A regular meeting of the Ptanning Commission was held at 7:30 p.m. on April 28, I!
1980, at the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota.

Chairperson Eastes called the meeting to order at 7:30 p.m.

Those present were Commissioners: Eastes, For�er, Hughes, PolEr�hek,
� Sef4�Y n, and Thompson� Commissioner Eds�m arrived at 7:55 p•m. Commissioners
Specktor and Levy were absent. Also present were Martin Farrelt , Assistant
Planner; Lowell Odland, Director of Public Works and City Engineer, and
Dixie Peterson, Secretary.
I . Approval of the Minutes - April 14, 1980
It was moved by Sehlin, seconded by Thompson, and carried unanimously to
. approve the April 14, 1g80 Planning Commission minutes.
II . Report on City Council Meeting - April 21� 1980 - Sue Eastes
Chairperson Eastes gave a brief report of the City Council Meeting of
>� April 21 . Chairperson Eastes appointed Virginia Levy to act as Ptanning
Commission representative to attend the Council Meeting of May 5, 1980, to
present the Open Space report.
III . Report on the HRA Meetin_,,)c - A�ril 15, 1980 - Sue Eastes
Chairperson Eastes reported the basic issue at the HRA meeting was the
ponding issue on the North Wirth Parkway Project. Lowell Odland summarized
the alternatives and discussed the recommendation that was decided upon
by the HRA, pending recommendation by the Planning Commission. Mr. Odland
pointed out the time table involved in this ponding project and stressed
that time was short. It was moved by Sehlin, seconded by Polachek and
carried, to recommend "Line D" of the City Engineer`s report to the HRA,
which calls for putting the pond on the West side of the property, and at
the same time to receive some benefit from low to moderate income housing
on the Northeast corner, and to have the Engineering Department design for
a 100 year flood plan.
Chairperson Eastes appointed Dave Thompson as a permanent liason to the HRA.
A rotating liason member will be chosen atphabetically from the Planning
Commission each month to attend the HRA meetings.
At the request of the HRA in regard to the bonus community block grant
application funds, a subcommittee will be appointed to provide a recommendation
of future projects for low to moderate income housing, and this item is to
� be included on the May agenda of the Planning Commission.

_IV. Establish Dates for the May Planning Commission Meetings
Due to Memorial Day on May 26, the Planning Commission will meet on May 12
at 6 p.m. in the Gold Room of the Civic Center. Box lunches will be
� provided for this meeting. The second meeting in May will be held on
May 19 at 7:30 p.m. in the Gold Room of the Civic Center.
V. Set Date for the Informal Public Hearing - Rezoning
APPLICANT: Hennepin County
LOCATION: 930o Naper Street
REQUEST: Change Zoning from Residential to I-4

It was moved by Sehlin, seconded by Polachek, and carried to set the informal
_ public hearing for June 9, 1980.
VI . Set Date for Informal Public Hearing - Rezoning

LOCATION: 8 acre site located south of the Chicago and
Northwestern Railroad T,racks, just east of County
Road 18 and north of lOth Avenue North.
-REQUEST: Change zoning from Light Industrial to Institutionel (I-4)
It was moved by Edstrom, seconded by Thompson, to set the informal public
hearing date for May 19, 1980.
VII . Preliminary Plat Review
APPLICANT: Elmo Park Homes, Inc.
LOCATION: Valley Village Apartments - North of Olson Memorial
Highway
REQUEST: Approval of Preliminary Plat
Martin Farrell gave a brief staff report of the preliminary plat review and
staff recommended approval of the preliminary plat as presented. Hershel
Caplan, General Manager, Sage Company,and Assistant Secretary of Elmo Park
Homes, tnc. , addressed the Planning Commission and presented their reasons
for the requested preliminary plat review. Mr. Caplan indicated they are in
� the process of refinancing and preferred to separate the land to maintain
control of that part not included in the mortgage. At some future date they
may request City approval to build townhouses on the land; however, at this
time they have no plans for construction. Lowell Odland added that any

proposal to build more than one building would require a P.U.D. There was
concern about the property being in the Bassett Creek Flood Plain and any
possible liability the city may have. Also, prior to going before the City
Council , the ownership of the adjoining property abutting the east end of
the property must be established.
It was moved by Forster, seconded by Polachek and carried unanimously to
approve the preliminary plat as presented by Elmo Park Homes, inc.
VIII . Informal Pubtic Hearing - P.U.D. 27
APPLICANT: Gittleman Corporation
LOCATION: Gittleman/Neslund Property
South of Glenwood Avenue
REQUEST: General Plan Approval for P.U.D. 27
Chairperson Eastes reviewed the procedures for an informal public hearing.
Martin Farrell gave a brief staff report and recommended general plan
approval . Mr. Gittleman addressed the Planning Commission, briefly discussed
, plans for the site, and displayed graphics. Mr. Harry Hamman, a neighboring
resident, said he was pleased with the Gittleman plans.
It was moved by Edstrom, seconded by Thompson and carried unanimously, to
approve P.U.D. 27 subject to satisfactory compliance with the recommendation
of the Bassett Creek Flood Commission and the City Department I�eads.
IX. Informal Public Hearing - P.U.D. 28
APPLICANT: William S. Peterson Architects
. LOCATIUN: 5000 Olson Memorial Highway
REQUEST: General Plan Approval for P.U.D. 28
Pondwood Office Park
Martin Farrell presented a brief staff report and recommended general plan
approval of the P.U.D. Mr. William Peterson and Mr. Dick Vansickle addressed
the Commission, presented their plans and entertained questions.
It was moved by Forster, seconded by Polachek and carried unanimously to
approve P.U.D. 28, subject to inclusion of the Bassett Creek Commission's
report and recommendations from the City's Department Heads.
X. Work Session on Capital Im�rovements Program of the Comprehensive Plan.
, It was moved by Thompson, seconded by Edstrom, and carried unanimously to
approve the Capital Improvements Program with the recomrr�ndation that the
City Council be aware of the goals of the Transportation Section, particularly
public transit, and that the five year plan be reviewed annually by the
Planning Commission.

X4 Review Planning Commission's Work Plan.
Sue Eastes worked together with staff and established a work plan to help
, guide the Planning Commission work schedule for the coming year.
Commissioner Edstrom expressed his concern for the area on Golden Valley
Road between Xerxes Avenue and Zenith Avenue and proposed that staff follow
through with inspections of this neighborhood for possible zoning code
violations, and to report to the Planning Commission with the findings.
Meeting adjourned at 10:00 p.m.

° John Brenna explained that there was currently a proposal pending with the
` Planning Commission to permit the development of a PUD. He briefly
� defined the PUD concept. A discussion ensued which elicited several
� points germane to not allowing development on that site. These included
, that the parcels seem to be high on the list for the city to purchase;
� building on that area would alter the system too much; although the parcel
� is small and not to important, it is very important as a link in the green
� belt and as such, its importance is greatly magnified. John Brenna remin- (
� ded the Commission that it must look to_the future and since 55 in all f'
likelihood will be upgraded, opportunities may arise at a later date to �
� provide necessary access across 55 to make this parcel more valuable to �
. the green belt.
• Chuck Burmeister moved that the Commission recommend to the Planning Com- '
mission that since long-range plans of the Open Space and Recreation
Commission is to have a link to Sweeney Lake, this parcel is a priority
. i:tem and that development of the property should be postponed until the
Commission completes its inventory of Open Spaces. This was seconded by
Dick Lyons and passed unanimously.
B. PUD27-Gettleman/Nesland Property
John Brenna discussed the history of the easements in the area and review-
ed the description of the proposal put forth in his A4arch 3rd �memo.
Ray Peterson moved to recommend to the Planning Commission that it adopt
the following:
1. That a 100' easement be obtained running 50' on either side of the
center line of the south fork of Bassett Creek as it passes through
the Gittleman/Neslund property. Also a SO' easement along the
Southwest corner of the property, and a 50' easement along the North-
east corner of the property " �
2. That the trailway as laid out, would be subject to engineering study
and approval of the feasibility of the trail constructed through
the flood plain area without substantial interference from the water
� on the premises.

their property which is currently zoned Open Development. This sort
. of use would be atlowed in an Industrial Zoning District.
I suggest that the Planning Commission set the date for the Informal
Public Hearing for May 19, 1980.

• CHARGE TO COMMISSION
In February of 1978, the City Council appointed the T.H. 12 Study Commission.
A copy of the original resolution creating the Commission is attached.
The Commission was instructed by the Council to operate under the assumptipn
that an upgrading of the current roadway is necessary. The Commission was not
given the latitude to debate this� issue but was instructed to utilize this
assumption, prepare a report as to the design which would be most beneficial
to the citizens of Golden Valley and its neighboring communities, and submit
the report to the City Council .
After the Commission had met for approximately 6 months, it determined
that it could not continue its consideration of alternatives without better
understanding how the various design alternatives might impact the other
• communities along T.H. 12. So, in September 1978, the Golden Valley City
Council authorized the Corrmission to participate in a series of inter-community
task forces with representatives from the cities of Minneapolis, St. Louis Park�
� Minnetonka and Plymouth. Later on, The Minneapolis Park Board and the Hennepin
County Transportation Department were also involved in deliberations. (See
Attached Resolution) .
These task forces provided the opportunity to discuss with other community
representatives alternative concepts considered by the original Golden Valley
Cortanission. These task forces completed their deliberations in February of
1980. The Golden Valley Commission then came back together to prepare its
recommendations to the City Council on the total roadway in Golden Valley.

WHEREAS, the impact on the people of Golden Valley and its neighbors
varies by degree and concerns, and; •
WHEREAS, the Golden Valley Council recognized the necessity to upgrade
Highway 12 to better serve the needs of Golden Valley and the over all transportation
needs of the people of Minneapolis and the Western Suburbs, and;
WHEREAS, the Golden Valley Council iscommitted to and supports an
improvement program for Highway 12. ,
NOW THEREFORE, BE IT RESOLVED that the Golden Valley Council establishes
the Highway 12 Task Force. The Task Force membership shall consist of nine (9)
members. The Task Force is requested to study and recommend improvements to serve
the transportation needs of Golden Valley and its neighboring communities, placing
� study priority on access needs to Highway 12.
The Golden Valley Staff is requested to provide expertise and information for the
'evaluation of the Task Force.
It is the objective of the Golden Valtey Council to prepare a positive position which
can be supported by all factions of Golden Valley and its neighboring communities.
It is the objective of the Golden Valley Council to establish c�iteria from which
reasonable and viable �ecommendations for the upgrading of Highway 12 will be
prepared for presentation to the Director of the Minnesot partm nt of Transportation.
The Golden Valley Council requests the Task Force com e it st dy and present its
recommendations by September 1 , 1978.

upgrade Highway #12 to better serve the needs of Golden Valley and the over
all transportation needs of the Minneapolis and the Western Suburbs and:
� WHEREAS, the Golden Valley City Council is committted to and supports
an improvement program for T.H. �12 and;
WHEREAS, T.H. �12 crosses the borders of Golden Valley, Minnetonka„
Minneapolis, Plymouth, St. Louis Park and Wayzata, and;
WHEREAS, this creates the need for� communities to meet to work cooper-
atively to id�ntify improvements to T.H. #12 that woutd be to their cortanon
benefit and;
WHEREAS, the Mayors of these communities have met to share their ideas
� about the needs for T.H. #12 and;
WHEREAS, further cooperation could best be facilitated through establish-
ment of a group of joint community task forces, and;
WHEREAS, the Minnesota Department of Transportation has agreed to provide
assistance to such task forces and encourages such efforts to provide it with
input in preparation of the final environmental impact statement on its request
for Federal Interstate Freeway Funds to upgrade T.H. #12 and;
WHEREAS, such task forces will �ot be decision making bodies, but rather
each communities representatives will be responsible for reporting back to their
respective City Councils who shall retain full authority for committing their
corrtmunities relative to improvement of T.H. �12.
NOW, THEREFORE, BE IT RESOLVED, that the Golden Valley City Council hereby
approves participation in:
l . A task force to study the area from Penn Avenue to Zarthan Avenue
to be composed of Representatives of Minneapolis, Golden Valley and
St. Louis Park.

. INTERCHANGE LOCATIONS
(. Alternatives Between Highway 100 and the Hawthorne Interchange
A (1) Interchanges at Penn and Wirth Parkway
1 . Advantages: First, this alternative provides the same access to
T.H. 12 which North and South Tyrol currently have.
Second, this alternative provides a direct outlet to T.H. 12 for
the Prudential traffic, thus minimizing the likelihood of traffic
filtering through North and South Tyrol .

Third, disruptions are minimized under this alternative since the
re-designed interchanges are in locations where they already exist.
Fourth, this alternative provides the lowest potential traffic
volumes on Glenwood Avenue.
� 2. Disadvantages: Since the Parkways are not intended to function
as freeway feeder roads, and, the Parkways are not designed to
carry heavy traffic volumes, the argument has been made that
� nothing should be done to increase traffic on Wirth Parkway.
The concern is that with an interchange point at the Parkway,
traffic volumes will not decline but may grow larger.
A (2) Interchange at Penn and France Avenue Instead of the Penn Avenue and
Wirth Parkway Interchange
1 . Advantages: This alternative takes traffic off Wirth Parkway. _
2. Disadvantages: First, the re-opening of France Avenue would
isolate South Tyrol and destroy the current limited buffer
between South Tyrol and Prudential .
Second, the interchange could siphon off Highway #7 and County
� Road #5 traffic, resulting in extremely high volumes on this
roadway causing congestion at this interchange point.

Third, France Avenue access to the south would create increased
traffic volumes on current residential streets which would feed
� a France Avenue interchange.
B. Penn Avenue Only - This w�uld involve a full access interchange at
Penn Avenue with continuous frontage roads west to the Parkway.
1 . Advantages: First, with the only access east of Highway 100
located as far east as Penn, there would be no potential of
North-south traffic filtering through either North or South
Tyrot trying to gain access to T.H. 12.
Second, this would also divert some traffic which currently
uses T.H. 12 to other routes such as Glenwood, 55 and 7, thus
reducing potential volumes on T.H. 12.
2. Disadvantages: First, because of reduced access to T.H. 12,
due to the deletion of the Parkway interchange, some traffic
� which now uses T.H. 12 would be shifted to Glenwood Avenue.
The Commission is concerned about the capacity of Glenwood
Avenue to handte projected traffic increases.
Second, without a Wirth Parkway access for South Tyrol , many
South Tyrol trips may be forced to travel through North Tyrol ,
if a cross-over is provided, to gain access to such roads as
Glenwood and 55•
Third, for North and South Tyrol in general , the access of
these neighborhoods to T.H. 12 will be more difficult than
under existing conditions.
Fourth, South Bryn Marr is concerned about traffic filtering
its neighborhood.

C. No Interchanges Between Highway 100 and Hawthorne Interchange
� 1 . Advantages: First, traffic is forced to alternative roads such
as 55 and 7 because the Highway 100 interchange will not carry
all the traffic which now utilizes the Penn Avenue and Parkway
interchanges, plus that which is expected to enter from Highway 100. �
Second, there will be no north-south traffic driving through
North or South Tyrol trying to gain access to T.H. 12 in
�.
Golden Valley. '
2. Disadvantages: Fi �st, this alternative will produce the highest
projected traffi� volumes on Glenwood Avenue.
Second, this alternative will result in worse access to T.H. 12
for North and South Tyrol .
Third, this alternative creates severe problems in trying to
disperse the Prudential traffic. There is strong concern about
� this traffic filtering through both North and South Tyrol .
RECOMMENDATION
It is the recommendation of the Commission that the alternative of interchanges at
Penn Avenue and. Wirth Parkway be supported by the City of Golden Valtey. We
believe a strong argument can be made that one of the main reasons these two
interchanges are needed in this area is the traffic generated by 1 ,800 employees
and hundreds of visitors who make their way to Prudential each day. Originally,
The Minneapolis Park Board sold the land to Prudential and any attempt to shift
the traffic problem resulting to the cities of Golden Valley ar,d St. Louis Park
is, in our opinion, irresponsible and should be resisted.

II . Highway 100 Interchange
• In rebuilding the Highway 100 interchange, the Commission recommends that
the following objectives be achieved:
A. The height of the interchange should be limited to two levels with
Highway 100 passing over and Highway 12 passing under. The Commission
believes that interchanges with more than two levels will create noise
problems and visual unsightliness for property owners whose homes witl
be left close to the interchange.
B. The Commission recognizes that collector distributor roads at this
interchange are necessary for safety, access to the Xenia-Turners
Crossroad business community and to assure no more than a two level
interchange.
C. Efforts should be made to minimize the size of the interchange.
D. Homeowners whose properties are touched by any of the ramps or collector
� distributor roads should be given an opportunity to have their homes
purchased rather than being forced to live in such close proximity
to the interchange. '
E. Access from Highway 100 to Highway 12 shoutd be metered to limit the
access onto Highway 12 during rush hour traffic. Controls should also be
provided to assure that such metering does not force this traffic
onto Glenwood.
RECOMMENDATION
The alternative attached is the most consistent with the above objectives

III . Turners Crossroad Alternatives
• A. Folded Diamond at Turners Crossroad
1 . Advantages: This alternative provides direct access from the
interchange onto Turners Crossroad where many existing
businesses are located.
2. Disadvantages: First, a folded diamond has the most limited
capacity of the two interchanges under consideration. Capacity
is important given the size of St. Louis Park's planned development.
'econd, this alternative provides direct access down Turners
Crossroad/Vernon to the St. Louis Park manufacturing, office and
retail centers. The Commission is concerned with this potential
for traffic to exit from Highway 100 at Glenwood and then foilowing
Turners Crossroad/Vernon into St. Louis Park. This may occur
because of the folded diamond's limited capacity to accommodate
• traffic.
Third, This alternative requires a very circuitous route to
serve the properties west of Turners Crossroad from which need
' to access via the frontage road. This alternative results in
the highest projected traffic volumes on Tur�ers Crossroad.
Fourth, the Commission is concerned about the effect of higher
traffic volumes on residential properties which abut Turners
Crossroad.
B. Diamond Interchange at Xenia �
1 . Advantages: First, this interchange has a higher capacity to
accortmodate the adjoining traffic fiow to properties in both
Golden Valley and St. Louis Park, than the folded diamond at
• Turners Crossroad.

Second, this alternative provides direct access to the frontage
� road along T.H. 12.
Third, since Turners Crossroad will dead end at T.H. 12, the
direct access down Turners Crossroad to St. Louis Park is
eliminated.

• RECOMMENDATION.
Golden Valley has encouraged the development of a larqe business community in this
area. The Commission believes there must be an interchange at this location. The
absence of an interchanqe wQUld increase the traffic on Glenwood, Laurel and
Turners Crossroad north of Laurel Avenue which would be a disadvantage to
the residential properties near these roads. The Xenia interchange alternative
ts preferred because it will discourage traffic from getting off at Glenwood
with a St. Louis Park destination. Further, it provides the greatest flexibility
for traffic control . '

IV. Louisiana and Winnetka �lternatives •
• A. Winnetka Avenue
1 . Advantages: Winnetka is the only street intersecting T.H. 12
which continues north through Golden Vatley, other than 100 and 18.
An interchange at this location would service the greatest number
of people in Golden Valley and the northern suburbs.
2. Disadvantages: First, a full interchange at this location would
result in higher volume's of traffic along Winnetka. The Commission
is concerned because fihis might require widening of Winnetka,
creating a major impact on the re�idential properties along
Winnetka.
Second, St. Louis Park has designated Louisiana as the southerly
�collector road to connect with T.H. 12. It would be very difficult
to carry the projected high traffic volumes on Louisiana in St.
� Louis Park over to a IJinnetka interchange.
Third, the possibility of a direct tie into Texas (street immediately
south of Winnetka in St. Louis Park) is unacceptabte to St. Louis Park
"because of the residential character of Texas.
Fourth, this alternative precludes consideration of an interchange
at Boone Avenue because of the short weaving distances.
B. Louisiana Avenue Diamond Interchange
1 . Advantages: First, this alternative provides the best access to the
business community in Golden Valley on the north side of 7.H. 12. •
Second, this alte•rnative provides a direct tie into Louisiana Avenue
in St. Louis Park and also provides the most efficient transfer of
traffic on and off T.H. 12.
• Third, this alternative permits an interchange to be considered for
Boone Avenue becaus:� of the increased tveaving distances.

! properties to the west, than the Winnetka interchange alternative.
2. Disadvantages: This alternative provides less direct access to
Winnetka, the only road which continues north through Golden Valley
other than 100 and 1$.
RECONMENDATION
It is recommended that a diamond interchange be constructed at Louisiana Avenue.
The preference is for T.H. 12 to go aver Louisiana. East �ound Winnetka traffic
should be carried by a bridge south across T.H. 12 and directed easterly to
the Louisiana interchange for access to T.H. 12. Current west bound access to
T.H. 12 from Winnetka witl be shifted to the proposed Boone Avenue interchange.
An unresolved issue is how to tie the northern portion of the Louisiana interchange
into northerly routes. The Commission recommends that a land use and traffic
study be made by the City Council to determine the best course of action.

V. Boone Avenue
� A. Description: Thts interchange would involve a split folded diamond
with the north fold to the west and the south fold to the east.
1. Advantages: First, an interchange at this location would divert some
traffic which has currently been using Winnetka to gain access to
the west bound T.H. 12 lanes. The fact that the length of Boone
from Plymouth Avenue to T.H. 12 is almost exclusively non-residential ,
causes the Commission to' conciude that such a shift of traffic would
be desirable.
Second, access is needed for the Golden Valley businesses on T.H. 12
west of Winnetka.
2. Disadvantages: The intersection at 55 and Boone Avenue will require
improvements to handle the increased traffic volumes caused by the
Boone Avenue-T.H. 12 interchange.

It is recortenended that a split folded diamond interchange be considered for Boone
Avenue. Boone should pass under T.H. 12 because of the local topography.

VI . County Road 18
� The follawtng objectives should be met in the re-design of the County Road
18 interchange:
a A. The current two level interchange configuration should be kept because
� it is the most aesthetically pleasing and functionally reliable plan.
B. A ring-road around the County Road 18 interchange should be provided to
_ permit local trips between the quadrants of the interchange without
using T.H. 12. The proposed Boone Avenue should be the easterly link,
Betty Crocker Drive the northerly link, Shelard Parkway the westerly
link, and the southerly link passing under County Road 18. The
southerly link of the ring-road in Golden Valley should be located
as far south as possible to permit utilization of the land in the
_ southeast quadrant of the County Road 18 interchange.

C. The interchange should incorporate collector distributor roads along
� T.H. 12 in order to improve the capacity and safety of the interchange.

� CROSS-OVERS OR BRIDGES
It should be noted that all the interchanges will provide bridges or cross-
overs of the highway to permit pedestrians on the south side to gain access to
property on the north side and vise versa.
In addition to the recommended interchange locations for cross-overs, the
Commission recommends the following locations:
l . North Tyrol/South Tyrol Cross-Over: This cross-over is desirable for
two reasons: First, the cross-over would provide a link between the two neighbor-
hoods. South Tyrol without such a pedestrian and vehicle link would be isolated
from the rest of Golden Valley. Second, •a vehicle cross-over is needed for
Golden Valley public safety emergency vehicle access. Without a cross-over, the
only access these vehicles will have will be down Turners Crossroad and through
• the Cedar Lake Road interchange. The alternative of relying on St. Louis Park
for emergency services was explored, but found not feasible. For example, fire
engines would respond to a fire from their number 2 station which is located at
- the corner of Louisiana and Cedar Lake Road, and they also would have to go
through the Cedar Lake Road interchange.
Concern has been expressed about the possible increase in traffic through
North Tyrol if such a cross-over were constructed. The Commission would recommend
that an analysis be made of the amount of traffic which might use such a cross-
over from South Tyrol . This analysis �an then be compared with the current ,
traffic volumes which exist on PJorth Tyrol streets and an accurate judgment
made of the impact.
The Commission recommends that access to the cross-over be designed to
discourage Cedar Lake Road traffic or Prudential traffic from using the cross-over
• to reach Glenwood Avenue.

The Commission recommends that the Council examine alternative locations
� such as a cross-over at Tyrol Trail and between Tyrol Trail and June Avenue, or
a cross-over which would para11e1 Highway 100 on the east side, or a combination
of the above.
2. Winnetka: A pedestrian vehicular cross-over should be provided at
Winnetka. This cross-over should provide access to the frontage road on the
south side of T.H. 12 both east and west of Winnetka. The Commission sees little
value to Golden Valley in connecting• the cross-over to Texas Avenue in St. Louis
Park. If the City of St. Louis Park is concerned about potential filter through
traffic to Texas, the Commission recommends that either Texas be cul-de-saced
at this location or that the Winnetka cross-over be shifted slightly to the west
to provide no direct link between these two streets. The Commission strongly
recommends that the City of Golden Valley require east-west access to the
frontage road lying on the south side of T.H. 12 in the vicinity of the Winnetka
• Avenue cross-over.

� , NUMBER OF LA��ES
The Commission recort�nends that the City Council support a plan which would
heve two continuous driving lanes in each direction running the .length of the
roadway through Golden Valley. The Commission would also support acquisition of
sufficient right-of-way withtn the corridor for an exclusive mass transit facillty
designed to serve multi-passenger vehicles. The Commission ffnds unacceptable
the alternative of devoting additional right-of-way to single passenger auto
lanes in place of mass transit right-of-way. 7he Commission does not support
or oppose any specific proposal for the type of vehicle to use th� mass transit
corridor at this time. The Commission supports further study of alternatives
with emphasis on providing improved access by Golden Valley residents to the
transit facilities.

• FRONTAGE ROADS
The Commission supports continuous frontage roads for both the north and
the south side of T.H. 12. On the north the frontage roads should run between
Turners Crossroad on the east and Field Drive on the west. On the south the
frontage roads should run from �arthan on the east through to Shelard Parkway
on the West. Frontage roads will be� necessary in North and South Tyrol , but
the specifics must be determined after the location of the cross-over(s) has
been decided.
A complete system of frontage roads is essential to the functioning of
the roadway. These frontage roads permit local traffic to avoid competition
with through traffic. The lack of adequate frontage roads is one of the major
problems with T.H. 12 today. The Commission would favor two-way frontage roads
• over one-way frontage roads. While one-way frontage roads have greater capacity
than two-way frontage roads, the convenience and access which two-way frontage
roads provide to properties makes them•superior in the Judgment of the Commission.

� The Commission strongly supports the concept of depression of the Highway
through all residential areas. Thus, the roadway should be depressed from the
Wirth Parkway to Xenia. It should also be depressed in the vicinity of Winnetka
Avenue to shield those residential properties north of Highway 12.
The Commission also favors the �concept of covering maJor portions of T.H. 12
between North and South Tyrol . The Commission would encourage the Council to
� require MN/DOT to justify any limitations on the length of these covered portions.
The Minnesota Department of Transportation currently has studies underway
concerning the impact of the proposed highway on potential noise, air and water
- pollution. Since the Commission has not seen these studies, it is unable to
�
cortment. However, the potential impact of these plans on the water table in
• the area deserves special monitoring by the City. The City Coun:cil should_require
the Minnesota Department of Transportation to submit plans for traffic re-routing
and local access during construction for the City's review and approval prior
to commencing cdnstruction. The Commission would recomriend to the City Council
that MN/DOT be required to show improvements in the levels of noise, air and
water quality above that which exist today before any plans be approved by
the City.

� ADVANTAGES TO GOLDEN VALLEY IN DESIGN CONCEPT �
Upgrading T.H. 12 offers a number of improvement opportunities for 6olden
Valley. Accepting our geographic location, and the impact of changes to many
individuals and some business operations. the end result of an improved corridor
would be positive for Golden Valley.
Further, there is growing public realization that the control point in the
decision making process on T.H. 12 upgrading has evolved away from our local
government. This loss of local control brings uncertainty and the resutting
stress on local officials and concerned citizens.
Removal of the uncertainty over what� will be built is the first positive
aspect for Golden Valley on the T.H. 12 improvement process.
Other positive results would include:
• 1 . The reduction of risk to lif.e and health of our people from operational
and environmental hazards of the current roadway.
2. Transit and exclusive-use-lane options are timely and valid energy
saving atternatives.
3. Grade separations and other limited access, once in place, will
improve local and through traffic movement.
jE. Improved emergency services to the Tyrol Hills area.
5. Improved transportation benefits commercial and residential property
values.'
6. T.H. 12 improvement will ease planning and development conflicts
with our St. Louis Park neighbors.

� FURTHER INVOLVEMENT OF THE COMMISSIOW
The Commission considers this a preliminary report. MN/DOT expects to
present a preliminary design concept for I-3g4 to the City Council within the
next 60 days. The Commission has not seen the proposed design in its entirety
and suggests that the Counci � refer the submission from Mt�/DOT to the Commission
for review and comment.
The Commission further Suggests, that after receiving the plan from MN/DOT,
the Council suthorize the hiring of a traffic engineering firm to study the
impact of the proposal on the City's local roads. Mtd/DOT's traffic data is
confined to maJor roads intersecting T.H.� 12 and the Commission found itself
at a disadvantage in evaluating the total impact on the various neighborhoods
without data on the impacts both positive and negative of other roads such as
� Glenwood, Laurel , Pennsylvania, Jersey, Western or Parkvie�.�� Terrace. This
analysis would assist the neighborhoods to better understard the positive and
negative impacts of the proposed plan.
- The Commission woutd also like to have the opportunity to review the Final
Environmental Impact Statement when it is released.
