Cha�nbers of the Civic Center, 7800 Golden Valley Rflad, Golden Valley, Ni�T.

Those prese.nt were Conmissioners Forster, Folachek, Prazak, Sirger and
Thcnpsoaz. �mnissio�s Leppik ar�d Tubaan were abse�t.

mation was lacking axXl that Mr. Miller listed the followirig itens as
missing:
1. The site plan delineates no parking areas, no drap off or pidc up loca-

children.
3. Zhe description of the c�eration lacks information on staff, including
the nunber of staff persons arid their qualifications.

which would be required for the pr�oposed use, but the �licatian

stated that he would not want the Plaru�ing Coannission to make a reoomrerr

not be fair to the praponents.
Mr. Gary Johnson requested permissi� to speak as represeritative of the
pro�orient, CalvaYy Lutheran Church. Also present were Ms. Deanna Hansrn,
Mr. Jim Rym�n, ar�l Mr. Stephen M. Carnes of Calvary Lutheran Church. Mr.
Johns� stated that the prc�Qonents are willing to provide whatever infar�-
mation is reasonable ar�d needed. Mr. Jolzr�s� irr3icated that the infar-
mation cauld be prwided within a aouple of days ar�d requested that the
Planning Comni.ssion set an informal public hearing date based on that
� assurance.
Chairman Thccpson re:i.tereated his recarmerdation 'that no hearing date be
set until information required to ccnplete the application is su�atted to
the Planning and R�evelognent Coordinator. It v►ras the consensus of the
Planni.ng Comnission that no action should be taken to set a hearing date.

advisable or advantageous to use the PLID procedure. Mr. MiLler sugge.sted

progress of the Valley Square Coa�mission. �airman Thcapson stated that
the amerrled Valley Square Redevelopment Plan will be on the August 23, 1982
Planning Ca�ttussio� agenda for preparatioai of a Plarming Coimnssiaz re�m-
mendati� to the HI�A. The Planni.ng C�nmissi� will also reviea the Report
to the I-�iA by the Valley Square Conmission at the August 23, 1982 meeting.
The meeting was adjourned at 7:45 p.m.

SUBJECT: SET DATE FOR INFORMAL PUBLIC HEARING - P.U.D. #37,
BRANDON TERRACE TOWNHOUSES
Brad J. Jones, proponent for P.U.D. #37, Brandon Terrace Townhouses,
has now submitted a complete revised application for Preliminary Design
Plan approval . The proponent is requesting that the Planning Commission
set a date for an informal public hearing on this matter. P.U.D. #37,
Brandon Terrace Townhouses is located at 528 Indiana Avenue North, and �
is proposed to consist of six (6) townhouse units on slightly less than
one-half acre of land.
I would recommend that the Planning Commission consider setting Tuesday,
September 13, 19�2 as the date for an informal public hearing on this
matter.

SUBJECT: REVIEIJ AND DISCUSSION OF THE REPORT OF THE VALLEY SQUARE
COMMISSION TO THE HOUSIN6 AND REDEVELOPMENT AUTHORITY
Last week you received a copy of the above referenced report for your
review prior to the August 23, 1982 Planning Commission meeting. Also
included with this memorandum are written responses to the Valley Square
Report for affected businesses, property owners, etc. This report will
be presented by Dave Thompson, who is also Chairman of the Valley Square
Commission. City Manager Jeff Sweet will also be present to answer any
questions relative to this report.
The primary responsibility of the Planning Commission relative to this
report is to review it and provi.de input regarding i.ts contents to the
HRA. The Planning Commission is not required to recommend approval , or
disapproval of the report.

SUBJECT: REVIEW AND RECOMMENDATION OF THE PROPOSED AMENDED VALLEY SQUARE
REDEVELOPMENT PLAN
Last week a copy of the above referenced document was sent to all Planning Commission
members to provide ample time for review. Discussion of this proposed amended
Valley Square Redevelopment Plan will take place at the regular Planning Commission
meeting on Monday, August 23, 1982• The Planning and Redevelopment Coordinator
and the City Manager will both be present to answer questions relative to this
document.
The original Valley Square Redevelopment Plan was first adopted by the Golden Valley
Housing and Redevelopment Authority (HRA) on July 10, 1978 in compliance with State
Statutes applicable to HRA's engaged in redevelopment activities. Each redevelopment
project initiated by an HRA (particularly those involving the use of public funds,
tax increment financing, Federal CDBG �onies, etc.) require a redevelopment plan under
Minnesota Law. As ideas and direction for Valley Square have changed since adoption
of the original Valley Square Redevetopment Plan, the HRA has had to institute
certain amendments in order to keep the plan current. Following nearly two years
. of study, the current Valley Square Commission is making more intensive and compre-
hensive recor�nendations relative to what they feel Valley Square should be. Thus
the reason for the HRA to propose a broader, more encompassinq, redevelopment plan.
In addition to the Planning Cortgnission making a recommendation to the HRA for
approval , disapproval , and/or modification of the proposed amended Valley Square
Redevelopment Plan, the Commission should also consider an endorsement both to the
City Council and HRA relative to the findings relating to "blighting conditions"
as outlined on pages 5 and 6 of the document provided to you.
