09-10-91 BZA Minutes 1208 MINUTES OF A REGULAR MEETING OF THE GOLDEN VALLEY BOARD OF ZONING APPEALS September 10, 1991 The regular meeting of the Golden Valley Board of Zoning Appeals was held Tuesday, September 10, 1991, at 7:30 P.M. in the City Council Chambers, City Hall, 7800 Golden Valley Road, Golden Valley, Minnesota. The following Board members were present: Chairman Pro-Tern, Mike Sell Art Flannagan Linda McCracken-Hunt Don Singer, Alternate Absent by prior arrangement, Chairman Mahlon Swedberg and Larry Smith. The first order of business was approval of the minutes of a regular meeting held August 13, 1991, copies of which had previously been distributed to the Board. Art Flannagan moved to approve the minutes as written and pre- sented. Second by Linda McCracken-Hunt and upon vote carried. 91-9-28 (Map 23) Residential 614 Winnetka Avenue South Laurence Jocelyn The petition is for waiver of Section: 11.21 Subd. 7 A front setback, for .3 feet off the required 35 feet from Winnetka Avenue to a distance of 34.7 feet from the front lot line to the exist- ing house at its closest point; and for Section 11.21 Subd. 7 C (1) side setback, for 10.08 feet off the required 15 feet from the north lot line to a distance of 4.92 feet to the proposed garage addition at its closest point. The petition was in order, consent obtained from all adjacent properties. Laurence Jocelyn, Patricia Hanson-Jocelyn and their son were present. No others were in attendance. Chairman Pro-Tern, Mike Sell, explained that the Board of Zoning Appeals' agenda for tonight's meeting shows .03 feet requested off the front setback when it should read .3 feet off the required 35 foot front setback. I I I I I I Board of Zoning Appeals Page 2 September 10, 1991 1209 Mike Sell then asked Mr. Jocelyn if he had explored other options for a larger garage such as a detached double garage with access off Gregory Avenue. There is less traffic on Gregory Avenue than Winnetka Avenue and access would be easier. Mr. Jocelyn responded that other options were looked at but he has lived at this house for 31 years and access has always been off Winnetka Avenue. He was concerned about losing some trees in his back yard if he was to build a detached garage. Mike Sell asked Mr. Jocelyn if he knew how close the neighbor to the north is to the property line, what rooms in the neighbor's house faced this pro- perty line and whether the neighbor had a single or double garage? Mrs. Jocelyn answered that she guessed the house was 20 feet to the property line, that it has bedrooms facing the property line and that they have a double detached garage. Mike Sell added that if the neighbor to the north were to put up a privacy fence along the common property line, Mr. Jocelyn would not have room to put up a ladder to the roof. Linda McCracken-Hunt stated that while she had similar concerns as Mike Sell, she believed that there would be less traffic on Winnetka when Highway 1-394 was completed, making acces~ easier. Don Singer said he thought that with the proposed double garage, it would be easier to turn their car around for front access to Winnetka. Art Flannagan moved to approve the waiver as requested. Don Singer seconded the motion. Upon vote, motion for approval carried unanimously. There being no further business to come before the Board, a motion was made to adjourn by Don Singer, seconded by Art Flannagan, and voted unanimously to adjourn at 7:55 P.M. ~ ~ ff; Mike s~ Chai man Pro Tern
