REGULAR MEETING OF THE GOLDEN VALLEY PZANNING C4MMISST4N
FEBRUARY 11, 1960.
A regular meEting of the Planning Commission of Golden Valley was held Thursday
evening, February 11, 1960, 7:30 P.M. at the Civic Center, 7800 Golden Valle�r
Road, Golden Valley, Minnesota. President Pennock presided and the fol.lowing
members �rere present: Bedwell, Borchert, Bromschwig, llischer, Dresser, Hetman,
Jensen, Lynch, Shinder and Velz. Also present were Roger K. Ulstad, Village
Manager, Donald Sorensen, Village Engineer, Stanley D. Kane, �illage Attorney,
Dan Lynch, Building Inspeetor, and Mike Sell, Planning Commi�sion assistant.
On motion, the January 1�., 1950 minutes were approved.
P2r. George Pennock, Chairman of the Planning Gommis�ion introduced Mr. Robert I.
Bromschwi.g and Mr. Vernon L. Discher, the newly appointed Planning Commission
members.
ELECTION QF OFFT�ERS '
Mr. John Borchert, member of the nominating committee, recommended that Mr. George
Pennock and Mr. Joe Brown be elected President and Vice-President, respectively,
of the Planning Commis�ion. �Iotion by Jensen, seconded by Lynch that the Planning
Commission accept the recommendation of the nominating committee and elect George .
Pennock, President and Joe Brown, Vice-presid�nt, carried. President Pennock
therefore made the following appointments:
W. Merton Dresser - Chairman, Zoning
Lyle Jensen, Chairman, Ordinance
Paul Velz, Chairman, Long Range Planning �
PLATS
STREET NAME CHANGE
Colonial Road to Colonial Drive. Requested by Russ Johnson, Minneapolis Post
Office. The Committee recommends deferment of this item to the March Planning
Commission meeting.
ZONING
ROBERT MO,SER - 3845 St. Croix Avenue ��LS #331)
Request ig for rezoni.ng from multiple dwelling category to corimercial.
This _entire parcel of land was rezoning approxirnately a year or so ago to
Eommercial and �Iultiple Dwelling, however, as a result of the porposed new
overpass in this area, their front footage had been cut down considerably by
cond�mnation. The applicant nox asks that a strip of land approximately 120 ft.
wide, running from the south to the north bou.ndary af this parcel be rezon�d:to
Commercial eatsgory in order to give the shopping center on the east side of this
tract suffieient room. The Committee requegts that set-back requirements be
cheeked prior to the issuing of the building permits. Motion by Lynch, seconded
by Borchert that �hi� request be recommended for approval to Council. Motion
carried.

JOSEPH VAN BOCKEL - NE Corner Hi�hway #12 and #100
Request is for Multiple Dwelling Zoning. This is the last parcel of land in a
fully dev�loped residential area. It is the opinion of our committee that this
parcel of land should be developed in the same manner as the surrounding areas,
and as a result, the committee recommends to the Comrnission denial of the request.
Motion by Borchert, seconded b�r Hetman carried that the Planning Commis�ion
accept the committee report and recommend denial to Couneil.
RAYMORE P�NKONIE - b731 Golden ValleV Road. Pro osed F'un���lHome.
This 3s the property of the old Methadist Church, Hhich in Augu�t will be moving
to their new site between H ighway 55 and Harold Avenue. The applicants are a�king
for rezoning for a proposed funeral hom� and the intent is to remodel the pre�ent
chureh building f or this use. After due consideration, the applicants have
temporarilg �th-drawn th�ir request to allow further study.
ORDINANCE WASVERS
RONALB V. ANDERSON - Approxi.�nately lt235 22nd Avenue North(R.L.S. #879)
Req�:est is to create two (2) 88 ft. lota oizt of one large lot 176 feet wide.
Applicant offers to deed the �Torth 25 fee� of each' of these lots to the Village
as part of 22nd Avenue North. The Committee recommends approval of this request
and suggests a Cul-de-�ae at the West end of 22nd Avenue Nort,h. Motion by Vel�,
seconded by Borchert that this request be reeammended for approval by Council,
carried.
E. S. PATTON - 6620 & 6b31� GLENWOOD AVENUE (Lot l0, Auditorts Subdivision #�22)
Request is for waiver of Section lI� of platting ordinance (conveyance by metes
and bounds) and Section 3.0l� of zoning ordinance (minimum frontage) to c�eate two
lots out of Lot 10, Auditor's �ubdivi�ion #32z. The corrmsittee would like to defer
this request and refer it to Lang Range to try and work out a street pattern in
this area, requesting a report by March or April at the latest.

Request i� for appro�ral to erect a ro�a�ing, ill�nated sign 23 feet high. It is
the :opinion of the committee that this s�.gn would have more nuisance value to the
homeowners to the IJorth than it would have advertising value. It is higher than th�:
established limits and closer than the 25 ft. minimum from corner lat line. It is
th�; reeonBnendation of the committee that this request be denied.. Mo�ion by Dre��er
seconded by Borchert that this request be recommended for denial to Couneil,
carried.

C. B. J(�iNSON - 6600 Glenwood Ave�ue (D.W.Foss Investment Co.)
Req�u.e�t is for waiver of Section 11�, Platting Ordinance to create two lots out of
one. Application states that lot would have sufficient square footage, however,
engineeri.ng office shows only 10,850 sq. ft. The granting of this request would
appear to create two sub-standard lots and the committee therefore recommends
, denial. After considerable discussion with Mr. Foss, the Commission deferred
tiii� matter baek to the coimnittee for further study with their report at the March
Plann3ng Commi�sion meeting.
D. L: DICKEY - 510 & 520 Ellis Lane (D. W. Foss Investment Co.)
Request is far waiver of Section 3.�51 (1�O.ft. frontag� for double bun�alow).
Also one lot is 190 sq. ft. short in area requirement, The eommittee viewed this
property but felt they could not make a recommendation beeause app�ieation was
incomplete. There were no signatures of adjoining property c�wners. The Committ�e
' therefore would like to defer thi� applieation until it 3.s completed. After
discussion with 1�. Foss, a motion wa� made by Hetman, seconded by Shinder, that
approval of this request be recomme.nded �o Council on condition that all signatures
be complied wi.th before Council meeting. Motion carried.
D. W. FOSS - Lakeview Hei�hts & Lakeview H ei�hts First Addition
RequESt is for a blanket waiver of 28 eorner lots to permit a 6-foot side lot set-
back and a 1}� ft. �ide street setback. The committee does not feel that this is
in i�eeping with progressive planning for the Village and that such action could
not b� justified by past experiences. On April 12, 1956 the Commission approved a
waiver on Olympia and Sumter submitted by �. W. Foss. On January 1lt, 196o the
Commission again approved a waiver with building plan for the sam�: lot. Tt is the
opinion of this co�nittee that each lot 'should be waivered only at the ti.me a
building permit is r�quested and that the location of the building on the prope�-�y
shall be eleas�ly marked along with the ti,raiver requested. The commi.ttee therefore
re commends denial. Motion by Velz, seconded by Dresser to recommend denial by
Gouncil, carried.

COMMTTTEE REPORT O1V UP DATING OF ZONING CDDE
Committee member Dresser ma.de a motion, seconded by Velz and earried that the
Planning Commission r�commend the aceeptance of the Zoning Code to Couneil subjeet
to the approval of George Loughland.
Dresser recommending that the Commission accept the revised Zoning Code. Mot3on
by Velz, seconded by Borchert to approve items 1 thru 66 on list for Public Hearing
a� accepted by first reading of Council February 2nd, 196o and on agenda for seeond
. reading of CounciZ for meeting of February 16, 1960, carried.

GENERAL
RESIDENTIAL Z�NING
A suggestion was made by Village Attorney Kane to study the possibility o£ making
a difference between si.ngle family hom�:s and two-family type homes in the
residential zone category. This matter was referred to the Long Range Committee
for further study.
EASEMENT ALONG BASSETTtS CRE�K (Referred to Planning Commission by Council 2/2/60)
After discussion about an easement along Bas�ett�s Creek and a recommer�.dation from
the Village Engine�r that a 50-foot easement would be �ufficient, a motion wa� made
by Borchert, seconded by Jen�en to reque�t the Village Attorney to ineorporate into
the V�.11age Code that no permit for a structure with3.n 50-feet of the center-line
of Bassett�s Creek be issucd, carri�d.
LETTER OF INTRODUCTI01�
President Pennock read a letter of introduction to Mr. Robert Aydburg, enabling him
to get the cooperation of the various industries in the Village in his compilation
�if inforrnation �ar the pilot�s study as apprflved by the Commission at the tJ�cember
1959 meeting. Motion by �orchert, seconded by Jensen to endorse the letter of
introduction, carried.
MEDICAL CE�JTER
The Village Manager, Roger K. Ulstad, read a letter of application for permit for
a Medical Genter adjacent to Reed I�rug and the Red C}wl Super Marke�. Commission
stated this matter should be presented through the regular channels.
There being no further business to transact, on motion, the meeting was adjourned
at 11:10 P.M.
