MINUTES OF A REGULAR MEETING OF THE
GOLDEN VAILEY BOARD OF ZONING APPEALS
November 13, 1984
The regular meeting of the Golden Valley Board of Zoning Appeals was held
Tuesday, November 13, 1984, at 7 :30 P.M. in the Council Chambers of the Civic
Center, 7800 Golden Valley Road, Golden Valley, Minnesota.
The following Board members were present:
Chairman, Art Flannagan
Mahlon Swedberg
Mike Sell
Gary Prazak
Absent by prior arrangement, Larry Smith.
The first order of business was approval of the minutes of a regular meeting
held October 9, 1984, copies of which had previously been distributed to the
Board. Mike Sell moved to approve the minutes as written and presented.
Second by Mahlon Swedberg, and upon vote carried.

The Petition is for waiver of Sections
3A.06(2) rear yard setback for 26.4 feet off the
required 34.8 feet to a distance of
8.4 feet from the rear lot line to the
proposed addition, and
3A.06(3) side setback for 2 feet off the required
15 feet side setback to a distance of 13
f eet from the south lot line to the
proposed addition.
Norton Stillman, owner and his contractor, Dick Swanson, were in attendance.
Mr. Stillman presented his proposal for a bedroom and kitchen addition with
surrounding decks to the rear (east) of his residence. As described by Mr.
Stillman, the location of his existing home on the lot was the result
of a lot division between this property and 104 Maddaus Lane to the
east.

Art Flannagan made reference to signatures and indication of consent
received from adjacent property owners at 209 Natchez Avenue North,
101 Natchez Avenue North and 104 Maddaus Lane, none of whom were in
attendance.
The proximity of neighboring residences was examined by the Board. The closest
neighbors are to the south and east. Photographs provided by Mr. Stillman
depicted topography to the rear of his home. Mahlon Swedberg said that in
viewing the property, he saw this as a unique situation because the existing
home is far to the rear of the lot and unique topographic circumstances
exist which enhance privacy and view. In the opinion of the Board, a waiver
of setback requirements as petitioned seemed reasonable. A motion was made by
Mahlon Swedbery to approve the waiver as requested, second by Mike Sell and
upon vote carried unanimously.
There being no further business to come before the Board, it was upon motion
by Mahlon Swedberg, second by Mike Sell and carried unanimously to adjourn
at 7 :45 P.M.
