The regular meeting of the Golden Valley Pl�nning
Commission wrs called to order at the �Tillage Hall
at $:00 P.1�. Thursd�y, Februarp 11, member�s present
were: Erickson, Lyneh, Palmer, Borchert, Patterson,
RauQl�nd, LaBissr�niere, Hanson, Ewald a�nd Velz. The
� minut�s of the January 14th meeting were read �nd
� apa�roved.
Nir. L.Ni. Davenport, Industri�.l A�ent for the l��inneapolis,
Northfield and Southern R�ilway, appeared to request
re-zonin� of 6 �cr�s of land lying east of the Nlinneapolis,
Nor�Ghfield a�.d Southern tr.��cks between 6th Avenue North
s�nd the N�inne$ota Western tracks. Re-zonin� to Indu�strial
w^s requested inorder to permit Anderson Ag�regates to
construct a ready-mix c�?ncrete plant and a storage y�.rd for
� equipment on this tract. N�r. Bjornson of Anderson Aggregates
h�s apperred before the �Planning Commission several times
. �hegarding this matter and Nir. Davenport did not present any
particularily new arguments in favor of re-zonin�. When
� questioned about the �evelo�am�t�t of the property l�ing west
of the Niinneapolis , Nort�:fidd =�nd Southern trac::s, now
zone3 industri�l, he stated th=�t severl co�panies h�d
' ' considex��d the are�. Some members of the Commiss�on ,
express�d the thought that if there w�s some way of making
sure that �cess to t he property could be restricted to
6th Avenuc� North so there would be no pos�ibility of heavy
trucks h�vin� acess to Golden Valley Road or to the areas
north of the 1�Iinnesot^ Western traeks they mi�ht �ive more
f�vorable consideration to re-zoning this tr{ct. Lynch
moved thRt the request be denied. Seeonded by� Palr�er, carried.
Nr. P.B. Olson p�resented a proposed plat of Hidden Valley,
lyin�; in the NE� , NEw Sec. 1$ � T 29 R. 2�:: Lynch of' the
Plat Commi�tee suggested that 1�'lr. Olson should get together
with Nr. Crowl, who is platting the property to the west,
_ in order to �►ake the two plats as comp^table as possible.
Rau�land moved that P�r. Olson and Nr. Crowl get together
ancl. present a joint plat to t he Plannin� Commissioji,
seconded bp Ew�ldcarried.
N1r. Fred Jones presented . revised plat of Green Valley
First Addition. It w�s poi ��ted out to Nir. Jones th�t
corner Lot 1, Block 1 did not meet the area requirements
� for corner lots. The need for a tem}�or�ry turn�rou.nd
� at the future location of Duluth Street waa alsa ci�ted
�
Palmer moeed that the plat be accepted with the �
stipulatios that Lot 1, Block 1 be made to conform
with the pl�t requirements and that a temporary
easement be given for an off-cemter, 100 fovt diameter
turnar�ound until such t ime as Duluth Street is constructed.
Seconded by Raugland, carried.
The Otte� Construction Company presented a revised plat
of Val-Wood Addition. . After consi�lerable disc�ssion
reg�rdin� the areas of corner lots and street widths, ,
La Bissoniere moved that the plat be accepted as presented .
Seconded by Erickson, Qarried.
Mr. John H. Eastmnn, owner of lot 3 block 5 Kez�nedy�s
South Tyrol Hills Addition, appeared to request a set
back waiver to permit construction of a house to within
20 feet of Susse� Avenue. No hardship running with the �
1^nd was presented. Erickson moved that the request be �
denied. Seconded by Palmer, car°ried. .
Lgnch c�resented a map cif the arer�. surrounding the proposed
Gormley Plat. Due to Nr. Gormlep not being present,
ac�ion was deferred. �
Borchert presented a vuritten request for re-zoning to .
Industri�l theCarl Hipp property located at approxim�tely
630o to 6500 Sixth Avenue North and described �s Lot
1, AuditmrTS Subdivision 322; Se�tion 32, T. 11$ R. 21,
except that p�rt of the SE4 , Ni� Iging east of t he West
635 feet thereof, except Railroad ri�ht-of-w�y. This:
requPst wrs made by Lola Shoquist , 2401 Blaisdell Avenue,
Minneapoli5, on behalf of the owner. It is proposed
to construct � one storg building cont�ining 250,000
square feet of area for warehouse, production and
assembly p�.rposes with 200 person employed onthe pre�ises.
A map of tY�e 20 acre tract and surrounding properties was
�lso subr�it.ted. The property is bounded on the south by
6th Avc�nue North, on the er st by the Niinneapolis, Northfi�l.d
?nd Sout.hern R�ilway property now zoned industrial, on t he
north b� the Nlinnesota Western Railway ^nd on the west by
4 acres of unimproved land owned by L�wrence Foss. Lynch
moved th:�t this matter be referred to t he Zonin�g Corrr;ittee.

The � Secretary read a letter from N`�r. Herman Olson,
Nlinneapolis Pl�nning Engin�, er, stating that he would be •
�lad to speak on City �nnin� to the Golden Valley officials
�ny Fridap in April or N�ay except Good Friday. Themembers
of the Planning Coma�ission would be agreeable to ^ny date
selectec, but since the Couneil :�nd other officials would
like to attend it was �cl�e opimion of t��e Commission th�t :
the Council should have the privilege of setting � date.
N`ir. Borchert informed the Planning Commission that NCr.
Owens requested th: t future plats be submitted to the
County Surveyor andCounty Highway De�artement before
� a
. final approval. Also that plats in the northeast portion
of the Village should be accompanied by petitions for
sewers before �cceptance. Owens also informed the
Commission th�t he �ould provide a copy of the Richfield
Plumbin� Ordinance if the Eommission desired to have a
� co�g. The opinion of the Commission was that it would
not be necessarg.
Patterson reported some of his ideas on the lot requirements ,
and sp�cial zoning for double-bungalow or two-fan;ily
residences. He also indicated changes which would be
necessarp in the new ordin�nce should this type of residence
be t�ken out of the present Residential Zone. Patterson
� su��ested th^t the minimum lot requirements for two-
faniily houses be set at 150 foot frontage �.nd 20,00� square
feet in area. These requirements vaould permit two-family
hous�s in open development zones, in �reas platted for two
- fr�i�� homes and in areas rlready pl�tted where two �djacent
lots �ould be combined to meet the proposed requirements �d
permission abtained to construct such dwellin�. Discussian
^bout creating a separat� zone for two-familty residences
brou�ht up the q_uestion of whether or not the l�rger lot
r�qu��ements would accomplish the p�rpos� without cre�tin�
? special zone which mi�ht necessitate considerable spot
zonin,�.
