MINUTES OF THE GOLDEN VALLEY
Y� PLANNING COMMISSION
February 28, 1983
� A regular meeting of the Planning Commission was held in the Council
Chambers of the Civic Center, 7800 Golden Valley Road, Golden Valley,
Minnesota. Chairman Thompson called the meeting to order at 7:00 p.m.
Those present were Commissioners Forster, Leppik, Prazak, Singer and
Thompson. Commisioner Polachek was not present at the beginning of the �
meeting. Commissioner Tubman was absent.
Also present were Mayor Thorsen, Council Member Stockman, Planning and
Redevelopment Coordinator Mike Miller, Assistant Planner Alda Peikert, City
Manager Jeff Sweet and Director of Zoning and Inspections Lloyd Becker.
I . Approval of Minutes - February 14, 1983:
It was moved by Commissioner Singer, seconded by Commissioner Leppik and
carried unanimously to approve the minutes of the February 14, 1983
Planning Commission meeting as recorded.
II . Discussion and decision on Attendance at APA National Conference
April�_ 20, 19 3 and MPA Conference P9arch 20 _ 22, 1983
Chairman Thompson introduced this agenda item and asked Planning
Commissioners to state whether they would be available to attend either the
American Planning Association (APA) National Conference or the Minnesota
Planning Association (MPA) Conference.
� Based on availability of Planning Commissioners, it was the concurrence of
the Planning Commission to recommend City Council authorization for atten-
dance of Commissioners Leppik and Tubman and Assistant Planner Alda Peikert
at the APA National Conference in Seattle and the attendance of
Commissioners Forster and Thompson at the MPA Conference in Duluth.
Chairman Thompson informed Mayor Thorsen of this recommendation, and Mayor
Thorsen offered to transmit this recor�nendation to the City Council at the
March 1, 1983 City Council meeting.
III. Report on City Council Meeting _ February 15, 1983:
Chairman Thompson provided the Planning Commission with a report on the
February 15, 1983 City Council meeting.
IV. Presentation by Mike Miller and Lloyd Becker on APA Zoning Institute,
October, �982:
Chairman Thompson introduced this agenda item and opened the meeting to
questions of Planning and Redevelopment Coordinator Mike Miller and
Director of Zoning and Inspections Lloyd Becker concerning APA Zoning

• Mayor Thorsen expressed her appreciation of time devoted to conference
attendance and sharing of conference information and suggested that persons
attending upcoming conferences provide the City Council and Planning
Commission with presentations similar to the one scheduled on the APA
Zoning Institute for this meeting.
Mr. Miller reported Institute emphasis on the need for documentation of
reasons for decisions on zoning matters. Planning Commissioners and
Council members discussed the differing roles of the Planning Commission
and City Council and the need for education of the public concerning proper
limitation of Planning Commission consideration to land use issues. It was
suggested that a one page handout explaining the roles of the Planning
Commisison and City Council and offering guidelines for presentations to
each body be prepared for mailing with hearing notices and for distribution
at hearings. Chairman Thompson offered to prepare a draft for con-
sideration by the Planning Commission at the next meeting. It was agreed
that the handout recommended by the Planning Commission would be referred
to the City Council for final review and would be transmitted to other City
Commissions for use as a sample from which to prepare similar information
handouts appropriate to their individual use. .
Mr. Miller presented Institute information on the following two subjects:
1 . Relaxation of site development standards for the promotion of afford-
able housing. Mr. Miller reported that a study of this subject is not
� yet complete and that long term cost effectiveness is questionable.
2. Regulation of pornography and video games. Mr. Miller reported on
court decisions setting the parameters for local regulation of these
uses. Based on information provided at the Institute, Mr. Miller
suggested consideration of changes in Golden Valley ordinances in two
areas related to video game regulation: 1) Increase in licensing fees
and 2) regulation of one or two video games placed in establishments
other than video game arcades. Mr. Miller answered questions in
response to discussion of administration and policing of video game
ordinances.
Mr. Becker presented Institute information on the following two subjects:
1 . Accessory housing. Mr. Becker stated that the Inspection Department
has received a number of inquiries and complaints concerning addition
of living units in single family residences and that he feels the City
will be pressured to consider this issue in the near future.
2. The Section 1983 law which allows injured parties to sue not only the
City as a body but also individual City officials involved in a
decision.

SUBJECT: SET DATE FOR INFORMAL PUBLIC HEARING ON THE PRELIMINARY PLAT OF
"MEADOWBROOK SCHOOL ADDITIOtJ"
Hopkins Independent School District No. 270 requests approval of the preliminary
plat for "Meadowbrook School Addition", which proposes separation of the former
Golden Va11ey School District Administration Buildinq Iocated at 5400 Glenwood
Avenue from the Meadowbrook School site. Hopkins School District acquired the
former school administration building along with Meadowbrook School at the time
that Golden Va11ey School District No. 275 merqed with Hopkins School District
No. 270. The purpose of the proposed subdivision of the Meadowbrook �choo}
site is to allow the School District to sell the former administration building.
The Planning Commission in July 1981 reviewed a previous preliminary plat of
"Meadowbrook School Addition" prepared for the same purpose. The City Council
granted conditional approval to the previous preliminary plat, but the School
District did not praceed with the final plat at that time. Section 440:90 (2)
of the City of Golden Valley Subdivision Regulations specifies a deadline of six
months after approval of the preliminary plat for submittal of the final plat.
� Therefore, the Schaol District is required to resubmit a preliminary plat in
order to initiate the subdivision process a second time.
Staff suggests thaf the Planning Commission set an informal public hearing date
of March 28, 1983 for consideration of the preliminary plat of "Meadowbrook Schaol
Addition".

(I-1) TO BUSINESS AND PROFESSIQNAL QFFICES - 5400 GLENWOOD AVENUE
Hopkins lndependent School District No. 270 requests rezoninq from the
Institutional (I-1 ) to the Business and Professional Offices Zoning District of
the former Golden Valley School District Administration Building located at 5400
Glenwaod Avenue. The rezoning application is submitted in conjunction with a
preliminary plat for Meadowbrook School Addition which proposes separation of the ,
former school administration building from the Meadowbrook School site. The ourpose
of both the rezoning request and the subdivision request is the sale of the former
school administration building for office use.
The Golden Valley Planning Commission in July 1981 recommended approval of a
previous preliminary plat for "Meadowbrook School Addition" conditional upon
rezoning of the former school administration buildinq parcel to the Business and
Professional Offices Zoning �}istrict. The School District did not pursue final
platting and rezoning of the property at that time due to lack of a buyer for the
• property. The School District is now requestinq concurrent plattinq and rezoning
of the property in order to facilitate sale of the building.
Staff suggests that the Planning Commission set an informal public hearing date of
March 28, 1983 for consideration of the request received from Hopkins Independent
School District No. 270 for rezoning of the former school administration buitding
located at 5400 Glenwood Avenue from the Institutional (I-1) to the Business and
Professiona} Offices Zoning District.

SUBJECT: REPORT ON PACAC MEETING - MARCH 1 , 1983
The Urban Hennepin County Community Development Block Grant (CDBG)
Planning Area Citizen Advisory Committee (PACAC) for Planning Area One
met at the Golden Valley Civic Center on March 1 , 1983. Commissioner
Prazak, who represents the City of Golden Valley on the Committee, will
provide the Planning Commission with a report on the meeting.
Planning Area One within the Urban Hennepin County CDBG Program includes
the Cities of Brooklyn Center, Crystal , Edina, Golden Valley, New Hope,
Robbinsdale, Richfield, St. Anthony and St. Louis Park.
The PACAC reviews proposed local community CDBG Programs and provides
citizen input prior to inclusion in the Urban Hennepin County CDBG
application. �
