June 15, 1961
A regular meeting of the Planning Commission of the Village of Golden Valley
was held on Thursday, June 15, 1961 at 7:3a p.m. a� the Civic Center,
780o c�olaen Va11ey Road, Golden Valley, Minnesota. President Pennoek
presided anc2 the following members were present: Bedwell, Bromschwig,
Brown, Jensen, Loughland, Lynch, Raugland, Senstad, Shinder atzd Velz. Also
present were Stanley D. Kane, Village Attorney; and Mike Sell, Planning
Commission 5ecretary.
On motion by Brown seconded by Sha.nder, the Ma.y 11, 1961 Planning Commission
Minutes were unanimously approved,

Zoning Commi.ttee Member Broms�chwig gave the f ollowing report:
"The applicant r�quests rezoning from residential to multiple dwelling
for all of Lot lb. The proposal outlines a construction p1an for four
five unit apartments. The applicants met with the Zoning Committee and
presented the devel�pment plan which meets all of the Village Ordinance
requirements. After due eonsideration, the Committee unanimously agreed
that the land development in this°area has been residential and that this
request, if granted, would constitute spot zoning. The Commi.ttee, there-
fore recommends that the Planning Commission deny the reconing request."
Motion by Jensen seconded by Brown, that the Planning Commission accept the
Committee report and recommend denial of this request to the Village Council.
Motion unanimously carried.

"This application requests the rezoning from Residential to Comme�cial,
Lots 5 through 7 of Block 3, f�r the proposed u,se of a service station.
The petitioners have submitted a letter as paxt of the application�
outlining the plan f or development of this land parcel. The Committee
reviewed the existing conditions, including the proposed highway
, construction plan for this area and unanimously agreed that this area
is residential and recommends that the application for rezoning be deiied+'.
Motion by Brown seconded by Velz, that the Planning Commission accept the
Committee report and recorr�nend denial of this request to the Council. Motion
unanamously carried.
111.15 NORTH LILAC LRIVE - Al�ha En�ineerin� Com_pany
Zoning Committee Member Bromschwig gave the followi.ng report:
"This application requests the rezoning from Residential to Business and
Professional Office use, a portion of the Southwest corner which is located
at the i.ntersection of Golden Va11ey Road and Highway #100. The applieant
and representatives of Alpha Engir�eering Company presented to the Committee
a plan which included the construction of an office building to hou5e the
operation of the engineering firm. Mr. Enoch Anderson also presented the
Committee with a report prepared by a professional appra�.ser on the subject
"Land Under Consideration"°: The Committee recalled that this ap�lication f or
rezoning of this property is one of several whieh have been subm3.tted within the
last few years. Some of the Committee members point out that the area is ,
residential and that the rezoning, if approved, would set a pattern which
could lead to rezoning, other than Residential, of all the residential
property directly south along Highway #100. The Commit�ee also expressed,
generally, that the request for rezoning could be accepted as the best
pr�ctical solution for use of this land parcel. Because of the divided
opinions, the Committee did not arrive at a specific recommendation, but
did agree that the entire Planning Commission shoudl eonsider the application."
One of the applicants, Mr. Morrow, appeared to answer questions and describe the
firmts operations. �.fter considerable discussion, a Mo�tion was ma.de by Lynch
seconded by Raugland, that the Planning Comm.i.ssion accept the Committee report
and recommend approval of this request to the Council. Motion carried by a vote
of 7 - 3; Members Velz, Bromschwig and Bedwel�. voting "No".
WINNETK,� AVENUE NORTH - Fred Jones
Zoning Committee memiaer Bromschwig gave the following reportc
�'This request is for the rezoning �o li.�ht industrial �of the property which
is now in the open development classif ication consisti.ng of approximate].y
27 acres located at the southeast corner of th� intersection of Medicine
Lake Road and Winnetlea Avenue North.
Mr. Fred Jones appeared before the Committee and pointed out that the land
under consideration requi.red considerable filling and grading before devel- '
opmen�. He also pointed out that the cost for developing �his l.and parceZ

as residential would be prahibitive. The Committee pointed aut to the
applicant that it has been the Village policy to require a specific�
planned use when reques�ing rezoning. The Committee discussed at length
the proposed use of this land, as well as th� present land developmen�
in the area which is residential, and agreed unan�riously to recommend
, denial of the rezon3.ng request. In its deliberation, the Cominittee
concluded that in the best interests of good Village planning, it would
b�: desireable to leave this land parcel in the Open Development cat�gory."
Motion by Velz seconded by Bedwell, that the Planning Commission aceept the
Committee repor� and recommend denial of this request to the Council. Motion
unanimously carried,

Zoning Committee member Bromschwa.g gave the following report:
r'This application requests the rezoning from Open Development to Light
Industrial approximately 7 acres of land located East of H3ghway ,�100 and
directly Northwest of the Chester Bird Legion Post. The applicants met
with the Zoning Committee and proposed to construct an office and ware-
house build3.ng which would be used as a distribution center for the
Graham Paper Company. The proposed plan ineludes the use of railroad
fac�.lities, a.s well as tru.cking in their distribution program for the Twin
Cities trade area. Mr. Harry Gerrish, the ai^chitect an this project,
presented the Committee with drawi.ngs and plans of the building and
indicated that the applicants would provide the necessary landscapi.ng
which would screen the ope�ation from the adjacent school property.
A1�hough the plan presented did not meet the setback requirements from
Highway #100, the applicants agreed to submit final plans which would
meet a11 Village �rdinances. After due eonsideration, the Committee
concl uded that the proposed use �f this land would create a traffic
prc�blem at �he intersection of Glernaaod Avenue and Highway #100. The
Committ�e also noted that this particular development would not be
compatible with the Tnstitutional land use an the East or the Residenti.al
development to the North� and therefore recommends that this application
for rEZOning be denied. The Comrr�.ttee noted that this type �af industry
and the building plans would be an asset to the Village, but not at this
partieular loeation.r'
Motion by 5hinder seconded by Jensen, that the Planning Comm�.ssion accept the
Committee report and defer this item to the July Planning Comrni.ssion meeting.

Ordinance Committee Chairman Jensen gave the following report:
"Request is f or a waiver of Sec. 7.05 (Zoning Code) (3�� setback) of
5� to a 30� setback from Ottawa Avenue. The Committee.appreeia�es

the excellent land use in this case. However, we feel that a 30�
setback from Ottawa will then be established for the rema3.nder of the
land to the Nemth. A� careful examination of the plans reveals that the
plans can be adjusted to fit the property. No real basis can be found
for a hardship waiver, therefore, the Commi.ttee recommends denial."
Motion by Velz seconded by Raugland, that the Planning Commission accept the
Commi.ttee report and recommend denial of this request to the Council. Motion
unanimously carried. Dur�ng discussion w3.th Mr. Volp, the Commission suggested
that he try to acquire 5� from the property to the West. A motion was made bg
Ve1z seconded by Brown, that the Planning Comm3ssion recommend ta the Council
approval of a waiver of Sec. 1.1�, Platting Regulations (Conveyance by Metes and
Bounds) if the additional land could be acquired. Motion unanimously carried.
1.820 TNDEPENDENGE AVENUE NORTH; Lot 13, Block 6, Lakeview Heigh�s
Ordinance Committee Chairman Jensen gave the following xeports
�,Request is for waiver of Sec. 3.11, Zoning Code (35� setback) of 13�
to a 22� setback from Duluth Street. The Committee feels this 13i
waiver pattern has been established in this area. A1so, a 22t setback
wi11 a11ow a house 26� deep on a 6b� lot. The Committee recommends
approval."
Motion by 5hinder seconded by Bedwell, that the Planning Commission accept the
Committee report and recommend approval of thi5 request tothe Council. Motion
unanimously carried.

Ordinance CoYmnittee Chairman Jensen gave the following reports

Motion by Bedwell seconded by Brown that the Plaru�ing Commi.ssion accept the

unanimously carried.

Ordinance Committee Chairman Jensen gave the following report:
"Request is for waiver of Sec. 3.11, Zoning Code (35� setback) of 11� to
a 2l4� setback from Earl Street. A 2l�� setbaek on Ear1 Street was
establi5hed in September, 19b0, on the corner of Hillsboro and Earl
Street on Zot 20, of Block 2. The Committee reco�rm�ends approval."
Motion by Sh3nder seconded by Bedwell, that the Planning Comma.ssion accept

May 15, 1961
At the Planning Commission meeting of May 11, 1961, the Zoning Committee
reported on the application of Reuter, Inc. for zoni.ng, to Industrial
uses, a portion of the Southtaest quarter of Section 31, Township 118,
Range 21 lying South of Basset��s Creek. By resolution of the Plaruzing
Commission, the Zoning Committee and the Long Range Committee were
directed to meat jointly, review the premises and general area, and
report back to the Plann3ng Commission. These Committees met on
Monday evening, May l�, 1961, viewed the surrounding area and the
site in question.
The members present were: Pennock, Lynch, Velz, Hetman, Loughland,
, Straw, VanHauer and Bro�m.
The following comprises some of the reasonin.g of the above groupa
1. The Committees can see no reason why most of the area '
North of Bassettts Creek should not be developed as
Residential. This area is already partially d�veloped
near Olson Highway to the North of the site in question.
Further resid�ntial devel.opment, bounded by Brookview
Golf Club on the East; Bassett�s C�eek on the South;
and the area zoned to Multiple Dwelling on the West,
would make a substantial neighborhood addition to the
Village, The Committees agree that the area West of the
Multiple zoned land to County Road #18 m3.ght well be
developed to sorr� Gomraercial, Light Industrial or
Business Office use.
2. Regard.ir�g the land South of Bassettts Creek, the Comm�.ttees
would suggest that consideration be given to requests for either
Business and Professional Off iees or Mu���ple Dwelling zoning;
to beco�, in effect, a transitional area between the suggested
residential zoning North of Bassett�s Creek and the Industrial
Zone South of Western Avenixe.

3. The Committees feel that the land North o� General Mill�s
office buil.ding and South of Bassett�s Creek (presently
owned by General Mi11s), if developed, could well be _
done along lines compatable with the present General Mil1s
office buildi.ng and in keeping with the high standard they
have set along County Road #18,
Mot3.on was made by Loughland seconded by Hetman and unanimously carried,
to recommend to the Planning Commi.ssion denial. ,of the request for
Industrial zoning North o� Western Avenue.°"
