Ma.y 11, 1961
A regular meeting of the Planning Gommi.ssion of the Village of Golden Valley
was held on Thursday, May 11, �961 at 7:30 p.m. at the Civic Center, 7800
Golden Valley Road, Golden Valley, Minnesota. President Pennock presided and
the following members were present; Bedwell, Bromschwig, Brown, Jensen, ,
Loughland, Raugland, Senstad, Shander, Straw, VanHa.uer and Velz. Also present
, we�e Roger K. Ulstad, Village Manager; Danald Sorensen, Village Engineer;
Stanley D. Kane, Village Attorney and Mike Sell, Planning Commission Secretary.
On motion by Jensen seconded by Bedwell, the A�pril 13, 19b1 Planning Coimnission
minutes were unanimously approved.
PLATS
EG�ALD MANOR, Don Ewald
Plat Gommittee Chair.man Raugland gave the follvwing report:
"Mr. Ewald is asking to plat the land ly3.ng northeasterly of his home
into two lots. The approximate frontage on Ridgeway Road 5.s 253 feet
and the frontage on Western Avenue is approximately 212 feet. This
pla� meets the requirements of our platting regulations and the Plat
Committee recorruncnds approval."
Motion by Brown seconded by Loughland, to accept the Comma.ttee report and
recommend approval of this plat to the Cot+ax�cil. Motiora unanimously carried.
AMENDMENT TO PLATTING REGULATTONS
This item was deferred to the June Plann�.ng Commission meeting.
ZONING
�$!�5 GOLDEN VALL�Y £tOAD, Sacred Design Associ.ates, Inc. (Light Industrial Zoning)
Zoning Committee member Velz gave the following report:
"The Zoning Commi.�t�se is concerned ab�ut residential development in the
Hipps and Lindsay Additions in visw of this request for Light Industrial
Zoning and futu.re potential requests fbr other heavy uses in the area.
Even though the Sacred Design proposal seerr�s to be as desireable a use
as might be expected in a Light Industrial Zone, the Committee hesitates
to recommend approval of th.e applieation until cominitments are made to
assure construction of homes in the existing residentia7. zone. The
Committee also points out the need for establishing a definite road

pattern in the general area in question. The present application calls
for a street taking off from Golden Valiey Road on the west side of
�he property described in the application. If this zon�.ng application
is to be approved, the remaa,nder of the road pattern shauld be established,
otherwise piece-meal zoni.ng could lead to confusion. Unless these conditions
can be met to the satisfaction of the Commission, the Zoning Committee
recommends denial of the request."
A representativ� of Mr. Hugh Linds�,y, owner of the property to be rezoned, was
present to answer questions of the Plann�ng Commissian. Motion by Bedwell
seeonded by VanHauer, tha.t the Planning Comm].ssiari accept the Commmi.t�ee report
and recommend denial of this request to the Couneil. Motion unanimously earried.
9�00 WESTERN AVENUE, Reuter, Inc. (Industrial Zoning)
Zoning Comttiittee member Velz gave the following report:
"The Zoni.ng Committee recomrr�ends deferral of action on this request pending
stu�r of the potential land use in this and surrounding areas by the Long
Ran�e and Zoning Commi.ttees. The Zoning Commi.ttee has considered Western
Avenue to be the divide between heavy and light zaning in the immediate
area of this petitxon. The approval of t his request would place a spot
Industrial zone North of Western Avenue �ahich could comm3.t cons3derable
acreage to heavy use. This would infringe on existing residential zones
and nu11�y the land use gradien�t created along Trunk H�.ghway #55 West
of Mollen�s Addition. Should the Commission decide to take specific action
other than the deferral recommended above, the 2oning Committee recommends
denial of the petition."
Mr., Hessian, Mr. C. T, Holberg, Mr. Reuter and Nir. Peterson presented the proposal
for rezoning and answered questions the Commission had. Motion by VanHauer seconded
by Straw that the Planning Commi.ssion accept the Committee report and refer this
matter to �he Long Range Planning and Zoning Committees for joint s�udy. Motion
unanimously carried, ,

All present agreed to add the above matter to the agenda.
The Commission discussed rezoning of this property to Residential and the
Chairman read the Zoning Committee report of January 12, 1961. A motion was
made by Brown seconded by Velz, that the Plannir�g Commission recommend to the
Council to rezone all the Open Development land at the Sauthwest quadrant of
Highways #�55 and #100 to Residential and that notices be sent to the properGy
owners invo7.ved informing them of this action. Motinn unanimously carried.

Ordinance Committee Chairman Jensen gave the following report:

'�Request is for waiver of Sec. 3.11, 2oning Code (35� setback) of
8 ft. to a 27 ft. setback from Phoenix St. The Committee viewed the
property and agreed tha�, whereas no actua,l hardship exists, �he
27 ft. setback would place the proposed home in a compatible position
with adjoining homes. The Committee recommencls_ approval."�'
Motion by Shinder seconded by Bedwell, that the Planning CommS.ssion accept
t�e Comrnittee report and recommend approval of this request to the Council.
Motion unanimously carried.

Ordinance Committee Chairman Jensen gave the following report:
"Request is for waiver of Sec. 3.11, Zoning Code (35� setback) of
approximately 5 ft. to a 30 ft. setback. The Committee viewed the
�operty and agreed this request would upgrade the propert�r and be
more in ali.gnment with home to the East. The Committee recommends
app roval.n

Ord:inance Comrr�i.ttee Chairman Jensen gave the following report:
"'Request is for waiver of Sec. 3.11, Zoning Code (15� sideyard setbaek)
of 1 ft. to an 11 ft. setback from the South lot line to build a ].l.�t x
2ltt attaehed garage. After viewing th.e property, the Committee feels a
waiver is nei�her necessary nor establishing a good precedent in this
area. The Committee recommends denial.t1

Qrdinance Committee Chairman Jensen gave the following reports
4TRequest is for waiver of S ec. 3.051, Zoning Code (150� frontage and
18,750 ft. area) of necessary frontage on 3 lots and area on one lot
to build three double bungalows on the 8 lots in this area. After
viewing �he property, the Committee discussed this pr�blem at length.
The minutes of the April 18th Council meeting indicated that the people
in this area preferred double bungalows to mul.tiple dwell.ing zoning.
The Committee made so� suggestions for redividing this area into
three lots for double bungalows. The Comtnittee recommend.s ap�roval."

After discussion, a motion was made by Brown seconded by Jensen� that the Planning
Commi.ssion r�;affirm its position and recommend to the Couneil tha.t these plans be
changed to includ.e frontage roads along Highway #12 and a f�zll diamorid interchange
_ at Highway #12 and Glenwood Parkway. Motion unanimausly carried.
