELIMINARY DESIGN PLAN

REQUEST: Approval of Preliminary Design for PUD #46,
Calvary Lutheran Church
Chairman Forster introduced this agenda item and recognized persons present to
represent the proponent including Mr. David Thatcher, Business Manayer for
Calvary Lutheran Church, Dr. Robert Thompson, President of the Calvary Lutheran
Church Congregation, and Mr. A1 Mjorud, Architect. Chairman Forster called on
staff for an explanation of the proposal , and Planner Alda Peikert reviewed
background leading to Calvary Lutheran Church application for a PUD. Mr.
Mjorud briefly reviewed the proposed PUD site plan and pointed out newly
acquired Church properties.
It was moved by Commissioner Prazak, seconded by Commissioner Singer and carried
unanimously to set an informal public hearing date of �ugust 13, 1984 for con-
sideration of the Preliminary Design Plan for PUD #46, Calvary Lutheran Church.
IV. REPORT ON HRA MEETING - JULY 10, 1984 -
Commissioner Singer provided the Planning Commission with a report on the July
10, 1984 meeting of the Housing and Redevelopment Authority (HRA) .

Co�nissioner Singer provided the Planning Commission with a report on the July
17, 1984 City Council meeting.
VII. REPORT ON LEAGUE OF WOMEN VOTERS HOUSING SURVEY
Ms. Virginia Levy, Golden Valley League of Women Voters, provided the Planniny
Commission with a preliminary report on results of the Leayue of Women Voters
Housiny Survey including background leading to League undertaking of the sur-
vey, percentages of surveys returned from different areas of the City, tabula-
tions of overall responses, tabulations by age group, tabulations by area of
the City, tabulations by marital status, and preliminary indications derived
from the survey. Ms. Levy reported that the League of Women Voters plans to
complete further tabulations and to conduct further study of the implications
prior to preparing a final report on the survey.
Commissioner Russell left the meeting.
• VIII. APPOINTMENT OF PLANNING COMMISSION REPRESENTATIVE TO VALLEY SQUARE
COMMISSION
Chairman Forster announced that the Planniny Commission has been requested to
appoint a representative to the Valley Square Commission and that he recom-
mends appointment of Commissioner Russell who served on a previous Valley
Square Commission. Chairman Forster reported that he consulted with
Commissioner Russell and that she expressed willingness to serve as Planning
Commission representative to the Valley Square Commission.
It was moved by Commissioner Singer, seconded by Commissioner Prazak and
carried unanimously to appoint Commissioner Russell as the Planniny Commission
representative to the Valley Square Commission.
The meeting was adjourned at 8:15 P.M. ,

The proponent, Tactronics, Inc. , requests approval of a Conditional Use
Permit to establish an automobile electronics sales, service and installa-
tion operation at 2525 Nevada Avenue North.
The proposed site is in the Industria] Zoning District. According to the
Zoniny Ordinance, automobile repair shops, auto body repair and/or
painting, and auto cleaning and reconditioning require a Conditional Use
Permit from the City of Golden Valley. The proposed establishment falls
into the category mentioned and hence requires a Conditional Use Permit.
Staff suyyests that the Planning Commission set an Informal Public Hearing
Date of August 27, 1984 for consideration of the proposed Conditional Use
Permit for Tactronics, Inc.

SUBJECT: INFORMAL PUBLIC HEARING - PRELIMINARY DESIGN PLAN FOR PUD #46, CALVARY
LUTHERAN CHURCH

The proponent, Calvary Lutheran Church of Golden Valley, requests approval of
the- Preliminary Design Plan for PUD #46, Calvary Lutheran Church, which proposes
incorporation of Church properties into an integrated Church campus.
The PUD site encompasses 9.2 acres of Church property located northwest of the
intersection of Golden Valley Road with Pennsylvania Avenue North. Properties
include the established Church site located on Golden Valley Road, an existing
Church owned parcel located to the northwest of the Church and fronting on Rhode
Island Avenue North, and two newly acquired single family residences on
Pennsylvania Avenue North to the north of the Church.
Use of previously owned and newly acquired Church properties proposed under the
PUD is described in Attachment C to the PUD Preliminary Design Plan application,
� titled Proposed Use of Property, included in the proposal booklet prepared by
the proponent. The parcel on Rhode Island Avenue North was previously the site
of three single family residences with addresses of 810, 822 and 830 Rhode
Island Avenue. The house at 822 Rhode Island has already been removed from the
site, and Calvary Lutheran Church proposes to remove the other two houses as
� well , with the resulting vacant parcel to be reused for parking area. The
Calvary Day Care Center, currently located at 810 Rhode Island Avenue North,
will be relocated in one of the new residences at 831 Pennsylvania Avenue North.
The second new residence, located at 855 Rhode Island Avenue North, is the pro-
posed location of a Christian Counseling Center.
It is important to note that the only new construction proposed within the PUD
is construction of parking area. Changes in use include removal of the existing
single family homes on Rhode Island Avenue North for parking and new day care
and counseling center uses for the residences on Pennsylvania Avenue North.
The impetus for creation of a PUD at this time is acquisition of the two resi-
dences on Pennsylvania Avenue North. Use of the residences and accompanying
properties for Church related day care, counseling and parking area would
require rezoning, a conditional use permit for the day care facility, and set-
back variances. Rezoning would have to precede application for the conditional
use permit, and both procedures involve hearings before both the Planning
Commission and City Council . Separate appearance before the Board of Zoning
Appeals would be required for consideration of setback variances. However, use
and variances for all properties involved may be addressed as one integrated
proposal under the PUD procedure. The PUD procedure is therefore preferable
both for the proponent and for the City in terms of procedural requirements. In
addition, the PUD procedure has the advantage of promoting consideration of the
Church properties as an integrated whole both at the present time and for the
future. Any future construction or change of use will require a PUD amendment.

With Church acquisition of the two single family residences on Pennsylvania
Avenue North, Calvary Lutheran Church and the Calvary senior citizen residential
development now constitute a complex of Church affiliated uses occupying the
entire block bounded by Golden Valley Road on the south, Rhode Island Avenue
North on the west, Pennsylvania Avenue North on the east, and the railroad line
on �he north. The Calvary senior citizen residential development, consisting of
the Calvary Square Apartments and the Calvary Center Cooperative, is integrated
into the Church complex through planning and through cross parking and shared
driveway arrangements. The Calvary senior citizen residential development was
approved through the City PUD process as PUD #26. Although two separate PUD's,
the total block actually functions as one integrated Church related campus.
The land uses and zoning surrounding the Calvary block include the City Civic
Center complex zoned Institutional (I-4) to the west of Rhode Island Avenue
North, a single family residential neighborhood to the north separated by the
railroad line, the Golden Valley Country Club golf course zoned Institutional
(I-4) to the east across Pennsylvania Avenue North, and office development zoned
Corra�ercial across Golden Valley Road on the south.
Yariances incorporated into the PUD Preliminary Design are variances of both
building and parking setback from property lines. Variances are noted on the
Preliminary Design Plan, Sheet 2 of the set of plans, with a corresponding
• listing of variances and justifications prepared by the proponent included in .
the application booklet. Setback requirements used are those for Institutional
(I-1) zoning for churches and schools, which include a 35 foot setback of
building and parking from the street right-of-way line on any side facing a
street, a 50 foot building setback from side and rear property lines, and a 25
foot parking setback from side and rear property lines. Yariances already
existing include inadequate building and parking setback from the west property
line shared with the Calvary senior citizen complex site, lack of any landscaped
setback from Golden Valley road to parking, and lack of any landscaped setback
from Pennsylvania Avenue North to parking. Both newly acquired residences have
inadequate setback from side property lines, although only one of the houses is
included on the list of requested variances. Newly created setback variances
include inadequate setback of new parking from the Pennsylvania Avenue right-of-
way line and parking over the property line between Lots 1 and 2.
It is the opinion of Planning staff that spacing of uses within the Calvary
Lutheran Church block is appropriate and that setbacks from internal property
lines, including that shared with the senior citizen high rise property, is ade-
quate. Furtherroore, setback of the northerly residence on Pennsylvania from the
north property line is not a problem due to separation from residential develop-
ment provided by the railroad line. Planning staff feels that both existing and

proposed setbacks from Pennsylvania Avenue North to parking are acceptable due
to the fact that the property directly across Pennsylvania Avenue North is
expected to remain green space in the form of a golf course.
Planning staff recommends creation of at least minimal landscaped yard separa-
tion of parking from Golden Valley Road. The main Church parking lot fronting
on Golden Valley Road has four curb cuts and no landscaped separation from the
street. It is recorranended that the proponent submit a design for minimizing
curb cuts and adding a landscaped front yard area. Developers of the office
building directly across the street at 7575 Golden Valley Road were granted a
variance to allow a 20 foot setback from Golden Va11ey Road, and staff feels
that a similar setback would be appropriate.
The proposed PUD Preliminary Design Plan adds substantially to parking, which is
an appreciated improvement. Ordinance requirements are 400 spaces for the
Church based on a ratio of one space per three seats for a sanctuary with a
seating capacity of 1200, eleven spaces for the Day Care Center based on a ratio
of on� space per three children for 32 children, and eleven spaces for the
Counseling Center based on a ratio of one space per 250 square feet for a gross
floor area of 2,723 square feet. In addition, a cross parking agreement with
Calvary Community Services allows Calvary Square Apartments use of 12 church
spaces. The total number of parking spaces required by Ordinance for proposed
• PUD uses and Calvary Square Apartments cross parking is 434 spaces, but
experience proves that the actual need for Calvary Lutheran Church is con-
siderably above the minimum Ordinance requirements. Spaces provided include 368
on site and 172 by cross parking agreement with the United Properties office
building across Golden Valley Road for a total of 540 available off street
parking spaces.
The PUD Preliminary Design Plan for PUD #46, Calvary Lutheran Church, was
reviewed by the City Engineering, Building and Public Safety Departments as
required by the PUD ordinance. The Engineering Department stipulates connection
of the residences on Pennsylvania Avenue North to City sanitary sewer and water-
main, proper abandonment of existing sanitary sewer and watermain lines in
former Rhode Island Avenue North, provision of additional detail on storm sewer
construction, and planning for handling of Sunday morning traffic congestion. -
The proponent incorporated requirements of the City Building Inspector and Fire
Marshal into floor plans for the Day Care Center and Counseling Center presented
in the application booklet. The City Crime Prevention Officer reviewed and ,
approved the lighting plan from a security standpoint.
Staff recommends approval of the Preliminary Design Plan for PUD #46, Calvary
Lutheran Church, subject to the following conditions: °
1. A revised main parking lot design providing for landscaped yard separation
of parking from Golden Valley Road and minimizing curb cuts on Golden Valley
Road shall be submitted with the PUD General P1an of Development.

2. The existing sanitary sewer main on vacated Rhode Island Avenue North shall
be properly abandoned, and the manhole on the south side of the railroad
line shall be properly sealed.
3. The existing watermain on vacated Rhode Island Avenue North shall be pro-
_ perly disconnected and sealed.
4. The sanitary sewer main on Pennsylvania Avenue North shall be extended, a
new manhole installed and sanitary sewer service connection completed to the
residence located at 831 Pennsylvania Avenue North as shown on the Utilities
and Grading Plan, Sheet No. 4 of the PUD Preliminary Design Plan.
5. The existing sanitary sewer drainfield on the property located at 831
Pennsylvania Avenue North shall be properly abandoned.
6. Water service connection shall be completed to the residence located at 855
Pennsylvania Avenue North as shown on the Utilities and Grading Plan, Sheet
No. 4 of the PUD Preliminary Design Plan.
7. Calculation of storm water runoff in support of proper sizing of the storm
sewer line shall be submitted with the PUD General Plan of Development.
• 8. The storm sewer shall be connected with the existing City storm sewer line
located on City property across Rhode Island Avenue from the PUD site. The
storm sewer connection shall be constructed at the expense of the PUD owner
or owners, and provisions for crossing Rhode Island Avenue North shall be
approved by the City Engineering Department. The storm sewer on the PUD
site shall be owned and maintained by the PUD owner or owners, but the storm
sewer in Rhode Island Avenue North right-of-way and on City property shall
be owned and maintained by the City.
9. The existing well on Lot 2 shall be properly capped in accordance with
requirements of the State Board of Health.
10. A stop sign shall be installed at the parking lot exit onto Rhode Island
Avenue North.
11. Plans for direction of Sunday morning service traffic and parking shall be
submitted with the PUD General Plan of Development.
12. The PUD shall meet all requirements and recommendations of the City Building
Inspector, City Fire Marshal and City Sanitarian. a
