MINUTES OF A REGULAR MEETING OF THE
GOLDEN VALLEY BOARD OF ZONING APPEALS
December 10, 1985
The regular meeting of the Golden Valley Board of Zoning Appeals was held
Tuesday, December 10, 1985, at 7 :30 P.M. in the Council Chambers of the Civic
Center, 7800 Golden Valley Road, Golden Valley, Minnesota.
The following Board members were present:
Chairman, Larry Smith
Margaret Leppik
Mahlon Swedberg
Art Flannagan
Mike Sell
The first order of business was approval of the minutes of a regular meeting
held November 12, 1985, copies of which had previously been distributed to the
Board.
Margaret Leppik moved to approve the minutes as written and presented. Second
by Mike Sell and upon vote carried.

The Petition is for waiver of Section
3A.06 3 (a) side setback, for 7.3 feet off the
required 15 feet from the east lot line
to a distance of 7.7 feet to the pro-
posed dwelling at its closest point,
and for 1.2 feet off the required 15
foot setback from the south lot line
to a distance of 13.8 feet to the
existing garage.
The proposal is to demolish the old existing home, utilize the existing
garage and attach a new residential structure.
The Petition was in order. Consent had been obtained from adajcent properties
including the School Board for #281 (Sandburg Jr. High School) .
Mr. Carlson was present with his architect, Mr. Peter Senti . Mr. Senti
explained that the existing house is very old and in need of repair. A
new detached garage was built several years ago in place of an old garage.
A survey of the property and location of the existing home and previous garage
was on file and dated August 16, 1968.

The present detached garage was built in exactly the same place as the old
garage using the existing as-built survey. The garage was in compliance with
the required setbacks.
The existing house and the proposed new house are placed toward the rear of
the lot. Sandburg Road crosses at approximately a 45 angle along the south
west corner of the lot. The property to the east is Sandburg School walkway
easement and playground.
A new survey was recently completed for the proposed new home. This survey
showed the previous survey to have been in error and the existing garage to
be 13.8 feet from the south lot line and 13.7 feet from the east lot line
(15 feet required) .
The architect explained the new home in detail . It is to be attached to the
existing garage and set slightly back to adjust the roof lines. At the closest
point of this offset it requires a waiver. The Board questioned further why
the new house could not be set further ahead. After a thorough review of
several pages of plans and elevations, it was clear that moving it ahead would
be difficult and detract from the appearance.
Art Flannagan said he couldn't see any adverse affect by this proposal noting
the open school area to the east where the waiver is required and the sub-
stantial improvement a new home wuld have on the site.
Margaret Leppik said it was a creative solution to the existing structure and
questioned Mr. Carlson if he had any concern for being adjacent to the school
property and walkway. Mr. Carlson said his outside living area is all in
front on the opposite side and that he has had no problems and didn't forsee any
in the future.
Mahlon Swedberg commented on the excellent detailed plans and the very attrac-
tive appearance of the proposed house addition.
Mike Sell noted the improvement this would make on the site and that it was
unusual to demolish an existing home and attach a new one to a garaye. At the
close of discussion, Larry Smith called for a motion on the waivers requested.
Art Flannagan moved to approve the waivers as requested. Second by Mike Sell
who noted the hardship created by the erroneous as-built survey done in 1968.
There being no further business to come before the Board, it was upon motion,
second, and vote to adjourn at 8:30 P.M.
