September 15, 1960
,� regular meeting of the Planning Commission of the Village of Golden Valley
was held on Thursday evening, September 15, 1960, at 7:30 P.M. at the Civic
Center, 7800 Golden Valley Road, Golden Valley, Minnesota, President Pennock
presided and the f�llowing members were present: Bedwell, Bromschr�aig, Brown,
Dresser, Discher, Hetman, Jensen, Loughland, Raugland and Shinder. Also present
were Donald Sorensen, Village Engine+er; Stanley D, Kane, v;.iz�E Attorney;
and Mike Sell, Planning Commission Secretary.
On motion by Brown, seconded by Jensen, the August llth, 1960 Planning Commission
minutes were unanimously approved.

� Plat Committee Chairman Raugland gave ttbe following report:
"On motion made by Dresser, seconded by Brown that the P1at Commi.ttee
act f or the Planning Commi.ssion on the Ewald Terrace Addition, the
Plat Committee held a special meeting on Tuesday eveni.ng, August 30,
1960. The Plat meets all of the platting requirements and conf orms
to the overall plan submitted to and approved by the Planning Commission
, at their August 11, z96o, meeting. On unani.mous vote, the Plat
Committee, ac�ing for the Planning Commission, recommends prelimi.nary
approval of the plat "Ewa1d Terrace"."
Motion by Loughland, seconded by Brown that the Planning Commission ratify
the action of the Plat Committee at their August 30, 196o meeting. Motion
unanimously carried.
ZONING
1215 NORTH LILAC DRIVE, Robert Moser; Lots l6 and 17, Hipps Addition.
Zoning Committee Cha,irman Dresser gave th e following report:
"On motion made by Borchert seconded by Bromschwig, tha.t the Zoning
Committee act for the Planning Cammission on the proposed rezoning
request f or Mr. Ro�ert Moser, the Zoning Committee held a special
meeting on Friday evening, August 12, 1960. The following points
were brought out in our meeting with Mr. Moser;
l. The aim is to save most of the existing hedge
with the exception of land needed for ingress
and egress.

2. The congregation intends to landscape the site as
soon as possible. If possible, this fall - if not,
then sext spri�g.
3. The church would be set back in a li.ne with the two
existing homes at 1101 and 121�� Nprth Lilac Drive.
!�. The church congregation will meet prior to the public
heari.ng and wi11 have some cnncrete plans as to the
exterior of the building.
On unanimous vote, the Zoning Comrns.ttee, acting for the Planning
Commission, recommends rezoning of Lots 16 and 17, B1ock 1, Hipps
A,ddition to our institutional category."
Motion by Brown, seconded by Shinder that the Planning Cornmission ratify the �
action of the Zoning Committee at their August 12, 1960 meeting. Motinn -
unanimously carr3ed.
IVORT�TERN BELL TELEPHONE COMPA,N'Y, 710 MENDELSSOHIU AVENUE NORTH.
Zoning Commi.ttee Chairman Dresser gave the f ollowing report: -
r'This request is for rezonin� to our commercial zone by N.W. Be11
Telephone Company and is the r�5ult of potential future expansion
plans. They have purchased from the School District a parcel of
�.and measuring 50� by 200� i.mmediately to the east of the N.W. Bell �
Telephone pr�perties. The Zoning Committee�s unanimous report is " ,
to recommend approval of this rezoning request." -
Discussion of this request revealed the neeessity of additional stucl,y of
future streets in this area inasmuch as the Village owns 50� access to
County Road #18, adjacent to the North �0� of this traet.
Moti�an by Brown, seconded by Bromschwig that the Planning Comrni.ssion accept
the Committee report and recommend approval of this request to the Couneil.
Motion unanimous ly carried.

Zoning Committee Chairman Dresser gave the following report:
"The request for rezoning is from open d�ve].opment to our multiple
dwelling zoning category. The Gommission will �ecall the rezoning of a
parcel just north of the requested site for multiple dwelling for
the same applicant. This parcel is also on Dnuglas Drive and occupzes • ,
the tria�gle bounded by the Minneapolis, Northfield and Southern
Rail�oad. The present multiple building houses 11 units with
adequate blacktopped parking facilities. This request is for two
additional buildings, one housing 17 units and the second housing
11 units. The front footage is approximately �.25� �n Douglas Drive.

Motion by Jensen, seconded by Tietman, that the Planning Commission aecept
' the Committee report and recommend approval to the Council.. Motion
unanimously carried.

Zoning Committee Chairman Dresser gave the following report:
'�This request is for rezoning from open development to the multiple
dwe�l3ng zoning category, and the Commi.ssion wi11 recall that we
approved, last mc�nth, th� expansion of the F & R units to the south
of their present location. This request is for three additional
units to the north and to the east of the present eompleted three
uni�s. The Cammittee agairz feels that this is a very 1.ogical
expansion for this pareel of land. Adequate parking setbacks as
well as a 50� easement have been provided for by the applicants
on Bassett�s Greek. The Zoning Committee has asked that the
applicant work with the Engineering Department on the proposed
street pattern, with final approval from oua° Eng3neering Department
on Thursday, September 15. If agreement has been reached and is
sa�isfactory to the Commission and our administrative departrnents,
the Comr�.ttee unanimously recommends approval of this request."

LONG R�.NGE PLANNING
PROPOSED INTERCHANGE AT T.H,#100 and MINN�SQT�, WFSTERN R,�,ILROAD:
Donald Sorensen, Village Engineer, presented tentative plans for a proposed
interchange at T.H. #10� and the Minnesota Western Railroad, as submitted
for discussion by the Mi.nnesota Highway Department. After examination and
discussion of the plans, a motion was made by Loughland, secandefl by Jensen,
that the Planni.ng Commission approve said tentative plans and recommend
general acceptance to the Council. Motion unani.mously carried.

President Pennock read a letter from John Borchert, asking the Planning
Gommission to accept his re5ignation due to current ac�ivities that are
conflicting with the Commission meeti.ngs.
Motion by Lc�ughland, seconded by Brown, that the Plann3ng,Commission
recommend the acceptance of Mr. Borchert�s re,�igna�ion to the Council,
with deep regret and with sincere appreciation for his devoted service
to the Village. Motion urianimous 1y carried.
