A regular meeting of the Planning Commission was held in the Council Chambers
of the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman
Thompson called the meeting to order at 7:30 p.m.
Those present were Commissioners: Eastes, Forster, Leppik, Polachek, Singer and
Thompson.
Commissioner Moede was absent.
Also present were Michael Miller, Director of Planning and Redevelopment, and
Alda Peikert, Assistant Planner.
I . Approval of Minutes - June 8, 1g81
It was moved by Forster, seconded by Leppik and carried unanimously to approve
the minutes of the June 8, 1981 Planning Commission Meeting.
II . Set Date for Informal Public Hearing - Rezoning
APPLICANT: D.P. Blomquist -

Chairman Thompson introduced this item, and Planning and Redevelopment Director
Michael Miller stated that he had nothing to add to the staff report.
It was moved by Polachek, seconded by Eastes and carried unanimously to set an
informal public hearing date of July 27, 1g81 to consider rezoning of 1710
Douglas Drive North.
In response to an inquiry from Chairman Thompson, Mr. Garfield Clark, Thorpe
Brothers Realtors, who was present to represent the proponent, stated that the
July 27, 1981 hearing date was satisfactory to the proponent.

Communications Corp. , stated that the suggested July 27, 1981 hearing date was
satisfactory.

IV. Request for Waiver of Platting Ordinance

Chairman Thompson introduced this item. In response to questions from the
Commissioners, Planning and Redevelopment Director Michael Miller explained the
lot division and exchange of land illustrated in the graphics accompanying the
staff r.eport.
• It was moved by Singer, seconded by Polachek and carried unanimously to recommend
approval of the City of Golden Valley request for a waiver of the platting
ordinance for a lot division located at 830 Winnetka Avenue North.
U. Request for Waiver of Plattinq Ordinance

Chairman Thompson introduced this item, and Planning and Redevelopment Director
Michael Miller explained the proposed division and exchange of land.
It was moved by Forster, seconded by Eastes and carried unanimously to recommend

VI . Informal Public Hearing - Conditionat Use Permit
APPLICANT: Reinertson and Associates
LOCATION: 5800 Duluth St.
REQUEST: Conditional Use Permit to allow construction
of an office building exceeding 3 stories in
height
Chairman Thompson verified that the proponent, Reinertson and Associates, was
� not represented and, therefore, postponed the hearing until later in the meeting,
based on the possibility that a representative of the proponent would be present
later.
Chairman Thompson recognized one person in attendance for the hearing, a
representative of the Minnesota Department of Transportation (MnDOT) , who
expressed concern over the height of the proposed building due to its location
in line with a MnDOT microwave tower. The MnDOT representative confirmed his
willingness to wait for a period of time in hope the proponent would arrive and
the hearing could proceed.
In the interim while the Commission was waiting for arrival of a representative
• from Reinertson and Associates, Commissioner Leppik raised a question concerning
the letter from the applicant in Agenda Item II , a rezoning request from D.P.
Blomquist. Planning and Redevelopment Director Michael Miller reviewed possible
uses of the building proposed by the proponent subject to rezoning.
VII . Re�ort on Joint City Council/Ptanning Commission Subcommittee Meeting -
June 9, 1g81
Chairman Thompson reported to the Planning Commission on the Joint City Council/
Planning Commission Subcommittee rtieeting held June 9, 1g81 , at which Chairman
Thompson and Commissioner Singer represented the Planning Commission. Chairman
Thompson reported that Council members Anderson and Mitchell , representing the
City Council , prepared the meeting agenda covering ten items:
1. Communication of Planning Commission Requests to the City Council
Communication of formal Planning Commission requests to the City Council
through recording in the Planning Commission minutes is inadequate. Communica-
tion of formal Planning Commission requests to the City Council should be by
means of inclusion on the City Council agenda and appearance of a Planning
Commissioner before the Council , by placement on the agenda of the Joint
Subcommittee, or by written communication from the Planning Commission
Chairman to the Mayor and City Council .
2. Lindsay Street Access to Highway 100
The City Council wished to know whether the Planning Commission had received
any response to its request that the Lindsay Street access to Highway 100 be
• closed. The Planning Commission reported that it had received no response.

3. Planning Commission Attendance Policy
The City Councit inquired concerning Planning Commission attendance policy.
The Council was referred to the Planning Commission By Laws.
4. Communication Between the Ptanning Commission and City Council or HRA
�� Means of communication between the Planning Commission and the City Council
or HRA should be between the Planning Commission Chairman and the Mayor,
through the Joint Subcommittee, or between the Planning Commission Chairman
and the HRA Chair.
5. Planning Commission Charge and Role
The City Council requested that the Planning Commission discuss its perception
of the Planning Commission charge and role. Chairman Thompson announced
that this would be pursued as a separate agenda item.
6. Planning Commission Education Program
The Subcommittee discussed plans for a continuing education program for
Planning Commissioners. It was suggested that Planning Commissioners meet
for discussion with Planning Commission members from neighboring communities,
such as Crystal , Robbinsdale and Plymouth. Commissioner Eastes suggested
that Planning Commissioners could benefit from academic type education programs
as well and that a blend of the two approaches woutd be profitable. Chairman
Thompson then suggested a presentation to a meeting with Commissioners from
• several adjoining communities, followed by small group discussions.
At this point in the meeting, Chairman Thompson noted that a representative of
Reinertson and Associates still had not arrived in conjunction with the hearing
scheduled as Item VI of the agenda. Chairman Thompson asked whether Commissioners
and the MnDOT representative present for the hearing were willing to wait until
8:30 p.m. All expressed willingness to wait until that time, and it was decided
to postpone the hearing or cancellationof the hearing until 8:30 p.m.
Chairman Thompson then resumed his report on the June 9, 1981 Joint Subcommittee
meeting:
7. Long Range Planning
Commissioner Thompson stated that long range planning was an ongoing process
and that Planning Commission work on revision of the Comprehensive Plan could
properly begin the week after submission of the plan to the Metropolitan
Council . Commissioner Eastes suggested that the Commission begin work sessions
on a revised and improved Comprehensive Plan in the fall , and it was the
general consensus of the Commission that fall would be an excellent tirr� to
schedule this type of work.
8. Implementation of Housing Policy
The City Council requested that the Planning Commission examine and recommend
ways of implementing the City housing policy, with discussion to include
housing, density, rezoning and land use questions. Commissioner Eastes sug-
• gested that this task be delegated to one or more Planning Commission
subcommittees to be formed in the fall , and it was the general consensus of
the Commission that this would be another appropriate fall program item.

9. Boston APA Conference
The City Council asked that the Planning Commission members who attended
the APA Conference in Boston share with the Council and Planning Commission
the information they received at the conference. Members who attended the
conference agreed to prepare their notes , tapes and slides for presentation
�� to the Planning Commission and Council .
10. Planning Commission Concerns Regarding Tax Increment and CDBG Projects
Chairman Thompson reported that he expressed to the Council representatives
Planning Commission concerns regarding establishment of another tax increment
district and use of CDBG funds for the subsidized housing project proposed
by Bor-Son Construction Company in northwest Golden Valley. Chairman Thompson
reported that he also expressed to the City Council representatives his
personal concerns regarding the prospect of dealing with the City of Minneapolis
in a joint project on the Ewald property.
Commissioner Singer stated that he did not have anything to add to Chairman
Thompson's report on the Joint Subcommittee meeting.
VIII : Report on City Council Meeting - June 16, 1981
Commissioner Leppik represented the Planning Commission at the City Council
meeting of June 16, 1981 , and reported the following City Council actions :
� 1 . Disapproval of Zero Lot Line Division
The City Council disapproved the request from Pietig Brothers, Inc. for
a zero lot line division to divide one double bungalow into two residential
lots.
Planning and Redevelopment Director Michael Miller offered an explanation
of the Councit action, which was based on advice of the City Attorney that
approval could lead to legal problems for the City.
A question from Commissioner Singer concerning City liability in this type
of case led to discussion of possible personal liability of Planning
Commissioners and concern that Planning Commissioners be covered by liability
insurance. Chairman Thompson agreed to write a letter to the Mayor expressing
this Planning Commission concern.
2. Farmers Market at Carriage House Parking Lot
The City Council referred to the Planning Commission for consideration and
recommendation a request to use the Carriage House parking lot for a farmers
market.
Planning and Redevelopment Director Michael Miller reported that he had met
with the proponent and offered instructions on application procedures. It was
his impression that the proponent intended to withdraw his application until
next year due to the lateness of the season and time required to complete
• application procedures. Therefore, Mr. Miller reported that it was uncertain
whether the Planning Commission would have a referral in this case.

3. Conditional Approval of PUD 26A
Commissioner Leppik reported that the City Council granted approval of PUD
26A conditional upon provision of access to congregate dining facilities.
4. Comprehensive Plan Housing Actions Section
The City Council requested that the Planning Commission review and expand the
Housing Actions section of the Comprehensive Plan. Copies of a letter from
Council member Anderson transmitting this request and copies of the section
of the Housing Plan to be reviewed were distributed to Planning Commission
members for their consideration.
Continuation of VI . Informal Public Hearin�� Conditional Use Permit
At 8:30 p.m. Chairman Thompson announced that the hearing on the request received
from Reinertson and Associates for a conditional use permit was cancelled due to
absence of a representative of the proponent. Chairman Thompson stated that Mr.
Reinertson would be required to appear before the Planning Commission to request a.
new hearing date if he wishes to proceed with his application. The MnDOT repre-
sentative who attended for the hearing agreed to contact Planning and Redevelopment
Director Michael Miller to explain MnDOT concerns regarding the building height.
IX. Ap�ointment of Representative to CDBG Planning Area One Citizen Advisory
� Cortgn i t tee
Chairman Thompson announced that Commissioner Moede, who had agreed to represent
the City on the CDBG Planning Area One Citizen Advisory Committee, has been unable
to attend Committee meetings due to lack of time. Chairman Thompson asked for a
volunteer to replace Commissioner Moede as the Golden Valley representative on the
Committee. Since Commissioners did not have a clear idea of the time requirements
involved, Chairman Thompson volunteered to attend the next Committee meeting and
report back to the Planning Commission.
X. Preparation of Planni�q Aids for Planninq Commissioners
Commissioner Singer requested that a glossary of planning terms be provided for
use by Planning Commissioners, and Planning and Redevelopment Director Michael
Miller agreed to prepare a glossary of planning terms within the next month.
Mr. Miller also offered to hold classes in plan reading, and Commissioner Potachek
agreed to work with Mr. Miller on preparation of a legend of construction shorthand
for use in reading plans.
XI . Planninq Commission Role in South Wirth Parkway Redevelopment Project
Chairman Thompson read to the Planning Commission a letter received from HRA
Chair Mary Anderson in response to the Planning Commission's expressed concern
over lack of Planning Commission participation in the South Wirth Parkway Redevel-
opment Project. HRA Chair Anderson pointed out in her letter that proposals for
� the development project will be reviewed by the neighborhood committee, which

• includes two Planning Commissioners. if a rezoning is involved, the Planning
Commission will review and make a recommendation on the rezoning request prior
to referral to the HRA. If no zoning change is contemplated, the Planning
Commission will not be involved.
XII . Work Session - Zoning Ordinance Revisions
A. Industrial Zone District
6. Institutional Zone District
Planning and Redevelopment Director Michael Miller answered questions from
Commissioners concerning the Institutional Zoning Ordinance, and the Ptanning
Commission directed additions and corrections.
It was moved by Eastes, seconded by Polachek and carried unanimously to recommend
approval of the revised Institutional Zone District section of the City Zoning
Ordinance as amended.
Planning and Redevelopment Director Michael Miller suggested additions to the
Industrial Zoning Ordinance and answered questions from the Commissioners. The
Planning Commission directed the additions as suggested.
It was moved by Forster, seconded by Eastes and carried unanimously to recommend
� approval of the revised {ndustrial Zone District section of the City Zoning
Ordinance as amended.
XIII . Discussion of the Role and Charge of the Plannin� Commission
At the request of Chairman Thompson, Planning and Redevelopment Director Michael
Miller agreed to distribute to Planning Commission members copies of the recentty
amended ordinance establishing Planning Commission duties as background for
discussion of the Planning Commission charge and role at a future meeting.

Independent School District No. 270 (Hopkins) is proposing to sub-
divide property that it owns at 5400 Glenwood Avenue (Meadowbrook
School Property) . Pursuant to their application for approval of their
Preliminary Plat, known as Meadowbrook School Addition, the appli-
cant is requesting that a date be set for an informal public hearing
by the Planning Commission.
In consideration of this request, I would recommend that the Planning
Commission consider either July 27, 1g81 , or August 10, 1981 as the
date for an informat public hearing on this Preliminary Plat.

9211 PLYMOUTH AVENUE - VANMAN CONSTRUCTION COMPAP�Y SITE
The Golden Valley City Council proposes rezoning of the Vanman Constru-
ction Company site, located at g211 Plymouth Avenue, from Industrial
to Light Industrial .
The Planning Commission, on March 23, 1981 , recommended approval of
a request from Vanman Construction Company for rezoning of this site
from M-1 Multiple Dwelling to Industrial to allow construction of
company offices and an outside storage yard. As outlined in the staff
report prepared for the Planning Commission at that time, the site
had been zoned Industrial originally. The City rezoned the property
to Multiple Dwelling in 197g when the HRA was considering the site
as a location for "scattered site" housing. However, the HRA sub-
sequently decided the property was unsuitable for "scattered site" housing.
The Planning Commission recommendation for approval of the rezoning
to Industrial was based on the previous Industrial zoning and on pre-
dominantly industrial surrounding land uses.
� The Golden Valley City Council , on May 5, 1981 , approved on first
reading a zoning ordinance amendment to reclassify the property
Industrial , with direction to staff to research potential for rezoning
to Light Industrial . The City Council preference for Light Industrial
was apparently due to the location of single family residential devel-
opment directly to the north across Plymouth Avenue. Planning and
Redevelopment Director Michael Miller reviewed the Vanman devetopment
proposal under provisions of the Light Industrial Zoning Ordinance
and determined that the proposed development would be allowable in the
Light Industrial District, as well as in the Industrial District.
The current Light Industrial Zoning Ordinance permits outside storage
of materials provided they are directly related to the principal use
and are screened from adjacent properties and streets. Mr. Richard
Vanman of Vanman Construction Company indicated that these provisions
would be acceptable and provided the City with a letter verifying
that the proponent had no objections to rezoning to Light Industrial .
Accordingly, on May 26, 1981 , the City Council approved on second
reading the rezoning to Industrial to altow Vanman to begin construction,
with direction to staff to initiate action necessary to rezone the
property from Industrial to Light Industrial .
Adjacent land uses include Forman-Ford Company zoned Industrial to the
west and vacant aand zoned Industrial to .the east. To the south, across
the railroad tracks, is a City dump site zoned Institutional , with
Industrial to the east of the City property. To the north, across
Ptymouth Avenue from both Forman-Ford and this site, is single family
• residential development, with the General Mills Research Center zoned
Industrial to the east of the residential area.

Staff finds the current Industrial zoning compatible with su�rounding
land uses and in conformance with the City`s Comprehensive Land Use
-.Plan. The proposed zoning to Light Industrial will not alter use of
the property by Vanman Construction Company. However, restriction
to Light Industrial could provide residential areas to the north
with a measure of protection from potentially incompatible future
Industrial uses.
Staff suggests that the Planning Commission advise the City Council
that the Planning Commission concurs with the Council initiated re-
zoning of 9211 Plymouth Avenue to Light Industrial .

"GOLDEN VALLEY HOUSING"
BACKGROUND AND ANALYSIS:
Bor-Son Companies is proposing a Planned Unit Development containing 64 units
of family housing on a.5 acres of land, located on Hiltsboro-Mendelsonn
Avenue, north of Kings Valley and west of Medley Park (see attached area map) .
This proposal is aimed at providing housing for low, moderate, and middle-
income families. Thirty-four (34) units are proposed for owner-occupancy
for moderate and middle-income families with a price range from $55,000 to
$70,000 (includes 1 bedroom quads and 2 bedroom townhause �units� . Thirty
(30) units of townhouses are proposed for rental units available to low and
moderate-income families under the HUD Section 8 rentat subsidy program.
Amenities proposed for this development include two tot lots for youngsters,
two ponding areas for natural amenities and retention of storm water runoff,
and special landscaping to buffer uses and activities. It is further proposed
that the Bor-Son Company will own and manage the project through its affiliate
Bor-Son Investment Properties.
• This Planned Unit Development (P.U.D. �30-B) is being offered for Concept
Plan Approval . The primary purpose of submitting a Concept Plan for review
at an early stage of the proposal is to determine if the proposed land use
is appropriate for the area, or neighborhood, in which it is to be located.
The Concept Plan should be considered with respect to such things as impact
on the adjacent neighborhood, density, benefit to the neighborhood and the
Community as a whole. Approval of a Concept Plan is essentially a positive
statement of land use compatibility, and in no way binds either the Planning
Commission or the City Council in guaranteeing approval of the General Plan
of Development of the P.U.D. In short, the Concept Plan addresses the proposed
development in general terms, whereas the General Plan of Development deals
with specific design criteria being concerned with the detait of architecture,
drainage, traffic, financial feasibility, etc.
Land uses adjacent to the site proposed for P.U.D. #30-B include comrr�rcial
uses to the north (liquor store, McDonald's and a small convenience retail
center) , a city park (Institutionat) is located to the east, and single-
family attached townhouses are located to the south (Kings Valley) . The
western boundary of the proposed site is comprised of County Road 18 and its
frontage road, Mendelsonn Avenue.
The current comprehensive plan for the City of Golden Valley calls for this
site. to be developed as a medium density Planned Unit Development (residential) .
According to the Golden Valley Housing Policy, medium density is defined as
being 5 to 12 dwelling units to the acre. P.U.D. #30-B is proposed at 7.5
• dwelling units to the acre. The Housing Policy also states a preference of
51 to 60 percent federal subsidy for subsidized housing projects. This P.U.D.
Concept Plan proposes approximately 47 percent of the dwelling units would be
subsidized rental un"rts, while the remaining units would be owner-occupied and

made available to moderate and middle-income families. This concept appears
to provide for a good economic mix as well as a variety of housing opportunities
(rental , owner-occupied townhouses, condo) .
With respect to the proposed Concept Plan and the number of people it is
intended to serve, the proponent projects that this development would house
approximately 86 adults and 86 children. Attached you will find a copy of .
the proposed Concept Plan.
It appears that the impact on the adjacent neighborhood (Kings Valley)
would be minimal if the proponent adequately addresses certain concerns
raised by the neighbors. These concerns which center on drainage, landscaping,
traffic, building and walkway locations. Attached you will find a letter
from the proponent outlining steps that either have been taken, or will be
taken to address these neighborhood concerns.
RECOMMENDATION: �
Considering that the Concept Plan for P.U.D. 30-B appears to comply with
all , or most, land use considerations and neighborhood concerns, as well as
compliance with the Comprehensive Ptan, and substantial compliance with the
Golden Valley Housing Policy, I would recommend that the Planning Commission
� give favorable consideration to the Concept Plan for P.U.D. #30-8.

You requested that we meet with the neighborhood interests and coordinate
the planning with them where possible. You also requested that we submit
any plan modifications as a result of these resident review sessions. We
are, therefore, submitting this amended plan for Planning Commission
consideration.
As developer, we met with the neighborhood groups for 3 hours on June 29th
� in two separate meetings. The first meeting was with the Galant townhouse
property owners to the north and the second meeting was with the King's
Valley Neighborhood Association representing residents i�ediately to the
� south. As you can well ima.gine, a wide range of issues and subjects were
covered during the 3 hour review session. At the conclusion, we indicated
our willingness to take those issues discussed and re-think and re-plan
the entire area to deal with the points of the discussion. I have, for
the purpose of this brief report, summarized them as follows:
1. Surface water run-off and drainage to the south.
2. Density and density related traffic matters.
3. Preservation of wildlife habitat at the south border of
the Galant property.
4. A landscaping buffer at the south property line of the
Gunderson property.
5. Relocation of the southeast vehicle entrance to the
Gunderson property.
6. Relocation of the walkway directed to Medley Park.
7. Relocation of the garages located near the 6 existing
Galant townhouses.
8. A circulation traffic pattern to eliminate front traffic
at the existing Galant townhouses.

As indicated, the above issues were reviewed very carefully based on the
� comments made and the d3scussion which surrounded these issues. We have
since met with the architects and engineers to determine what modifications
can be made from a planning standpoint. We have concluded the following:
1. That the density be reduced from 70 units to 64 units for
the 3 parcels involved. That is., the Gunderson parcel of
3.2 acres, the Galant Stage II parcel of 3.8 acres, and the
. lowland pond of 1.5 acres, which would be acquired by the
City of Golden Valley, or a gross acreage of 8.5. This
projects a density of 64 units divided by 8.5 acres or
7.5 units per acre.
2. The run-off plan will be handled by constructing two on-site
retention ponds for 15.7 acre feet of storage under heavy
storm conditions. This should provide safe and adequate
storage to limit over-run to the south from this property.
The large pond at the southeast should provide additional
drainage storage to correct some deficiencies in the general
drainage system from the north.
3. Move the southeast vehicle entrance 45 feet to the north and
provide a special landscaped buffer along the south boundary
of the Gunderson property as shown on the modified concept plan.
4. Retain the wildlife and lowland area in a natural form at the
south portion of the Galant property with a relocation of the
• walkway to the park to the north.
S. Modify the garage locations for the 1 bedroom ownership units
away from the existing Galant townhouses.

request Planning Commission approval of the preliminary PUD as now
submitted.

AN ORDINANCE AMENDING THE CITY CODE
(Composition of the Planning Commission)
The City Council for the City of Golden Valley does
hereby ordain as follows:
Section 1. The City Code is hereby amended in Section 170
thereof by deleting therefrom, in its present form and entirety,
Section 1?0:05, and by enacting and substituting in lieu thereof
the following:
"Section 170: 05. Planning Commission. There is
hereby created a Golden Valley Planning Commission
• consisting of seven (7) members, the duties of
which commission shall be not as individual members,
but as a body, to advise, recommend, and assist the
Council in matters relating to planning and growth
of the City. This shall include matters relating
to the social, economic and physical environment ,
as follows:
1. The Planning Commission shall develop and make
recommendations to maintain, on an up-to-date
basis , the comprehensive plan for the City.
2. The Planning Commission shall develop and make
recommendations to maintain, on an up-to-date
basis, the land use regulations needed to
implement the comprehensive plan.
3. The Planning Commission shall develop and make
recommendations for policies on other matters
related to the social, economic and physical
environment that are not include3 in the compre-
hensive plan.
4. The Planning Commission shall carry out such other
functions or procedures as may be assigned by
other city ordinances or the City Council. "
. Section 2. This ordinance shall take effect and be in
force from and after the date of its passage and publication as
required by law.

The ordinance establishing the Planning Commission has several charges
and generat duties giving direction to the Commission. The City Council
by motion approves the following list of duties which amplifies and/or
gives more specific direction to the Planning Commission.
� The Planning Commission shall :
a. Review specific development proposals made by private developers
and public agencies.
b. Review and make recommendations on proposed rezonings, subdivision
plans, amendments to the zoning text, platting regulations and
variances and similar items having to do with administration and
regulatory measures.
c. Conduct special studies dealing with items such as renewal , civic
design, maintenance of a suitable living and working environment ,
� economic conditions, etc. These studies may be conducted at the
initiative of the Planning Commission and/or specific direction
from the City Council .
d. Review major public capital improvement plans against the policy
and goals stated in the Comprehensive Plan for the area.
