07-13-61 PC Minutes ��� REGUI.�AR MEETING of the GOLDEN VALLEY PLANNING COMMISSION July 13, 1961 A regular meeting of the Planning Commission of the Vil�age of Golden Valley was held on Thursday, Ju7.y 13, 19b1 at 7:30 p.m, at the Civic Center, ?800 Golden Valley Road, Golden Valley, Minnesota. President Pennock presided and the following members were present; Bedwell, Bromschwig, Brc�wn, Hetman, Loughland, Lynch, Raugland, Sen��ad, Shinder, Straw and VaiiHauer, Also present were Donald Sorensen, Village Engineer; Stanley D. Kane, Village Attorney, and Mike Sell, Planning Commission Secretary. On motion by Bromschwig seconded by Hetman, the June 15, 1961 Planning Commission minutes were unanimously apgroved. PLATS JONELLEN TERRACE, R. C. Bluem F'lat Committee Chairman Raugland gave the foll.owing reportz "The Plat Committee, at the request of the Village Officials, met on July 10, 1961, to reconsider the plat �JONELLFN TERRACE�. The f'ollowing members were presentr Brown, Shinder, Bedwell, Loughland, Senstad, and Straw; and the following were absent: Raugland. Mr. Loughland presided for the Plat Committee at the request of Committee Chair�a.n, Mr. Raugland. Also present werer Mayor Nadasdy; Mr. and Mrs. Bluem; Mr. and Mrs. Bies; Mr. and Mrs.. Hollenbeck; Rev, Long (Church of the Brethren); Village Manager, Roger K. Ulstad and Planning Commission Secretary, Mike Sell. The plat committee had previously viewed all aspects of this plat and most of the members visited the area involvecl. The suggested strset pattern must be admitted to be detrimental to: 1) Police and Fire protection, 2) Inconvenience to public use of streets, and 3) In one aspect, it compounds the undesirable feature of breaking the continuity of an existing street. The plat does, however, take the most advantage of the lay of the iand. After considerable discussion, a motion was made by Shinder, seconded by Brown to recommend approval of this plat to the Planning Commission with the following stipulationsr a) Outlots one and two be deeded t� the Village in the f inal plat, b) Lot 1�, Block 2, having only 9�. feet of frontage, is recognized as a substandard lot and construction on any lots in this plat must be comp�eted in compliance with all Village Ordinances. The mota.on was carried with Member Straw voting "No";' 201 Regular Nteeting of the Golcien Valley Planning Commission, July 13, 1967. Mr. and Mrs. Bluem, Mr. and Mrs. A. Hollenbeck of 2�09 Winnetka Avenue No. and Mr. and Mrs. J. M. Gregory of 21�la.5 Winnetka Avenue No. asked questions of the Cominission concerning this plat. After discussion, a motion was ma.de by Senstad seconded by Shinder, that the Planning Commission accept the Committee report and recommend approval of this request to the Council. Upon roll call vote, Members Lynch, Loughland, Shinder and Senstad voted "Yes", Members Bromschwig, Hetman, Raugland,, Straw and VanHauer voted "No", Members Bedwell and Brown abstained. Chairman Pennock thereupon deciared the motion lost (defeated). After further discussion, a motian was ma.de by Raugland seconded by Loughland, to refer this plat back �o the Plat Committee for action and report at the August Planning Commission meeting. The motion was carried with Member Straw voting �'No". AMENDMENT TO THE PLATTING REGULATIONS The Village .Attorney gave a short resume indicating the need for such amendment, and advised that this be ma.de in the form of an amendment to the Zoning Code. He then read a proposed ordinance entitled "AN ORDINANCE , ANiENDING THE ZONING CODE (Applic ation of Platti.ng Regulations to Non-Residential Districts) . This item was then referred to the Long Range and P1.at Commit"tees for recommendation at the August Planning Commi.ssion meeting. �ONING 260 NORTH ZILAC DRTVE - Graham Paper Compar�y This item was deferred to the August Planning Commission me�ting at the request of the applicant. ORDINANCE WATVERS 7�5 GLENWOOD AVENUE - Ca�taxact Lodge Ordinance Committee Member Bedwell gave the following report: �'Request is for waiver of Sec. 11.0l�, Zoning Code (50� setback from Residential or Open Development) of 17 feet to a 331 setback from West lot 1ine. The origanal plans presented in June, 1960, at the tirr� of the request for zoning, complied with the present ordinance. No facts have been made known which have actually changed since this request was ma.de, and no actual hardship is in evidence. After carefully examining the plans and facts, the Comrnittee recommenda.tion is for denial." Mr. Frank Ha.rris, representing Cataract Lodge, wa5 present to answer questions 2�� Regular Meeting of the Golden Va11ey Planning Commission, July 13, i961 put forth by the Commission. After discussion, a motion was made by Hetman seconded by Bedwell, that the Planning Commission accept the Committee report and recommend denial of this request to the Council. Motion unanimously carried. YARD REQUIR.EMENTS ORDINANCE (Institutional and Business & Professional Offices Zones) Ordinance Committee Member Bedwell reported that the Committee is still worki.ng on this item. LONG RANGE PLANNING REALIGNMII`TT OF bTH AVENUE NORTH - Vicin�.ty of Winnetka Avenue Long Range Committee Chairman Brown gave the following reportz "This item was brought about at the request of the Council. In view of the act�.on already taken by the Council, this Committee feels that no further report is necessary at this time. However, the Committee does feel tha,t further study and analysis of the 6th Avenue and Winnetka ar�a is certainly indicated. In this study, reference should be ma,de to the �Hawk report� covering Golden Valley Road in the area of the Golden Valley Golf Club, as we11 as the intersection of Winnetka Avenu� and Olson Highway." Motion by Hetman sec�nded by Bedwell, to accept the Committee report. Motion unanamously carried. STREET VACATION - GLEN LANE (Between Byrd Ave. and Kewanee Way - Clarence 5cherer) Long Range Committee Chairman Brown gave the following report: ''This short street has never been built because of the steep grade and the questionable need of it. Sorr� of this street runs through Park property on Byrd Avenue and, if vacated, part of this street would revert to the Park. Action was initiated so� years ago, but newer finalized. The Committee recomr�ends t22at this street be vacated." Notion by Lynch seconded by Straw, that the Planning Commission aceept the Committee report and recommend approval of this request to the Council. Motian unanimously carried. GENEHAL Village Engineer Sorensen gave a short resume of the progress being made in the plans for waterma.ins to serve the Village.
