September ll�, 1961
A regular meeting of the Golden Valley Planning Commission was held on
Thursday, September 1.4,, 1961 at 7;30 p.m. at the Civic Center, 7800 Golden
Va11ey Road, Golden Valley, Minnesota. President Pennock presided and the
following members were present: Bedwell, Bromschwig, Brown, Discher,
Jensen, Loughland, Lynch, Raugland, Senstad, Shinder and Velz. A1.so present
were 5tanley D. Kane, Villa�e Attorney and Mike Sell, Planning Commi�sion
Seeretary.
On motion by Jensen secanded by Loughl.and, the August 10, 1961 Planning
Commission minutes were unar�imously accepted.
PLA.TS
HESSIAN ESTATES - Hewitt Peterson
This request was deferred to the October Planning Commission meeting at the
request of the applicant.
DAVID ADDITION - Larry Johnson; Lot 10, Aud. Sub. #322
P1at Committee Chairman Raugland gave the following report;
�'This is part of otzr over-all plan developed by the Long Range Committee
of the Planning Comrn�.ssi�n. It is in conformance with the recommendations
of thi.s Comm�.ttee. The plat consists of two lots, each of which have
sufficient area, however, are only 91 feet in width.
Considerable stuc�y was given by the Long Range Committee to the future
street pattern, lot S1.ZES� etc., at the time the over-all p1an of this
area was developed.
The Plat Commi.ttee therefiire recommends to the Planning Commission that
this plat be approved on the fol.lowing basis: that a 9 foot waiver be
given for Lots l and 2, Block l, and that the balance of Lot 10, Auditor�s
Subdivision No. 322 also be platted at this time into an outlot.t�
Motion by Shinder seconded by Senstad, that the Planning Commission accept
the Co�n.i�tee report and recommend approval of thi;s plat to the Council. ,

PANKONIE ADDITION - Duane Foss
Plat Committee Chairman Raugland gave the following report;
�t�his plat consists of a triangular piece of property of apgroximately
1.l�5 acres located to the southwest of the intersection of Golden
Valley Road and Noble Avenue. It is platted into three lots each of
which have suff�.cient frontage and area. The plat Commit�ee recommends
to the Planning Commi.ssion that this plat be appx�ved as presented.�'

This item was deferred to the October Planning Commission meeting at the
suggestion of Plat Committee Chairman Raugland.

CHESTER BIRD POST #�23 - Commercial and Li.ght Industrial
Acting Zoning Comma.ttee Chairman Bromschwig gave the followi.ng report:
"This appl.ication is submitted by the Chester Bird post #523
Holding Corporation requestirig rezoning from Open Development
to Light Tndustrial and Commercial of a parcel of land comprising
7 acres located East of Highway #100, between Glenwood Avenue
and the Minneapolis-Northfield and 5outhern Railway right-of-way
and bordered on the eas� by the Golden Valley School District
property. Submitted with thi.s proposal was a survey indicating
the divisian of �he proposed zoning as follows: The Legion
building site on the southerly portion, Commercial; the balance,
Light Industrial..
The applicant proposed to erect an office building on the existi.ng
foundation of the I,egion building, with the Legion to accupy the
lower level, and renting the upper level for office space. The
Beautician Supply Company submitted a proposal for an office and
warehouse building on a site immediately north of the T�egion
building. The remainder of the parcel to the north is to be
unoccupied at the present.
Representatives of the Beautician Supply Compar�y indicated that
their business was mainly warehousing and da.stribution of supplies
and equipment to beauty shops in the midwest area, the supplies
bei.ng trucked in and out, using sma.11 trucks with a one time a
week semi-trailer delivery.
After due consideration, the Comraittee concluded that Light
Tndustrial use of this proposal would not be compatible with
the Institutional land use on the east or the Residential on
the north. Emphasis was given to the traffic problem that
would be created at the intersection of Glenwood Avenue and
Highway #100 by the impending truck traffie. The request for
Corru�rcial Zoning of the Legion building site was r�;viewed ur�der
our Commercial Zoning Category and, as presented, the Commi.ttee
concluded that this was not the proper classification for this site.'
In view of the foregoing factors, the �ommittee unanimously recommends
denial of the applica�ion, with a recommenda.tion that this area

be referred to the Long Range Committee for study as to the proper
transitional zoning from the surrounding land uses.'t
Mr. Herman, representing the Legion Post and Mr. Stalland, Attorney for
Beautician Supp:�y Compan,y, were present and answered questions eoncerning
the proposed rezoning.
Motion by Jensen seconded by Bedwell, that the Planning Commission accept
the Comrnittee report and recommend denia7. of this request to the Council
and, in adclition, refer .this general area to the Long Range Commi.ttee for
stuc�r. Motion unanianously carri�;d.
873� OISON P�IORIAL HZGHWAY - Multiple Dwelling, Roy Peters�n
kcting Zoning Committee Chairman Bromschwig gave the follow:ing report;
"�essrs. Roy Peterson and Harry Gerrish met with the Committee and
presented a request to zone a parcel of land located at 8735 015on
Highway from Open Develop�ent to Multiple Dw�lling. Thi.s parcel
is bordered on the east by the Brookview Golf Course, on the west
by a Residential area and on the sou�h by �pen Development.
Mr. Gerrish stated that this proposal would contain -�2 units of row
hous3ng and garden apratments styled in a Col.onial New England
type of architecture, sima.J:ar to unitg used extensively in the
easterrz sections of o� country.
The Committee reviewed this application in detail with respect to
the surrounding land uses and concluded that, with the residential
ar ea to the west and the golf eourse to the east, this 1and is prime
residential ].and and should be developed along these lines. The
Committee also noted that the Long Range Commi.ttee report of May 35,
1961 reco�runended that this area be developed in the residential
category. In view of the foregoing facts, the Comm3.ttee unanimously
recommends denial of this request."
Motion by Brown seconded by Raugland, that the Planning Commission accept
the Committee report and recommend denial of this r equest to the Council.

ORDINANCE WAIVERS
150 HA,NLEY ROAD - John Lindell
Ordanance Comrnittee Chairmari Jensen gave the following r�por�;
"Request is for wa�.ver of Sec. �1�., Platting Regulations (conveyance
by s�;tes and bounds) to create one 75 f�. lat and one 125 ft. lot
out of an: existing 20� ft. 1ot.
The Commi.ttee vieTaed the property, the location of the existing
home, and discussed the possibilities of a larger lot. Because

area, they feel this request should be granted. The Comcr�.ttee

Motion by Shinder s�conded by Bromschwig, that the Planning Commiss3on ,
accept the Committee report and recommend approval of this request to
the Council. Motinn unanimously carried.
2320 DOUGLAS DRTVE NORTH - Don Freiborg
Ordinance Commi.ttee Chairman Jensen gave the following report:
t'Request is for waiver of Sec. 11�., Platting Regu]:ations, to crea�Ge
two lots out of one existing l$O ft. lot, which now contains a
double bungalow. A division to one 100 ft, lot and one 80 ft.
lot was suggested on the plan submitted. This would 1:eave only
9� ft. from south house line to south 1ot line as well as place
a double bu�sgalow on a lot with only 100 ft. of frontage and
approximately 1�,0�0 sq. ft. area. Any lesser division would
create a small l4t in an area of mostly standard lots. The
Commi.ttee does not feel this would be good planning and there-
fore recommends denial."
Motion by Bedwell geeonded by Discher, that the Planning Comm7.ssion accept
the Committee report and reco�nd denial of this request to the Council.
Motion unanimously carried.
12,� EDGEWOOD A,VENUE NORTH - Evan Nelson
Ordinance Comrnittee Cha�.rman Jensen gave the following report:
"Request is for waiver of Sec. 1li., Platting Regulation5, to create
three lots out of two existing lots. One lot approximately 80 ft.,
one approximately 82 ft. and one approximately 85 �t.
The Commi.ttee viewed this site and noted the distance between the
two exista.ng houses, out of which they w3sh to create one new 1ot.
It is apparent from the many signatures of adjoini.ng property
owners that they feel a home in this vacant area would be an
3.mprovement. The Committee also feels this would be to �he best
interests of the Village and therefore recomc�ends apprc�val, sub�ect
to certi.fied surveys of the property being filed with the building
Inspector before a b�zilding permi� 3.s 3ssued.rr
Motion by Shinder seconded by Senstad, that the Planning Co�mission accept
the Committee report and recommend approval of this request to the eou��ii.

Ordinance Committee Chairman Jensen gave the following report:

The Committee studied the proposal and agree that this division would
be consistent with other lots in this area. The Committee recommends
approval subject to corrected suzveys of the lots being presented

Ordinance Comma.ttee Chairman Jensen gave the following report:
'�Request i� for waiver of Sec. 3.11 (yaxd requirements) of 12 ft.
to a 23 ft. setback from Duluth Street. A setback .of 23 ft. has
been already established on the 60 ft. lots along this street,
therefore the Comma.ttee recomrr�ends approval.�r
Mr. Anderson was present and asked i� a waiver couldn�t be granted to
allow construction of a home 26 ft. in depth. A.fter discussion, a motion
was made by Lyneh seconded by Discher, that the Planna.ng Commission accept
the Commi.�t�e repart with a further waiver of 1 ft. to allow an 11 ft.
rear yard and recommend to the Council that this be approved. Motion was
earried with Member Bedwell voting ��No".

Village Attorney Kane presented the drdinanee in �:ts finalized form and
it was deferred to �the October Planning Commission meet�rig to allow study
ls�r all Commission �mbers.
LONG RANGE PLANNING
VAC�ITION OF DLYMPIA STREET (from Aquila Avenue to Boone .A.venue)
Long Range Committee Chairman Brown gave the following report:
"In th e spring o� 1959, when Ken Bergstrom�s plat, Bergstrom�s Va11ey
Heights, was being cpnsidered by the Plannin� Comma.ssion, some
though� was �iven to the need for 0lympia Street to zvn from i�quila
Avenue to Boone Avenue. It wa.s decided then that there was no need
for this street, and Bergstrom�s final plat does not provide for it.
As a result, the Long Range Comrni.ttee is reaffirming it�s positio�a
and recommending that the south thirty (3p) feet of Olympia Street

STREET ACCESS - Z�TS_6�.7, 7.1�, 15, 16 & 17; BLOCK 8, WOODLAWN PARK
Long Range Commi.ttee Cha.irman Brown reported that he had talked to Mrs.
Healey, the party requesting the street access for her lots, and thha�
she was engaging a surveyor to develop some plans for possible access
to be eonsidered by the Long Range Committee. The Commission then
deferred this item until further action by the owner.
There being no further b�zsiness to transact, Motion by Raugl.and seconded
by Bedwell, �o adjourn the meeting at 10.,�0 p.m. Motion �ua.animously
