MINUTES OF A REGULAR MEETING OF THE
GOLDEN VALLEY BOARD OF ZONING APPEALS
FEBRUARY 14, 1984
The regular meeting of the Golden Valley Board of Zoning Appeals was held Tuesday,
February 14, 1984, at 7:30 P.M. in the Council Chambers of the Civic Center,
7800 Golden Valley Road, Golden Valley, Minnesota.
The following Board members were present:
Chairman, Mahlon Swedberg
Herb Polachek
Mike Sell
Art Flannagan
Larry Smith, Alternate
Absent by prior arrangement, Glen Christiansen.
The first order of business was approval of the minutes of a regular meeting
held January 10, 1984, copies of which had previously been distributed to the
Board.
Mahlon Swedberg moved to approve the minutes as written and presented. Second
by Smith and upon vote carried.

The Petition is for waiver of Section
5.06 for 10 feet off the required 35 foot setback
to a distance of 25 feet from the Highway 55
ri�ht-of-way at the southwest corner of the
proposed building at its closest point and for
22 feet off the required 35 feet of landscape
area to a distance of 13 feet from the highway
55 right-of-way to the proposed parking lot at
its closest point to the existiny riyht-of-
. w ay.
The petition was in order, no adjacent property owners were present. John
Liss and Frances Meany were present to explain the proposed waiver.
Mike Sell noted that previous proposals by Lloyd Johnson had come before
the Board regarding this site, and noted that waivers granted at that time
are no lonyer in effect.

The proposed building and site development were described. The building is
proposed as two-story with basement. 8asement is to be used as warehouse,
first floor is to be used as retail , warehouse and shipping/receiving, and
second floor is to be used as office. A Fabcon, tilt-up concrete panel
system is designated as the structural system.
Site constraints mentioned as contributing hardships to necessitate waiver
included pie-shaped site configuration, roadway easements and thirty-five (35)
foot setbacks on two sides to Watertown Road and Olson Memorial Highway.
The proximity of Golden Valley Lanes, 9220 Olson Memorial Highway to the
east lot line of this site was recoynized as a contributing factor in site
development by Frances Meany.
John Liss indicated that the parking requirement of 73 spaces had been met
and exceeded by provision of 74 spaces, two of which are to be designated for
handicapped use.
The ownership of property immediately to the west was questioned by John
Liss and would be looked into for possible acquisition at a later date.
Mike Sell raised the question of a possible alternative, proposing an enlarged
green area to Olson Memorial Highway and waiver of parking requirements. This
was considered a less advantageous alternative due to the character of Highway
55 and parking requirements for this use.
Art Flannagan moved to grant approval of the petition for waiver as
presented. Second by Herb Polachek and upon motion carried unanimously.
The Board discussed several administrative items with the secretary.
There being no further business to come before the Board, it was upon motion,
second and vote to adjourn at 8:15 P.M.
