November 24, 1930
A regular meeting of the Planning Commission was held at 7�30 p.m. on
November 24, 1980, in the Council Ghambers of the Civic Center, 7800
Golden Valley Road, Golden Valley, Minnesota. Chairperson Eastes called
the meeting to order at 7:30 p.m.
Those present were Commissioners : Eastes , Edstrom, Forster, Hughes , Moede,
Polachek, Sehlin, and Thompson.
Commissioner Specktor was absent.
Also present was Martin Farrell , Assistant City Planner, and Dixie Peterson,
Secretary.
I . Approval of the Minutes - October 27, 1930 - November 10, 1980
It was moved by Thompson , seconded by Sehlin, and carried, to approve the
minutes of the October 27 and the November 10 meetings.
II . Set Date for Informal Public Hearing - Rezoning
APPLICANT: Vantage Properties, Inc.
� LOCATION: 700 Xenia Lane
o RE�,UEST: Rezone from "Light Industrial" to "Industrial"
Martin Farrell gave a brief explanation of the proposal . It was moved by
Thompson, seconded by Hughes, and carried, to set the Informal Public
Hearing date for December S, 19$0.
III . Informal Public Hearing - Rezoning
APPLICANT: General Mills, Inc.
LOCATION: 9200 Wayzata Blvd.
REQUEST: Rezone from "Open Development" to "Industrial"
Chairperson Eastes covered the guidetines to be followed for an Informal
Public Hearing. Martin Farrell presented the Staff report and recommended
approval of the rezoning.
Stan Tabor represented General Mills, Inc. , the proponent , and addressed
the Planning Commission. �
The Informal Public Hearing was then o,pened to the public.
� Mr. Roland Bergland, Brookview Condominiums, questioned the location of the
area to be rezoned.

� Virginia Kolstad, Brookview Condominiums, questioned why this issue
is coming before the Planning Commission again , and how has the proposal
changed since September when it first came before the Commission.
The Informal Public Hearing was then closed to the public, and discussion
by the Planning Commission members followed.
Commissioner Thompson stated he agreed with the staff report and cannot
find any valid reasons for denying this rezoning. It was moved by Thompson,
seconded by Hughes, and carried, to recommend approval of the rezoning.
Commissioner Edstrom voted no.
IV. Informal Public Hearing - Rezoning
APPLICANT: General Mills , Inc.
LOCATION: 9200 Wayzata Blvd.
REQUEST: Rezone from "Open Development" to "Business and
Professional Office"
Martin Farrell presented the staff report and recommended approval of the
` rezoning. He referred to a letter sent to the residents from John Brenna,
Park and Recreation Director, and encouraged the residents to attend the
� meeting scheduled for December 10 to discuss any questions concerning the
City's potential use of the property.
Stan Tabor, representing General Mills , Inc. , addressed the Ptanning Commission.
The Informal Public Hearing was then opened to the public.
Mr. Roland Bergland, Brookview Condominiums, questioned why General Mills is
proposing to rezone the area now, and questioned what use would be allowed in
a Business and Professional Office District, and expressed his concern about
any increased traffic on the frontage road.
Mr. Don Blaydon, 9145 w. Highway 55, expressed his concerns regarding adequacy
of utilities for additional buildings; increased runoff if more areas are
paved; the wildlife area along Bassett Creek, including the beaver dam and
possible effects on this; and the frontage road not being able to withstand
a traffic increase.
Ella Youssif, 345 Ensign, also was concerned about the frontage road� and
the possibility of trees being removed, and stated she felt their property
values would decrease if the trees were to be removed.
Harriet Hendel , Brookview Condominiums, asked that nothing be done until
General Mills presents a definite plan.
Kathryn Kozar, 9147 Brookview Condominiums , questioned what the City's
� long range land use plans were for that entire area from County Road 18
to Boone Avenue.
Leo Mollen, 8913 Wally Drive, expressed his concern that his neighborhood
remain a residential area, and his concern for property values.

The Informal Public Hearing was then closed to the public. Martin Farrell
addressed the questions presented by the residents.
After much discussion, it was moved by Hughes, seconded by Edstrom, to
deny General Mills rezoning request, based on the fact the Commission cannot
adequately judge this proposal as far as the impact on the community, the
density of the development, the traffic it will produce, and the access to
the property, and the general impact on the health of the community, the
safety of the citizens, and the noise that such a development will bring to
the neighborhood, and the impact that this will have on the Bassett Creek
wildlife area.
A roll call was taken: Edstrom, Yes; Forster, No; Hughes, Yes; Moede, Yes;
Polachek, No; Sehlin, Yes, and Thompson, No. Motion carried.
V. Request for Waiver of the Platting Ordinance
APPLICANT: Lee Hickey
David Johnson
LOCATION: 1628 - 32 - 36 York Avenue North
REQUEST: Waiver of the Platting Ordinance
� Martin Farrell presented the staff report. Mr. and Mrs. Nickey, and Mrs.
Johnson, were present, and addressed the Planning Commission.
It was moved by Edstrom, seconded by Sehlin, and carried unanimously, that
they recommend approval of the waiver of the platting ordinance, and it
was also requested that staff notify the irtunediate neighbors prior to the
City Council meeting when the request for waiver would be presented.
VI . Report on the HRA Meeting - November 6, 1980
David Thompson reported there were no items of interest to the Planning
Commission.
VII . Report on the City Council Meeting - November 3, 1980
Commissioner Forster reported on the Council meeting of PJovember 3, 1980.
VIII . Recommendations for Use of Year VII Community Development Block Grants .
Martin Farrell presented background information regarding Community Development
Block Grant funds.
The following suggestions were made regarding possible use of CDBG funds :
l . Upgrade low income areas to meet regulations.
� 2. Establish a transportation program within the limits of Golden
Valley to bring people into the Valley Square area, serving low
income and elderly residents , but not necessarily limited to that .

3• Possibility of using funds toward the construction of the proposed
Community Center.
4. Provide additional elderly housing.
5. Upgrading parks near low income and elderly housing areas.
6. Home improvement loans for such things as insulation for low
income and elderly.
Commissioner Edstrom stated he felt the funds should be used specifically
for low income housing and nothing else.
IX. Review of the Guidelines for Development , Golden Valley Open Space
System.
The Planning Commission reviewed the Guidelines for Development , Golden Valley
Open Space System.
X. Review of the Golden Valley Housing Policy.
The Planning Commission reviewed and discussed the Golden Valley Housing
Policy.
It was moved by Moede, seconded by Polachek, and unanimously carried to approve
� as submitted, the Golden Valley Housing Policy, subject to a change in the
wording on page 8, from "100% subsidized should not be encouraged" to "100i
subsidized should be discouraged."
XI . Rezoning Requirement Memo
The Planning Commission reviewed and discussed a rezoning requirement memo
from the City Attorney's office.
At this time, Chairperson Eastes reminded the Planning Commission to notify
staff if they are unable to attend a Planning Commission meeting, and asked
for suggestions on how to assure having a quorum, referring to the November
10, 1980 meeting when they were unable to raise a quorum.
Commissioner Eastes read a letter from Mary Anderson requesting two Planning
Commission members join a South Wirth Park Committee being established to
review HRA property. Commissioner Forster and Commissioner Moede were appointed.
The meeting adjourned at 10:40 p.m.

SUBJECT: Rezoning Petition - Vantage Companies
The request arises on the part of Vantage Companies. The petition is for
the rezoning of approximately 2.4 acres of tand currently zoned "Light
Industrial" to an "Industrial" zoninq district . The address of the subject
property is 700 Xenia Avenue South.
The request to rezone is a direct result of conversations between Vantage
Companies and the staff of the Planning Department. Vantage Companies , who
owns and leases the subject property, has a prospective client who would
like to lease the building. Currently, the office-warehouse that occupies
the site is vacant . According to the proponent , the proposed tenant is a
wholesale distributor of construction and building materials. This type of
, use is addressed in the "Industrial" section of the Golden Valley Ordinance
• and not in the "Light Industrial" section.
The size of the tot is 4.3 acres. An office-warehouse structure exists on
the site. This building is approximately 32,494 square feet. The office
area °is 2,700 square feet and the warehouse area occupies the remainder of
the building, or, 29,794 square feet . At this time, there are no plans for
expanding the structure. Any addition to the structure would require consid-
eration from the BZA.
The properties directly south and east of the site are both zoned "Light
Industrial". The subject property is bordered on the west by the M.N. & S
Railroad, which also provides a spur track along the south side of the
existing building. The property west of the tracks is zoned "Industrial".
The property north of the site is zoned "Open Development" and there are
two residential structures north of Laurel Avenue. Newly constructed Laurel
Estates is situated further east , also on the north side of Laurel Avenue.
The subject property, along with the area directly south and east of the
site are designated "Industrial" by the City's Comprehensive Plan. Therefore,
Staff feels that the proposed use is an appropriate land use and consistant
with the surrounding land uses.
At the present time, Laurel Avenue is vacated between Xenia Avenue South and
the M.N. � S Railroad tracks. Eventually, the City plans to open Laurel
Avenue and extend the street through to the west side of the tracks. Right
� now, the only access to the site is from Xenia Avenue South. There are twenty

� parking spaces provided along the north side of the building. There are
also four truck docks and five parking spaces provided on the east side
of the structure. The south side of the building is serviced by rail .
The rear of the lot is vacant open space that could be converted �to a
parking area if necessary. The parking requirements for both "Light Indus-
trial" and "Industria]" are exactly the same. Parking in the past has not
been a problem. The praposed use plans to have only six (6) employees in
the building at any given time.
RECOMMENDATION
Staff does not feel that the requested zoning will create a detrimental
impact on the site or the surrounding land uses. I recommend that the
Planning Corr�nission give favorable consideration to the rezoning petition.

Dear Sue:
At its November 17 meeting, the Golden Valley City Council considered concept approval
of PUD �3�• Peggy Specktor provided a very thorough presentation of the Planning
Commission' s discussion and recommendat+on as well as an objective reporting of the
minority opinion in the 4 to 2 vote of the commission. The Council considered three
main issues: land use, density, and mix of subsidized housing. The Council concurre�
with the Planning Commission on land use. The proponent is being �eferred back to the
Planning Commission for further consideration of the other two issues.
� The proposal presented to the Council was slightly different from the one presented to
the Planning Commission on September 22. The proponent had modified his design lay out
to include 32 units rather than 37. Golden Valley staff felt the proposal was still- an
overuse of the land. Public testimony and Council discussion expressed its concern
that 32 family units with the number of bedrooms proposed would create too high a
density for the location. The Council would like the staff's recommendation of not
more than 7 units per acre to be used as a guide in further evaluation of the density.
The Council also feels that the size of family per unit should be part of the denisty
consideration.
As you know, any P.U.D. decision is complex. This particular one is even more so
because of the consideration of subsidized housing. I believe that both the Council
and the Planning Commission would like to implement our goal of providing a variety
of housing opportunities in Golden Valley. Because we are still blazing new ground,
it is extremety important that any subsidized housing be as well ptanned as possible.
The Council feels that a mix of subsidized with market rate would be the best way to
provide the variety we want. The Dover Hill experience has shown that such a mix can
work well . The Council would like the Planning Commission to consider a mix based on
the proposed housing policy guidelines of 51 to 60�.
The proponent has stated that it would be necessary to use further governmental
assistance to help finance a mixed development. The Council and staff will investigate
the possibilities available to us through the use of community development blocl. grants

• to provide this additional assistance. We will keep the Planning Commission informed

the following concerns expressed by the Council : (1) Density - the Council
would like to use staff's recommendation as a beginning guideline, but wou1d
be open to variations; (2) Mix - subsidized versus market rate explored,
using the housing policy as a guide for 50 - 60 percent subsidized.
