A regular meeting af the Golden Valtey Pianning Commission was t�eld on
Thursday, February l5, 1962 at 7s3� p.m. �t the Civic Cent�r, 7$QO
Golden Va11cy Road, Golden Va11ey� M��1tl�sota. President Broarn pre-
sided and the fotlowing member.s were present: Bedwell , Brcxnschwig,
Hetman, Pennock, Straw, VanHauer and Vel'z. Mernbers Discher and
Raugiand arrived 1at�. Atso �resent were Qonatd Sorensen, Village
Engineer and Mike Selt , Planning Cc�mmission Secretary.
On motion by V�lz, seconded by H�tman, the January ll , t962 Pt�nning
Ccammission minutes were unanirnousty approved.

��The appticant proposes to subd�ivide four lots (10, il , 12 � 13,
Block l , Glenwood View) into seven. All tofis have more than
12,500 sq, ft. of area and all have 10� feet of frontage at
the setback tine �xcept i.Qt 4 wMich has only 80 feet. [}ue to

further recorr�nends that a waiver of two units be granted to
permit construction of a buiiding containing 7 dwelling units.
This waiver is recommended ora the basis that the tc�cation and
triangut�r shape of this particu1ar pro�rty constitute �
hardship running with the iand which c�uses an excessive front
yard s�tback in relat3on ta the total .�rea of th� prope�rty
which cannot be otherwise adjustcd. The recc�nendation of
this w�iver shatl not be considercd as a precedeRt for waivers.

Chairman Vetz reported tMat this item had been discussed at great
length at the c�nittee meeting, however, the ccxrnnitte� was not ready
to make a report at this time.
Chairman Brown th�n calied a speciat meeting of fi�e Planning Cc�nission
for Saturday morning, February 24 at 9:30 �.h�� for the: purpos� of dis-
cussing the Wayzata Boulevard Zoning and its permitted uses.

Ordinance Committe� Ch�irm�n Sromschwig gave tk�e foitowing report.
��Request is for a waiver of Sec. 3. 11 of the 2oning Cod� (YARO
REQUIREMENTS} of 12' ; for a 23� setback from Du-lutM Str�et and
l � waiver of rear yard to 11 ' in order to build a 26' house on
!ot 10, B1ock 3. Th� Cc�mnittee noted that a 23� setback has
been estabiished for the corner lots along Dul.uth Street �nd is
ofi the opinion that it woutd be in the best interests of the
Vitlage to ke�p the setback consistent with the adjacent tots.

is of the opinion that granting a waiver of setback requirernents
wouid not be an improvement but an aggravation of existing non-
conformar�ce in this area and therefore, unanimousty reccxnmends
deniai of this request.��
Mr. Bavolak was present and asked questions regarding the location of
th� building.
Motion by Straw, seconded by Pennock that the Pianning Ccjmmission
ac�ept the cor�unittee report and reca�xnend denial of this request to

Ordinance Camnittee CMairma� Brc�rnschwig gave the following report;
"Request is for a waiver of Sec. 7.05 of th� Zoni�g Code (35'
SETBACK FRUM �R�NT OR SI�E STREET} . Appticant r�quests a 20'
waiver to a 15' setback from Coiorado Aver�ue in order to erect
a ccxnbi nat i on shor� r€�m-afif i ce-garage for Autcxnob i 1 e Sa 1 es and
Service. The prc�posed site is 50x300 located on the corner of
Colorado Avenue and Otd �/a�rzata Boutevard. The proposed
bcailding is 35x84. Extensive discussion by the ccxrnnittee re-
veated that the �5' setback of buildings to the North has be�:n
established;. Vacant tand to the vaest of this site precludes
the fact that a hardship exists as to the avaiTability of
adeq�aate land for a building of this size. In view c�f the fore-
going facts, and to b� cQC�sistent with previc�us recc�nendations
for this area, the ccxnmitte� unanimous}y reccx�nmends denial of
thi s ��quest.l�
Mr. Paul was present and explained the proposed construction of the
building in detail .

105 NORTH LILAC DRIVE - Mrs. Ethel Batdus
Ordinance Canmittee Chairman Bromschwig gave the following report;
l�Request is for a waiver of Sec. 3. 1t of the Zoning Code (YARC1
REQUIREMENTS) . The applicant requests a front yard waiver on
an existing nonconforming building to erect a 2' addition to

statement from The State of Minnesota included with the �ppti -
cation. Investigation by the ca�r�mittee revealed that the
building was piaced in a nonconforming category by conde+nna-
tion proceedings by the State af Minnesbta. The ccxnmittee
concludes that any hardsMip that existed follc�wing condemnation
woutd b� compensated for in monetary renumeration to the appti -
cants and therefore, reaffirms its position of Qecember 10,
1959 recommending denial .��
Mrs. Baldus and her attorney, Mr. Drake, were present and explain�:d
in further detail the necessity for the waiver.
Motion by Bedwelt , seconded by Discher that the Planning Cornmission
ac�ept the cvmmittee repo�t and recommend denial of this request to
the Councit . Motion unanimously carried.

CSAH #18; HIGHWAY PLANS - Highway #55 to Medicine Lake Road
Long Range Flanning Ccxnmittee Chairm�n Pennc�ck gave the fol'lowing report:
F'The ccx►�nittee discussed the new iayout �or County Road #18 as
proposes� by the Hennepin Gounty Highway Department. A point
noted by the ccxnmi tt�e was that there i s �efither ��on�� or ��off��
access provided in the vicinity of Duluth Street. [3uluth
Street has been under consideration for quite some time as a
!'Collector St�reet�' between Winnetka Avenue �nd Co�nty Road #18.
The ca�mittee is of the opinion that some typ� of access should
be avaitabte near Duluth Street. Motion- by Hetman, seconded by
Loughland and carried to recommend approvat of the proposed
ptans to the Ptanning Cc,�mmissivn.��
Motion by Branschwig, seconded by Vetz that the Pianni�g C ommissior�
accept the cornmittee report and recc�nend approvat of said highw�y
plans to the Gouncit . Moti.or► unanimously carried.
REVIEW �F Z�NIWG - 6th Ave. North and Jersey; Turner 's Crossroad and
Laurel Ave.
Long Range Planning Comrnittee Chairman Pennock gave the foilowing report:
'�Both of these areas were part of a targe group of parcels pre-
viously reccymmended by the Planning Corr�nission ta b� rezoned
Residential . These two areas were deferred by the Council and a
request was made to have the tong Range Committee review them
again.
After discussion a motion was made by Jensen, seconded by H�tman

that the parcel bounded by Oison Hi ghway , Jersey Avenae, 6th
Avenue North and the Business � -Professional Offices Zoning on
the East be rezoned fram �pen Oevetopment to Residenti�t .
Regarding the Open� Deve1opment property bounded by Laurel Ave�ue;
the Minneapolis, Northfield and Southern Railway; Gtenwood
Avenue and Turn�r � s Crossroad. The Cc�mmittee studied this area
again and stil ? feets that it is basicatiy Residential in
character and that it shoutd be develop�d as such. In conside�a-
t.ion of the difficulties in developing a street p�ttern in this
area and of the interest shown by the property owners, a motion
was made by Loughl�and, seconded by Hetrnan and carried to defer
this item for 94 days before taking final action.��
Mr. Green, Mr . Smith and other property owners in the area were
present to discuss the proposed rezoning.
� Motion by Hetman, seconded by �ischer, that the Ptanning Cc�ission
accept the committee report and recommend to the Councit that the �rea
bounded by OTson Highway, Jersey Avenue, 6th Av�nue North and the
Business and �rofessional Offices Zoning on the East be rezoned frc�m
Open Oevelopment to Residential Zoning, and that action on the area
bounded by Laurel Avenue, th� Minneapolis, Northfield and Southe�n
Railway, Gtenwood Avenue and Turners Crossroad be deferred for 9�
days. Motion unanimously carried.
Discussion of alson Highway and other Highway Projects currentty und�r
consideration by the Vi11a�e and Highway Department.
Long Range Chai�man Pennock reported that tMe cc�mrni ttee di scussed sc�me
of the projects under consideration, but was nofi ready to make any ,.
report at this time.
Don Sorensen, the Vittage Engineer , reported that he had been informed
by the State Highway Department that the Glen�wood Avenue-Highway #1�0
interchange has been scheduled for a May 1962 bid letting. The High-
way #55-County Road #18 interchaage is tentatively scheduted for the
1963 fiscal program. The interchange at Nighway #100 and the Minne-
sota Western Raitroad is in the department� s Long Range Planning
program and could possibt�r be inctuded in their 19b3 or 19b4 fiscat
program.
PRELIMINARY NIGHWAY PLQNS - Highway No. 100 and Minnesota Western
Railroad
�ong Range Planning Ccxnmittee Chairman Pennock gave the following
report :

proposed plan, the third the committee has seen, requires the
least amount of land area to be acquired for its utitizatio�.
One residence, (the Carson home), wili be t�ta�n on the �West side
of Highway #100 and no residences are in the proposed right-of-way
on the East side ofi Highway #100. Motion by �oughland, seco�ded
by Jensen and cerried that this plan, as presented, be recc�er�ded
for approva l .��
Motion by Oischer, seconded by Hetman that the P1anr�ing C<xnmission
accept the ccxrnnittee report and recommend approval of these plans to
the Village Council . Motion unanimously car�ied.
There being no further busin�ss to transact, motion was made by Raug-
tand, seconded by Bedwell to ad,�ourn the meet9ng at 1Os45 p.m. Motior�
