The regular meeting of the Golden Valley Board of Zoning Appeals was heid
Wednssday, November 12, 1969, at 7.3� P.M. at the Golden Va11ey Civic Center,
7800 Galden Valley Road, Golden:;Valley, M3.nnesota. The foll4wing Board :members,
constituting a quorum, were present:
LeRoy W. Anderson
Donald E. Franzen
Dr. Robert R. Hoover
Paul D. Senstad
LeRay W. A,nderson, Chairman of the Board, presided an�i Jon L. Westlake,
Secretary of the Board of Zoning Appeal.s, acted as Secretary of the meeting.
The first order of business was the consideration of the minutes of the
meeting of the Board held on September 9, 1969 and October 1lt, 1969, copa.es of
whieh had been distributed to the Board. It was moved by Donald Franzen, seconded
by Paul 5enstad, carried uanimously, to approve the minutes of these two meetings.
The Chairman then brought before the meeting the following requests for waivers:

The peititon is for �he waiver of Section
3.07 {1) far l�.8� on the existing house to a front yaxd setback of 30.2�
off the ATorth proper�y line. (Required 35' )
3•�? �3) for 1.8� on a protruding Northwest corner of the existing house
to a sideyard setback of 13.2�. (Required 1�� )
3.07 {3) for 1.1' on the existing house to a sideyard setback of 13•9'
off the East property line. Required 15� )
1.li.�2 for the expansion of a nonconforming use, specifieally,
expansion via the construction of a 14' x 18.5� addition to
the rear of the present 5tructure. The proposed structure
does not violate any setbacks under the present Gode.
Ntr: Craig E. Arney was present for the request.
The Board noted the waivers as requested are on the exi.sting structure and
no� on the proposed addition.
It was moved by Robert Hoover, seconded by Paul Senstad, carried unanimously,
to grant a waiver of 5ection lIt.02 of the Zoning Code for the e�ansion of a non-
conformi.ng tzse, specifically, expansion via the construction of a ltt� x 18.5�
addition to the South of �he present structure.

The petition is for the waiver of Section
3.07 (1) for 13.17' on a proposed addition to �he present garage to a
front yard setbaek of 21. 3�off the South property line, also
known as 27th Ave. No. (Required 35' )

via the construction of an 8� x 22� addition to the South of
the present garage.

The Board in discussing this request asked the proponent about other
alternative p�ans for t his parcel. The petitioner asked to have this matter
deferred for f�arther study.

The petition is for the waiver of Seetion
3.C�2 two-family dwellings shall be permitted on lots whichs
(a} Uirectly abutt a heavier use district, or
(b) are directly across a street from a Commereial, ligh�
Industrial or Industrial District.

a minimum lot area of 1.lt, 2 sq. feet. (Required 1$,750 sq. ft.)
Messrs. Kenneth L. Nash and Erwi.n E. Stobbe, owner and contractor�
respectively, were present far the request for the proposed double bungalaw.
Mr. Norman Evensen was present as an interested paxty.
The Board pointed out �he follawing: (a) The parcel directly to the
East oF this parcel is zoned for Multiple Dwelling. (b) There are three double
bungalows ta the West of Adair. (e} The traffic flow on County Road #6b in
front of this parce2 is heavy.
It was then moved by Paul Senstad, seconded by Donald Franzen, to approve
the request with the stipulation that the builciing conform to the Village Code
in a11 other respects. The motion carried with 3 yeas and 1 nay.

1.03 Lot of Record. In all of the zoning districts, every building
hereafter erected or structurally altered shall he located on a
sc:parate lot or pareel of record, and in no case shal]. there be
more than one (1) principal bu5.lding on any one such lot or
parcel. The words t'principal. building�' shall be given their common
ordinary meaning, and in the case of doubt or in any question of
interpretation� the matter shall be referred to the Golden Valley
Board of Zoning .Appeals.

request to tY:e Board.
Mr. and N1rs. Etzler and Mr. J. F. Held asked questions and stated th�ir
views wi.th respect to the request.
The Board in reviewing the request noted the proposed plan �ill take up
additional parking spaces. It was also pointed out that the parking on the present
site does not eonform to the Village Gode.
It was mo�ed by Paul 5enstad, s�conded by Robert Hoover, carried unanimously,
to deny the request.

In reviewing the request, the Board noted that this is a new structure which
should conform to the Ordxnance. The waivers as requested are too numerous for
this parcel.
It was moved by Robert Hoover, seconded by Pau1 Senstad, carried unanimously,
to deny the request.

Messrs. Otto Sehmid of Urban Planning & Design, Inc., RobErt F. Brenny
of Premier Realty, and Marlyn S. Glatfelter of Possig Machine Tnc. presented
the request to the Board.
Mr. Gardon L. Prchal was present as an interested party.
The Board noted the area which is to the East of Pennsylvania Ave. S,
and the Sauth side of Laurel Ave. which e�ctends to the main line of the
Minneapo7.i.s North field & Southern Railway has a eondi�ion of which no part
need be landscaped or planted.
Tt was maved by Robert Hoaqer, seconded by Paul Senstad, carri� unan-
imously� to approve the request. It was then moved by Paul 8ensta�, �e���aea
by Robert Haover, unanimously carried, �a reconsider the above motion because
af new and incomplete information.
The motion was tnen amende�. by Rob�r�t Hoover, seconded by Pau1 Senstad,
carried unanimously, to defer action pending further information on the
petitioner�s r�uest, The amended motion carried unanimously.
There being n4 further business to come before the meeting it was on
motion, duly seco�d�i, adjourned at 10.t�0 p.m.
