The mee-�ir3g was called to order by Vice Presiden.t Patterson an.d the following members were in a�tendance: � Etiaald, Hanson, Jordan, La.Bisson3.ere, Lynch, Pennock, Feterson, Raugland, Shinder, To1g aaid Velz. The Chairrnan €�:tanounced that �the purpose of the mee-�ing was to consider application of the Stan.dard Oil Gom�any, 1300 Harmon �lace, Minneapolis, �'or rezonvng to Industria� categox�y app�oximatel�r 21 acre� froating on the East side of Count�r Hi.gh�ay #18 and lying between the propert� of the Westview School and an area owned b� the M 3e St.L. Railwa�. Pn.tmam reported on the meeting of the Zoning Committee with the app�3.cants at the site and the committee�s determi.n.ation that the area appe�.red to be su3t- able for industrial development. R�r. C. B. Brand, representing the Standard Oil Compan�, presented writ�en information to Conum.ssion members e�cplaining the applicantts intended wax°ehouse operation, lv.bricatir�.g oil packaging, and truck ma.intenance repair shops. This information was snpplemented with photographs depicting a similar company opera�ion known as the 'tCalumet Sta-tioa't, Hammond, Indian.a. Mr. Brand �upplied additional in.formation at the reques-� of inembers, regarding the t�pe of construction of bu.ild3ngs, the compari�r�s intent to fence in the total area, assurance that no gasolin� would be handled and that no ob�oxious odors would be created b� the operation. Discussion then centered around the need fo� creating a bu.f'fer zone to the East and setback requirement from County Highwa�r #18. Conside�at3on was also given to the ma,t�ter of the Ra3.lroad proqiding a spur traek. It was the opinion of the Comm3�ssion that the spur track could traverse th� railroad�s property to the North without necessitating r�zoning of that tract from open development. The following motion was o�fered by Velz, seconded b�r Lynch, and unanimously carried: Resolved that the Planning Commission recommend to the Council appz�oval of the request of' the Standard Oil Cpmpany for rezor�ing to Industrial the tract of land'legally described in. their application (1) exceptin the West 150 feet � thereof, thereby creating a 100 foot bu3.lding setback l�.ne rom the future right-oP-wa� of Highway #18, (2) �urther except3.ng �the Easte�ly 100 feet �ahich shall be su�ficiently planted with trees to �reate a noise barrier on the Ea�t and that this buffer zone shall be maintained as long as the land to th.e East rema.in� in eith�r open de�relopment or res3dential categox�r, and (3) the applicant decv.cate 60 feet at the South of the tract easterly �rom T3ighway #18 to the �0 foot �o� in the South property 13ne according to the plat and beyond tha.t point deci�.cate a 10-foot stri.p along the South edge of the property for possible f.uture street purposes.
