January 12, 1981
A regular meeting of the Planning Commission was held at 7:30 p.m. in
the Council Chambers of the Civic Center, 7800 Golden Valley Road, Golden
Valley, Minnesota. Chairperson Eastes called the meeting to order at
7:30 p.m.
Those present were Commissioners : Eastes, Forster, Hughes, Moede, Polachek,
Sehlin, Specktor, and Thompson.
Also present was Michael Miller, Director of Planning and Redevelopment,
and Martin Farrell , Assistant City Planner.
I . Approval of the Minutes - December 8, 1980.
It was moved by Thompson, seconded by Polachek, and carried unanimously
to approve the minutes of the December 8, 1980 Planning Commission meeting.
II . Informal Public Hearing - Rezoning
APPLICANT: Courage Center
� LOCATION: 4000 Golden Valley Road
REQUEST: Rezone from "I-1 Institutional" to "I-3
Institutional"
Bill Schoenbohm addressed the Planning Commission on behalf of the Courage
Center. He stated the original date, December 22, 1980, was changed
because of the holiday season and that he wanted a better opportunity to
meet with the local residents regarding their rezoning request.
He then stated that the Courage Center wishes to withdraw their rezoning
application. He plans to submtt a letter to the City Council explaining
the Courage Center's future use of the subject property as an educational
facility. The City Councit will have to determine whether or not the
Courage Center's proposed use is consistent with the I-1 Institutional
Zoning District.
Mona Moede questioned Mr. Sehoenbohm as to the Courage Center's strategy
plan for development. Mr. Schoenbohm stated that they have no plans of
purchasing additional property on the south side of Golden Valley Road.
Iil . Report on HRA Meeting - December 9, 1980•
Dave Thompson attended the HRA meeting and briefed the Planning Commission
on the status of North Wirth Parkway Project. Commissioner Thompson
stated that he would represent the Commission at the January 13, 1981
� HRA meeting.
Sue Eastes announced that Ron Edstrom had resigned from the Planning
Commission. it was moved by Hughes, seconded by Specktor and carried

unanimously to send Ron Edstrom a letter of gratitude for his service
on the Planning Commission. Commissioner Thompson stated that the
Planning Commission was represented on the Valley Square Commission by
Ron Edstrom and that Chairperson Eastes should seek a replacement.
IV. Report on the City Council Meetin�cs - December 15, 198�
- January 5, 1981 �
Chairperson Eastes attended the meetings and briefed the Commission
on the Council meetings.
Mona Moede inquired as to the changes in the Housing Policy and requested
a copy of the revised Housing Policy.
William Forster is scheduled to attend the January 20, 1980 City Council
meeting.
Chairperson Eastes then read a letter from Mayor Rosemary Thorsen
° regarding the Capital Improvements Program. The Capital Improvements
Program wilt be discussed on the January 26, 1981 Planning Commission
Meeting.
Dave Thompson then updated the Commission on the status of the Valley
� Square's consultant's report.
Commissioner Specktor asked staff if any developer had approached them
regarding Olson School . Staff stated that they had not as yet been
ap�roached by any potential developer. She also inquired as to the
status of P.U.D. #30. Mike Miller explained that Mr. Hyatt had recently
met with him and indicated that he would redesign his project and
eventually return to the Planning Commission with another alternative.
The meeting adjourned at 8:30 p.m.

SUBJECT: Request for a Waiver of the Platting Ordinance
BACKGROUND � ANALYSIS
This request arises on the part of Mr. Luke Lam. He currently owns
two lots located on the corner of 23rd Avenue and Winnetka Avenue. He
is requesting a waiver of the Platting Ordinance so that he can sell
a portion of the west lot to the owner of the lot on the northeast
corner of 23rd Avenue and Valders Avenue. He would then combine the
west portion of the divided lot with the lot on the northwest corner
of 23rd Avenue North and Winnetka Avenue.
Actually, the request to subdivide the center lot would divide three
lots into two large lots, which happens to be the way the property
� was originally platted.
Mr. Lam's future plans for the lot on the northwest corner of Winnetka
and 23rd would involve the construction of a duplex on the site. The
newly created lot would be 19,267 square feet, and, therefore, large
enough to house a duplex.
RECOMMENDATION
I recommend that the Planning Commission give favor`able consideration
to this request for a waiver of the Platting Ordinance.

Mayor Thorsen has requested that the Planning Commission respond to the
Ci:ty Council 's request by the end of January. The Planning Commission
meeting of January 26, 1981 , will be the last time the Commission will
meet in January.
