Chair- person Eastes called the meeting to order at 7:30 p.m. Those present were Commissioners : Eastes , Forster, Moede, Thompson, Sehlin, and Polachek. , Also present were Michael Miller, Director of Planning and Redevelopment , and Martin Farrell , Assistant City Planner. I . Approval of the Minutes - February 23, 1981 • It was moved by Forster, seconded by Moede and carried unanimously to approve the minutes of the February 23, 1981 Planning Commission meeting. II . Set Date for Informal Public Hearing - Preliminary Plat. APPLICANT: Taco Bell , Westmont, Illinois LOCATION: 2480 Winnetka Avenue North • REQUEST: Approval of the Preliminary Plat of ''Teacher Addition" � Mike Mi11er suggested setting April 13, 1981 as the date for the informal public hearing. It was then moved by Thompson, seconded by Moede and carried unanimously to set April 13, 1981 as the date for the informal public hearing for the review of the preliminary plat for Taco Bell . III . Official Public Hearing - City of Golden Valley Comprehensive Plan. Chairperson Eastes briefed the audience on the history of the Comprehensive Plan and the reasons for formulating a Comprehensive Plan. She then described how the plan was written utilizing subcommittees for each section. Michaet Miller then went through every section of the Plan, highlighting the major goals, objectives and policies. Chairperson Eastes opened the official Public Hearing. The format for Citizen input was established on a section by section basis. The following comments, suggestions, questions and statements were made in the following sections : LAND USE: Joe Kuns, 1610 Constance Drive, expressed concern about protecting residential areas and preserving their residential character. He also asked how permanent recommendations in the Comprehensive Plan were. � Commissioner Sehlin stated that the zoning ordinance, as well as the Comprehen- sive Ptan serve to protect residential neighborhoods. Page 2 . Minutes of the Golden Valtey Planning Commission March 9, 1981 � Glenn Brown, 611 Sumter ,Avenue, asked who paid the taxes for subsidized housing projects. Commissioner Thompson stated that the developer woutd pay the taxes on the property. Paul Sauser, 7105 Green Valley Road, questioned the use of General Mitls Research property and the use of the HRA' s power of Eminent Domain. Commissioner Thompson stated that the HRA does not have the power of Eminent Domain over open space and that General Mills would be allowed to build any allowable use under the current Industrial zoning district. He also stated that schools were zoned Institutional and any development of a vacant school would require a rezoning if the use did not conform to the institutional zoning regulations. Commissioner Moede addressed Mr. Kuns question and stated that multiple dwelling units would be necessary in the future in order to house existing Golden Valley residents. Mike Hobbs, 7340 Half Moon Drive, questioned the future use of the vacant acreage behind the Valle D'or P.U.D. Mike Miller stated that the City has acquired this site and that it woutd remain as a natural open space area. • Bob Blau, 6530 Western Avenue, questioned the allowabte uses within the Indus- trial zoning district and if traffic studies are ever required for industrial developments. Thompson answered that the Planning Commission often requires traffic studies when necessary. Bill Reese, Reese Greenhouse, asked why the City would not consider developing the General Mills Research area but they have a proposal to acquire his property? Chuck Burmeister, 6505 Glenwood Avenue, asked how the Comprehensive Plan could be changed? Chair Eastes stated that citizen input for future changes was the main reason for holding tonight 's public hearing, Cliff Shakestad, 6420 Golden Valley Road, questioned when P.U.D. 's were used and he would like to see them used whenever possible. Harry Oswald, 8405 Wesley, stated he would like to see housing available for elderly in Golden Valley in the form of multiple dwellings. Bill Fiederstien, 5929 St. Croix, asked that Covenant Manor correspond with its present use on the Camprehensive Plan map. Sam Bruegaski , Feldmons Meat Market , asked when he would be relocated. • Commissioner Thompson suggested that he attend future Valley Square Commission meetings. Page 3 • Minutes of the Gotden Valley Planning Commission March 9, 1981 HOUSING: Mr. Kunz suggested that the Housing Goal for Golden Valley not contain the recommendation for subsidized housing. Paul Sauser said the zoning ordinance should better protect the home owner against neighbors who use their yards for outside storage. Chair Eastes said she would review his request. Elmer Shundt, 7612 Plymouth Avenue, agreed that outside storage should not be allowed in residential areas. Cliff Smith, 2651 Kyle, expressed concern about vandalism and requested more lighting in residential neighborhoods. Hugh Maynard, 1416 Angeto Drive, stated he was in favor of subsidized housing. Kenneth Walker, 1436 Unity Avenue, requested that the City impose stronger building material requirements over and above the State Building Code. Commissioner Moede suggested that the Planning Commission further review � the Land Use Regulation section in the Housing Chapter. Chuck Burmeister stated he felt commercial and industrial interests within the City should not receive preferential treatment over the residents. TRANSPORTATION: Larry Spears, Tennant Company, presented a position statement on the Trans- portation section of the plan. He stated Tennant Company was concerned about access to and from both T.H. 55 and T..H. 100.. John Richter expressed concern about allowing truck traffic on Golden Valley Roa d. Chuck Burmeister stated that he did not feel that Western Avenue should be a collector street. Commissioner Sehlin stated that Western Avenue was removed as a collector street and should not be on the map. Sidney Robin, 921 Toledo Avenue North, said he was very concerned about the north east quadrant of T.H. 55 and T.H. 100. Traffic circulation through the area is poor and the Regent intersection is extremely dangerous. SEWER: • No comments were made. Page 4 . Minutes of the Golden Valley Planning Commission March 9, 1981 PARKS: Chuck Burmeister stated he felt the City had done an excellent job on this section. Sweeney Lake should have public access from any side but the east. COMMUNITY FACILITIES: Kenneth Walker, 1436 Unity, said he was concerned about school closings and the future construction of family housing projects. Commissioner Moede suggested that all of the outdated and incorrect information in the Comprehensive Plan should be amended. Chair Eastes stated that the Comprehensive Plan will be reviewed at the March 23, 1981 Planning Commission meeting. Final additions and corrections will be made at that time. IU. Memo from City Council Regarding Community Communications. It was moved by Thompson, seconded by Moede, and carried unanimously to ask the City Manager to connect the quarterly newsletters currently sent out by the Park and Recreation Department to a newsletter that contains news from all • the City Departments. Mike Miller stated that he would put this request into a letter form. V. Referral from City Council to Review and Make Recommendatlon on Developing "Zero Lot Line" Subdivision Regulations. Mike Miller addressed his memo and stated that the City Council referred this matter to the Planning Commission for recommendation. It was moved by Thompson, seconded by Polachek and carried unanimously to defier action on this matter until staff provides additional background material to the Ptanning Commission. VI . Referral by City Council to Planning Commission for Recommendation on Possible Change to Section 400. 15 Building Code Dealing with House Sizes for Multiple and Single Family Dwellings. Mike Miller stated that the City Council had referred Section 400. 15 Floor Area Requirements for Planning Commission recommendation. Councilmember Mary Anderson addressed the Commission. She stated that the Metropolitan Council had done a good deal of research on floor area require- ments. She provided material to Mike Miller for the Commission's future use. According to an opinion from the City Attorney, the Planning Commission has an obligation under terms of the P.U.D. We are prepared to make a full presentation to the Commission regarding the possibility of a mixed market rate - Section 8 program. If after this presentation, the Commission expresses the des3.re to reduce the � level of Section 8 rental assistance proposed, we are prepared to accommodate their wishes if at all possible. Any reduction of Section 8 assistance will require approval of the Minnesota Housing Finance Agency and the use of Community Development Block Grant funds by the �ity. '���'����°°d � • � March 18, 1981 T0: Golden Valley Planning Commission FROM: Mike Milter, Planning � Redevelopment Coordinator SUBJECT: Request for Rezoning - 9201 Plymouth Avenue - Vanman Construction Company Vanman Construction Company, Minneapolis, has purchased 4.3 acres of land located on the south side of Plymouth Avenue (9201) , and is requesting a zoning change from M-1 Multiple Dwelling to Indus- trial to allow construction of Company offices and an outside storage � yard. Adjacent land uses and zoning classifications include singie-family residential north of Plymouth Avenue; General Mills Research Center (Industrial) northeast of the site; undeveloped industrial property to the east; Institutional (City owned dump site for dirt, etc. ) and Industrial to the south, south of the railroad tracks; and Forman-Ford � Company (industrial) to the west of the site. Originally, this site was zoned Industrial , however, the zoning classi- ficiation was changed by the City and HRA nearly two years ago when this same site was being seriously considered as one of the locations for "scattered site" housing. Later, the HRA dropped the site from consideration for "scattered site" housing, deeming it inappropriate. In view of the fact that the property was once zoned for, and intended for industrial use, and the fact that adjacent land uses are predominantly industrial in nature, except for the residential neighborhood immediately north, the proposed zoning change and intended land use appear to be appropriate. In addition, this zoning change is in keeping with the present Comprehensive Plan for the City. Therefore, I would recommend that the Planning Commission give favorable consideration to the rezoning request of Vanman Construction Company. It is at this time that the election of Officers for the coming year take place. This item was placed at this point in the Agenda at the request of Chairperson Sue Eastes. Officers to be elected for the coming year include: Chairperson Vice Chairperson Secretary � As agreed at the February 23, 1981 Planning Commission meeting, there will be no nomination committee this year. MHM/dp • • March 18, 1981 T0: Golden Valley Planning Commission FROM: Mike Miller, Planning & Redevelopment Coordinator SUBJECT: Finalization of Comprehensive Plan Following the public hearing regarding the Comprehensive Plan on March 9, 1981 , a number of questions and/or policy issues have been raised, not only by local and corporate citizens , but also by members of the City Council . Therefore, in the interest of addressing the more significant policy issues raised by the Comprehensive Plan, and providing for a more strengthened position on certain issues , and possible re-address of other issues , it is recommended that the Planning Commission withhold action and send the Plan to the City Council until these issues can be properly identified and dealt with. Ordinance After having had a full month to review the suggested revisions to the P.U.D. Ordinance, it is hoped that the Planning Commission will recommend approval to the City Council so that these revisions can be adopted as soon as possible. A rather significant revision would be the insertion of a new sentence in Section 15�03, first paragraph, between the second to last sentence, and the last sentence. The wording of that sentence would be as follows : "Designated Redevelopment Areas (pursuant to Minnesota Statutes Chapter 462, Minnesota Housing and Redevelopment Act of 19$0 and all acts amendatory thereof) regardless of total land area, or land use, may also qualify as Planned Unit Developments." � MHM/dp • � March 18, 1981 T0: Golden Valley Ptanning Commission FROM: Mike Miller, Planning and Redevelopment Coordinator SUBJECT: Human Rights Commission Appearance Regarding Management Plans for Calvary Square Apartments and the Scattered Site Housing Project. Bill Hobbs, Human Rights Commission Chair, along with Jaye Krantz and Jay Pearson, Co-chair o� the HRC Housing Committee have asked to appear before the Planning Commission relative to their recommenda- tions on the Management Plan for Calvary Square Apartments , and the Management Plan for the Scattered Site Housing Project. I would suggest that you read the attached materials carefully, and make note of any areas of concern so as to make the discussion as short and concise as possible. � MHM/dp - �
