A regutar meeting of the Goiden Vatiey Flanning Cc3mmission was
hetd on Wednesday, October 11 , 1961 at 7:30 p.m, at the Civic
Center, 7800 Golden Valley Road, Golden Vatley, Minnesota.
President Fennock presided ar�d the fotlowing m,embers were
present : 8edwe11 , Bromschwig, Brown, Discher , �oughland, tynch,
Raugland,Shinder and Straw. Aiso present were Donald Sorensen,
Village Engineer; Stanley D. Kane, Village �►ttorney; and Mike
Se11 , Planning Corr�nission Secretary.
On motion by Brown, seconded by Raugland, the September 14, 1961
PianMing Comm� ssion minutes were unar�irnously accepted.

PROSPECT NEIGHTS - Nick toscheider
Plat Committee Chairman Raugland gave the following report:
��Mr. Nick �.oscheider 9s asking to plat a part of Lot 5,
Keene, Higbee and Sitzer ' s Golden Valley �utlots. This
plat was formerly called the � Ross Dennison �,ddition'
and considerable study of this area was done in 1958
and 1959. This piat ir�ctudes the extension of Utympia
Street to Kelly �riwe. This street is' in the tong
Range Street Pattern of the Viilage as a collector
street between Douglas arive and Winnetka avenu�, In
approving thi s p.lat, the Co�rmi ttee recorr�nends the
vacation of Winsdate Street, said right-of-way to b�
incorporated into Lots 2 and 3, B1ock 3 and Lot 2,
Block 2 . The plat meets all the requirements of our �
platting regutations and the F1at Comnittee recommends
approval .�'
Mr . Loscheider was present and stated that his plat was in con-
formance with a proposed plat of Mr. Fred .lones , owner of the
unplatted land to the worth.
Motion by Bedweil seconded by Discher, that the Ptanning �
Cc�mmission accept the Committee report and reca�mend approvat
of this plat to the Council , Motion unanimously carried.
HESSIAN ESTATES - Hewitt Peterson
This item was deferred at the request of Mr . Peterson.

ORaINANCE WAIVERS
LOT 11 , BLOCK 3, LAKEVIEW NEIGHTS - Burandt and Anderson
Ordinance Ccmxnittee member Bedwell gave the fottowing report:
''Request is for a waiver of Sec. 3. 1t , Zoning Code, fo� a waiver
of t2 ft. to a 23 ft. setback frcxn Dulutk� Street and atso a
t ft. waiver of the rear yard setback to allow a 26 ft. home to
be built on this 1ot. A setback of 23 ft . has atready been
established on the 60 ft . lots along this street. The Ccxnmit-
tee recommends approvat of this request.�'
Motion by Brorwn seconded by Shinder , that tt�e Pia�ning Gomrnission
accept the Commi ttee report ar�d reccxr�nend approval of thi s request
to the Gouncit . Motion unanimousty carried.

9/19/61 )
This itern was referred to the Village �4ttorney for a preliminary
draft of an ordinance to be presented to the Ccxnmission at their
November meeting.

Vitlage Attorney Kane read the proposed ordinance to the Corr�nission
and a Motion was made by Brown seconded by Raugtand that the
Planning C a�anission recomnend to the Council adoption of this
ordinance. Motion unanimously carried.
LONG RAPIGE PLANNING
STREET VACt�TION - D�UGLAS AVENUE - (SW:4s Sec. 30, T-29, R-24)
Long Range Committee Chairman Brown gave the fottowing report:
"This request is for vacating Douglas Avenue in South Tyrol
Hiils where it abuts St. Lowis Park. The Ccxnmittee st�died
this request and can see no reason to vacate this street .
There may be need for this street some time in the future.
As a result, the Committee recommends denial ."
Motion by 6edwell seconded by Straw, that the Flanr�ir�g Commission.
accept the Cor�mittee report and recornmer�d denial of this request to
the Council . Motion unanimously carried.
REZONING OF CERTAIN VILtAGE AREAS TO RESI�ENTIAL
Long Range Cc�mittee Chairmar� Brmwr� g�ve the fotlowing report:

��The Long Range Ccxnmittee studied certain areas of the
Village and reccxnmends at this time. rezoning of these
parcels (checked on the map) to residential . These areas
have been developing residentially and each area needs to
' be zoned to complete a neighborhood. The Cc�nrnittee can
see now, where more advanced zoning of existing open areas
is needed and a coratinuing study shoutd be made.��
A map was avaitabte showing the areas recommended by the Long
Range Committee. After discussion , a Motion was made by tynch
seconded by Bedwetl , that the Planning Ccxmnission accept the
Comnittee report and reconrnend to the Councit that these areas
be rezoned to Residential . Motion unaaimousiy carried.
A Motior► was then made by Discher seconded by Lynch, to instruct
the Zoning and Long Range Committees to jointly study other Open
Development areas in the Village and to make a report tc� the Commis-
sio� by January 1 , 1962. Motion ur►animously carried.
ZONING AND FUTURE DEVELOPMENT - �10RTHEAST GORNER OF GtENW00D AVE.

l.ong Range Committee Chai�man Brown gave the following report :
��The Long Range Ccxnmittee . feets strongly that this area
(including the present non-conforrning occupancy) should
be zoned to residential , but w�ould consider zoning it to
either Muitiple Dwelting, Institutional or Business and
Professional Offices use of the highest standard and com-
patibte with the school and residential hcxnes in the
surrounding area. Any heavier use than that outlined
above shoutd be prohibited in order to protect the fine
residential neighborhoods to tl�e North and Southeast .
This is especially true when considering the possibility
of more truck traffic adjacent to the school where
recreational youth aetivities are carried on yea� round.��
Motion by Loughland seeond�d by Bromschwig that the Planr�ing
Ccxrmission accept the Committee report a�d recommend approval of
this study and recommendation to the Council . Motion unar�imously
carried.
REALIGNMEIdT QF SIXTH AVENUE NORTH - Vicinity of Winnetka Avenue
Long Range Gomrnittee Chairman Brown reported that the Ccxnmittee
is stili studying this problem and have no report to make at
this time. In order to further implement this study, t�e �or�g
Rar�ge Gcamnittee has requested the aid of the Engineering
Department. Engi�eer Sorenser� reported that with the sew�r and
water projects under constructior� at this time, no aid could be

PRELiMINARY FLANS - T.H. #12 from T.H. #10� to County Road #i8
Dor�ald Sorensen, Village E�gineer , presented tentative plans prQposed
by the Minnesota Highway Depa�tment for tiighway #t2 from T.H. #100
to County Road #18.
Said plans were referred to the Long Range Cc�xnitte for further study
and recommendation. Chairman Pennock suggested that a member of
the �.on� Ra�ge Ccunmittee attend any meetings of Golden Valiey and
St . tou� s Park concerning Trunk Highway #12.
There being no further business to transaet , Motio� by Raugland
seconded by Straw to adjourn the meeting at 10:25 p.m. Motion unani -
mously carried.
