REGULAR MEETING

November 10, 1960
A regular meeting of the Planning Commission of the Village of Golden Valley
was held on Thursday, November 10, 1960 at 7:30 p.m. at the Givic Center,
7800 Golden Va11ey Road, Golden Valley, Min�esota. President Pennock presided
and the following members were present: Bedwell, Bromschwig, Brown, Discher,
Dresser, Hetman, Jensen, Lo.ughland, Lynch, Raugland and Velz. Also present
were Village Engineer, Donald Sorensen; Village Attorney, Stanely D. Kane;
- and Planning Comm�.ssion Secretary, Mike Sell.
� �n motion by Jensen seconded by Brown, the Ocotber 13, 1960 Planning Commission
minu�tes �rere una�a.mously appro�ed.
, PLATS
R. W. WORMSBECKER A�DITION - Lot 11 & the South 2 of Lot 12 lying West of the
East 600t all in Yale Garden Homes.
Plat Committee Chairman Raugland gave the following report:
"The Comrnittee approves the preliminary plat for residential
zoning. This includes the waiver on Lot 2 to 90 foot frontage."
Motion by Dresser seconded by Hetman to acc�pt the Committee report and
recommend approval to the Council. Motion unanimously carried.
GRAPIiIC ARTS CENTER (CR.EATIVE ARTS) 7111 Medicine Lake Road.
Long Range Planning Committee Chairman Velz gave the following report:
«The Long Rar�ge Committee reaffirms it�s October recommendation for
the road pattern in the Graphic Arts Center. The Committee did not
consider it desirable to project a road westward from the Center for
the following reasons:
1. The grade of the railroad is not compatable with the
proposed street grades.
2. Construction of side tracks on the east and possibly
on the west side of the tracks would make a street
crossing undesirable.
3. The traffic generated east of the tracks by the school,
Honeywell and the Graphic Arts Center should be encouraged
to leave the area on established collector streets such as
Medicine Lake Road, Douglas Ilrive and the proposed new St.
Croix l�venue to the East.

!�, Projection of a street to the west would, in the opinion
of the Committee, tend t� encourage traffic from the
industrial area to travel on secondary or residential
streets.
5. The road pattern west of the tracks ma.y be suitably
developed independently from that east of the tracks,
and it ma.y be desirable not to construct an east-west
road across the drainage �aay which passes through the ¢
l.ow land between the t�acks and Winnetka Avenue. A
portion of this area may be needed f:or a ponding area." .
P1at Committee Chairman Raugland gave the following report:
1°The P1at Committee recomends the preliminary approval of this plat
subject to the recomrriendations on the street pattern b�r the Long
Range Committee."
Motion by Ra.ugland seconded by Jensen that the Planning Commission acc.ept
the L�ng Range Committee R�port. Motion unanimously carried.
Motion by Brown seconded by Loughland that the Pla.nning Commission accept
the Plat Committee report and recommend greliminary approval to the
Council. Motion unana.mously carried.
ORDINANCE WAIVERS
7101 GL�NWOOD AVEI�UE, Lot 3,�, Auditor�s Subdivision #322 (Lloyd C. Thomas)
Ordinance Committee Chairma.n Jensen gave the foZlowing repart:
"Request is for waiver of Sec. 3.051 Zoning Code (150 ft, frontage
Double Bungalow). The Committee considered the size and shape of
the lo�t, the attached signatures and the proximity of Highway #55.
The lot has approximately 30,000 sq. ft. of area, but has only
approximately 88 ft, af frontage on Glenwood Avenue. The Committee
recommends approval of a 62� waiver to the Planning Commission."
Motion by Velz seconded by Raugland that the Planning Commissian accept the
Committee report and recommend approual to the Council. Motion unanimously
carried.

3320 REGENT AVENUE NORTH (Mrs. Lavina Anders�n)
Ordinance Committee Chairman Jensen gave the following report:
"Request is for waiver of Sec. 3.11 Zoning Code (side yard setback)

to 13 ft. to allow construction of a 10 f�. breezeway and
1.l�. ft, garage. The garage to be build now, and the breezeway
at a later date. The Committee does not feel that a hardship
exists and either the garage or the breezeway could be ma,de
smaller. Also, the garage, detached, would be in violation
until the breezeway was attached. The Committee recommends denial."
Motion by Bromschwig seconded by Bedwell that the Planning Commission accept
the Gommittee report and recommend denial of this application to the Council.
Motion unanimously carried.
900 TURNER�S CROSSRQAD SOUTH (Project Twsnty-Nine Corporation)
Ordinance Committee Chairman Jensen gave the following report:
"Request is for waiver of Sec, 1�., Platting Regula�ions (conveyance
by metes and bounds). The Committee discussed the apparent erzcroach-
ment of tract B, R.L.S. #�661 as presented on survey and as listed in
l.egal description. It would appear that the title is not clear and
the Committee felt that it would be best if regular platting pracedure
were followed. The Committee recommends denial."
Motion by Brown, seconded by Bromschwig to accept the Ordinance Committee
report.
The Commission questioned the applicant at length concerning this request.
Information not available to the Ordinance Commi�tee was presented by the
applicant to the Commission. Stanley D. Kane, the Village Attorney, advised
the Planning Commission that in granti.ng this waiver, the �Fillage could in
no way become involved in ar�y legal problems concerning the title to this
property. As a result, Motion by Velz seconded by Lynch that the Planning
Commission recommend approval to the Counci7.. Motion unanimously carried.
WINSDALE & INDEPENDENCE Lot 22, Block 6, First Addition to Lakeview Heights
(Foss & Ferguson)
Ordinance Committee chairma.n Jensen gave the following reportr
"Request is for waiver of Sec. 3.11 (front yard setback) of 13 f�.
to a 22 ft. setback on Wa:nsdale. This hardship is common to other
corner lots in this area. The Committee recommends approval."
Motion by Ltresser seconded by Velz that the Flanning Commission accept the
Committee report and recommend approval of this request to the Council.
Motion unanimously carried.
NAPER & HTLLSBORO, Lot 20, B1ock 11, Lakeview Heights (Foss & Fergtzson)
Ordinance Comm�.ttee Chairman Jensen geve the following repoar�t:
"Request is for waiver of See. 3.11 (front yard setback) of 13 ft.

to a 22 ft. setback on Naper. This hardship is common to other
corner lots in this area. The Committee recommends approval."
Motion by Brown seconded by Lynch that the Planning Commission accept the
Committee report and recommend approval of this request to the Council.
Motion unanimously carried.
1335 WISCONSIN AVENUE NORTH, Lot 8, Black 7, Golden Oaks 2nd Addition
' (Sherman Anderson)
Ordinance Committee C�airman Jensen gave the following report:
"Request is for waiver of Sec. 3.11 (side yard setback) of 7 inches
(actually 2 ft.) to ]1.G.5 ft. from North property line. Information
supplied this committee indicates that builder was advised to mave
foundation foota.ngs at the tune construetion was begun. Also that
same buil.der built home to the North in violation of Ordinance. In
view of these facts, the Committee feels obligated to and therefore
recomrnends denial."
Motion by Discher seconded by Raugland to accept the Committee report.
Motion unanimously carried.
Motion by Jensen seconded by Bedwell tha't the Council take any action
they deem necessary or advisable without a formal recommendation from the
P�.anning Commission since this building is up and nearly complete and
the possibility of 1ega1 action exists. Motion unanimously carried.
PROPOSED G.A50LINE STATSON ORDINANCE
This item was deferred to the December l.�th Planning Commission meeting,
thereby allowing a joint meeti.ng of the Ordinance and Zoni.ng Commi.ttees to
be held on November 22, 1960, to study the proposed ordinance.
There being no fur�her business 'to transact, Motian by Dresser seconc3ed by
Brown to adjourn the meeting at 10:1�5 p.m. Motion unanimously carried.
