2he regular meeting of the Golden Vallep Village Planning�
Commi�sion was called to order at the Vill�ge Hall a�
. $:Oa P .M. Thursday, Janu��rp 14., 1954. Nernbers present
were E�ickson, Loughland , Lpnchy Palmer, Borchert, Hall,
Patterson, LaBissoniere, Qelz, and three new members
Harold H�nson, D�le N:orton, pnd Greydon Ew�ld. The minutes
of the December 10, 1953 meeting were read znd, approved.
N"ir. Loughl�nd rdvised that re-orginization of the
Cori.�ission w�s in order and asked for nomin�tions for
the offices of President , Vice-President °�nd Secretary.
P�tterson moved nomination and election of Lou�hland
as President. Mo�ion seconded by Lynch, c�rried.

. moved that this plat be referred to the plat committee.

�nd w�^s of the opinion that the waiver should be gr�nted

ap�e^.r out of line with ad��cent dv�ellings. Palmer
. moved that the minimwn setb�ck requirement be waived to
30 feet which would �llow the house to remain in its
�present position. Motion seconded by Hall, carried.
l�r. Owens presented the final plat of Scheid's Gardens,
Lpnch mo�red that the pl�t he accepted. Notion seconded

Highw�.y Depar�tment presented � request for re-zoning ��'
the srea of St�te Gravel Pit 1957 A and �B, � tract of �
approximately 30 acres. This property is loc<^ted
north of the present Flittie pit and borders the Belt- ,
Line on the west. Nir. NicCubrey stated th�t it is the
inten tion of the Highw^p Department to move t�:e he�d-
c�uarter� �nd shop of N`:ainten�nce District 9 (Hopkins)
to t his location. The move would b��made gradually over
a period of two or three years and would involve the �
construction of an office �nd shop building plus other �
, storage buildings. Yard �rea for �he -st"ora r�vel •
bituminous mixture, ^nd equipment v�ould also be re�ia.red. �
The first operations would involve filling the presen� .
pit area up to the elevation of the Beltline �nd screeri:.
plantin�. A preliminary drawing was presented showing '
the general proposed layout. Members of the Comi�ission
pointed out th�t it would like to have the proposed
buildin�s;set b^ck ^ distance of 300 feet fro�i the ,
tr�veled portion of the Beltiine. Nir .NcCubrey was
agreeable to this propos�.l. The drawing showed �iuffer
or �lanting zones on all sides of t he property
surrounding the shop �nd y�rd �reas. P�tterson moved
thr.t the Planning Comm.ission recor�end to the Village
Council th�.t the land shown on the l�iinnesota Highw�.y
Dep��tment pl�t plan for P��aintnenanc� Distriet 9 be
re-zoned from Open Development to Industri^1 with t he � -
exception of thTt portion lyin� west of �assett's
Creek. Since the area west of the creek is not
contemplated for use by the Niinnesota �Iighw�y Department
it is requested th�t the Ninnesota Hi�hw�y Departrr�lent,
a�ree (�ccordin� to statute) tha.t this are� be ��r�:ilable
�or s�le for future development by others. Also, that
' no buildin�s be pl�ced within 300 feet of t�Ye edge �f
the trfiveled portionry of T.H. 100 (Beltline) ; with t he
, further stipul�tion th�t a 30 foot easement for road
pt�rposes , on the north and south boundaries o�' the
property be granted by the P�innesota Highway Dep�rtme�t ,
if such need arise. Niotion seconded by Borchert, carried.
�r. Owens reed a letter� from l��r. R.E. �Tyer requesting
re-zoning of his property on t he south side of Olson •
Highway across from the V�hhite House to comrtLerci=l or
industrial. P�tterson expressed an opinion that , in
view of t he previous action taken �or ._ re-zoning this
property for a specified use, he did not agree with
re-zoning at this time� when no specific proposal is being
presented. Patterson mo�red to deny the rec�uest. l�otion
seconded by LaBissoniere, carried. �

�r. Bjornson of Anderson Aggregates again presented a
request for re-zonin� to industrial the property between
� Olson Hi�hway and Golden Valley Road alongthe east side
of the Minneapolis, Nvrthfield and Southern Railroad
tr�eks. He presented a pl�n for building a. road so that
access would be off the Beltline service drive at Phoenix
Street. �iembers of the Commission pointed out tht: t this
vould mean that readp-mix trucks �nd other heavy trucks
would be �oing thru a potential residential area. It was
� also pos.nted out th�t considerable railro�d property is
now zoned industrial in this area and no development has
taken pl�ce,� therefore, it would not be des�irable to re-
' zone additional areas. In order to give the �new m�emhers
of t he Commission an opportunity to view the property and
form �n opinion on this matter, Lynch moved that thi5
� matter be referred to the zoning com,mittee for futher
study. A�otion seconded by Hall, carried.
� P1^t committee reported th^t they had viewed the Elmer
. Crowl property but could m�ke no recommendation until
Mr. CrQwl �as av�.ilable for questioning. Natter was �
� . deferred pending the ap�,earance of �ir. (�rowl. �
Pl�t eor��ittee reported viewing the tr�ct of land at
2115 �nTinnetka Avenue which NIr. Gor��ley wishes to plat.
The comff�ittee suggested th�t Mr. Uwens write to l�lr.
' Gormley advisin� him to submit more detailed information
regardin� this propertq and proposed plat.
N�r. Owens presented the request of Karl Witt to pl�t.
property in Massolt Gardens. Borchert moved that the
• pl�t be rejected on the �rounds that it does not comply
with the platting requiren�ents. l��otion seconded by Palmer,

P�r� Owen� presented the problem of fixing residential
^reas in a.ccordance with the new zoning ordinar�ce in regar d
to those areas not platted but residential in character.
" It was ngreed th^t Nir. Owens �nd N1r. K�ne �aould list
these are�s accor�in� to their �udgement �nd discuss with
the Plannin� Commission at a future meeti�g.
Mr. Owens presented the problem of revising the lot
r��u.irements for double-bundalow or two-family houses as
in�luded in the new 2oning ordinance. Borc,�nert moved
th�t this problem be referred to the zoning and ordin�=nce
commsttees for consideration �nd to present a policy at
the February meeting of the Planning Commission. N�otion

Loughland ques�ioned whether problems relating to wGivers
shouldnft be ri�ghtl.y referred to t he Ordina.nce Committee '
rather th�n tl�e �.,lat Committee. After discussior}, the '
Commission agreed that future requests for waivers would - .
be referred to the `Ordinance Corruuittee. �
Mayor Huebsch was intrpduced to the members of the
Planning Cott�ission. H'e sug�ested thr t P�ir. Herman Olson,
Minneapolis Planning Engineer, be invited to address �
joint meeting of t he Villrge__ Council, Planning Commission
and other Vill��e bo�rds on city planning and zoning.
Lou�hland offered to �ea.k to Mr. Olson .^bout this matter.
Palmer r�ised the question, reg�rding the 30G foot set-
back from T.H. 100 mentioned to A�'Ir. ��cCubrey earlier this " "
evenin�, that in view of the relzxing of this setback for
the proposed General Notors building, can we rightly
request the Mia�nesota Highway Department to setback 300
feet? N�r. Kane, in answering Palmer's question, was of �
the opinion th�t the Gener�l N�otors action possibly set
a precedent that will h�ve to be recognized in future
zoning ��long the Beltline.
