Regular Meeting
of the
' Golden Valley Board of Zoning Appeals
March 11, 1975
The regular meeting of the Golden Valley Board of Zoning Appeals �aas held
Tuesday, March 11, 1975 at 7:30 P.M. , at the Golden Valley Civic Center
7800 Golden Valley Road, Golden Va11ey, Minnesota. The following board
members were present.

LeRoy Anderson, Chairman of the Board, presided and Jim Ingemunson acted
as recording secretary.
The first order of business was consideration of the minutes of the meet-
ing of the board held on January 14, 1975 copies of which had been distri-
buted to the Soard. It was moved by Mike Sell, seconded by Mahlon Swedborg
and carried to approve the minutes for the meeting on January 14, 1975.
The Chairman then brought before the meeting the following requests for
waivers:
75-3-1 16�1 Hillsboro Ave• , No. (Map 20 Residential Dennis Jordan:
The petition is for the waiver of Section
3.07 (1) for 11' off the required frontyard setback distance
of 35' to a setback distance of 24' from the ,prop-
erCy line along Olympia Street to the proposed
single family dwelling only.
There being no one present to speak for the variance, this item was held
till the end of the agenda.
75-3-2 .1327 Valders Ave. , No. (Map 2Q) Residential Dennis L. Anderson:
The petitiori is for the waiver of Section
3.12 (1) for 10' off the required detached garage separation
distance of 20' to a separation distance of 10' from
the proposed double detached garage to the existin�
single family dwelling only.
Present requesting the variance was Mr. Dennis L. Anderson the property
owner. He described the proposed detached garage, and his reasons for
locating it as suggested on the site plan.
The board discuss-d the 20' separation distance required and possible al-
ternatives in locating the proposed garage. It was noted that bq placing
the garage farther from the house, there would be a larger retaining wall
needed at the rear of the garage, because of the drop in elevation.

The board also discussed other possibl,e separation distances, and the pro-
ponent agreed to accept a smaller variance.
Katharine Hakala moved to grant the waiver of �ection 3.12 (1) for 8' off
the required 20' separation distance to a separation distance of 12' from
the proposed garage to the existing dwelling dwelling only, and it was
seconded by Mike Sell and carried unanimously.
75-3-3 5000 Glenwood Ave. (Map 8) B & P.O. pendin�, West Suburban Builders:
The petition is for the waiver of Section
10.04 for 1 story in addition to the maximum allowable 1 story
hei�ht required in the business office zone for a total
of 2 stories on the West side of proposed office build-
ing.only.
Mr. Earl Wilson from West Suburban Builders was present to request the
variance.
The board examined the proposed site plan, and the plan for the proposed
office building. They also had received minutes from the Planning Commis-
sion meeting where this site had been discussed, and had received a recom-
mendation for rezoning to Business Office use. �
Katharine Hakala expressed concern for preservation of the ponding at the
west end of the site, as was reflected in the Planning Co�nission minutes.
The board noted that this site does have exceptional terrain problems.
Mahlon Swedberg moved to grant the variance as requested on condition that
the property be properly rezoned, and on approval of the ponding area and
landscape plan by the Building Board of Review. It was seconded by Mike Sell
and carried unanimously.
75-3-4 9300 Naper St. (Ma_p 20) Residential Hennenin Countv Sheriff's Radio
Tower:
The petition is in reference to Section
14.02 to allow the extention of the existing non-conforming use
to the point of replacing the existing 316' high radio
tower with a similar tower of 416` in height.
Present to speak for the variance was Mr. John R. Du�ois, Director of Com-
munications for Hennepin County. Also present were Mr. D. H. Vodegel and
Mr. Olson, both County employees.
Mr. DuBois provided evidence for the need to replace the existing radion
tower. Also Mr. DuBois presented evidence of approval from the Federal
Aviation Administration. The application form had signatures giving approv-
al from 15 property owners in the immediate area around the sub�ect property.

It was noted that this site is ideally located for its �unction as a vital '
link in the Public Safety Communications network of Hennepin County.
Mike Sell moved to grant the variance as requested to allow for the replace-
ment of the existing tower of 31.6' with a new tower of 416' . It was second-
ed by Walter Kost, and carried unanimously.
With no one present to speak for the petitioner, and since no fee had been
paid, Mahlon Swedberg moved to strike item 75-3-1 from the agenda. IC was
seconded by Walter Kost, and so carried.
As a final item, the board discussed the proposed Ethics Code for Golden
Valley. It was agreed that its present form is a great improvement over
the original proposal. There were no comments the board wished to make
as a group.
Being no further business to come before the board it was on a motion duly
seconded and carried ad3ourned at 9:15 P. M.
