A regutar meeting of the Golden Va11ey #�lanning Gommission was held
on Thursday, June 14, 1962 at 8:00 p.m. at the Civic Center, 7800
Golden Va1Tey Road, Gotden Wati�y, Minnesota. President Brown
presided and foltowing w�re present: Bedwell , Hetman, Jensen,
Loughtand, Pcnnock, Raugiand, Senstad, Shinder , Straw and Veiz.
Also pres�nt were Dor�ald Sorensen, Village Engineer, 5tantey D. Kane,
Vitlage Attorncy a�d Mike Sell , Planning Commission 5ecretary.
On motion by Senstad, seconded by Shinder, the minutes of May 10,
1962 were unanimousiy approved.
PLATS
MIiRRI-MAC INDUSTRIAL PARK REPLAT - Robert McNulty
Ptat Committee Chairman Straw gave the following report :
klMr. McNutty is requesting approvat to replat ��Murri -Mac
Industrial Park Addition��, located 5outheasterly of
General Milts Office Building, South of Wayzata Boulevard.
The originat plat has only two targe tots, whereas this
replat has 43 tots and 2 outlots. A11 lots have l00 feet
of frontage or mare ar�d adquate area. The reptat eliminates
West 12th Street, Xylon and a portion of Flag Ave. A new
street is provided rnore centratty located in the p1at. The
ptat committee unanimousiy recommends approvat .��
Mr. James Hawks, representing Mr . McNu1ty, presented the plat and
explain�d the development plans for the area. �
Motion by Pennock, �seconded by Raugland that the Planning Ca�nmission -
acc�pt the committee report and recormnend approval of this plat to
the Councit . Motion unanimousty carried.
QUSCHANE 'S ADDITION - Donald DuSchane
1'his ptat was def�rred to the July meeting at the° request of the
applicant .
TRENTWOOD AD�ITI�N - Nationai Funds, Inc.
Piat Corrnnittee Chairman St�aw gave the following report:
��National Funds Inc. , is requesting plat approval of their
plat tocated at approximatety 9000 - 6th Avenue North.
This area was recently recommended for rezoning to Muttipte
Dwelling and the proponents now request plat` approval to

transfer. The piat consists of three lots which meet the
requiremer�ts of our ptatting regc�tations and fihe committee
unanimously recanm�nds approval .►�
Mr. .lames Hawks., representing the applicants, was pres�nt and answered
questions the Canmission had regarding the proposed ptat.
Aft�r discussion a motion was made by Straw, secondcd 'by Senstad that
the Planning Commission accept the ccx�nittee report and recommend
approvat of this request to the Council with the stiputation that a
maximum of 24 units of muttipte dweliing be allowed on Lot t ; dae fo
its bordering an Institutionat use on the West. Motion unanimousty
carried.
ZONING �
BROOKVIEW APARTMENTS - Associated Contractors (Ken Rahn)
Zoning C anmittee Chairman Velz gave the fotlowing report:
��Associated Contractors Inc. is requesting '�lultiple Zoning
at Bassett � s Creek and Boone Avenue extended.
The property in question lies North of Bassetts Creek and
South of so-called Motan� s Addifiion (Registered Land Survey #30) .
The request is to zone approximatety i5 acres from Open Develop-
ment to Multiple Dwetling Zor�ing to accommodate 12 apartment
buitdings, each containing 12 units.
The Zoning Coaxnittee met with Mr . Rahn, the applicants' repre-
sentative, and disc�ssed the details of the request. It was
pointed out to him that a joint ccxr�mittee had s-tudied this
general area about a year ago and had recommended Residentiat '
development North of the Creek and apartments to the South
betwe�n the Creek and Western Avenue. In fact the May 15, `
1961 report of the joint carxnittees was read and d�iscussed in
detail . �
The Zoning Committee is in fuit agreement with the 19b1 report
and feels' that the area North of the Creek should be integrated
with the existing Motan Addition to make a substantiat residential
neighborhood. The preser�t request woutd teave two open areas
which would be difficult to develop as cornpa�ed to a platting of
the entire area which would make ebout 70 1ots. Therefore the
Zoning Committee unanimously recommends denial of the petition.�'

proposat for developing this area with muttipte dweltings.
After discussian a motion was made by Bedwell , seconded by Straw that
the Planning Commission accept the committee report and reeomrnend
denial of this apptication to the .Council . Motion unan9mousty carried.
2500 UNITY AVENUE NORTH - Proposed Nur�ing Home; Norm Rooney
Zoning Committee Chairman Vetz gave the fotiowing report :
��F � R Realty Inc. is requesting Institutional Zoning of the
North 600 feet of the Property in Section 18 lying East of
l)nity Avenue and West of Bassetts Creek. This as a portion
of the property that the Ptanning Commission previousty
recomrnended for Multiple Dwel9ings in September , 1960 but was
denied by the Councii .
The proposal is to construct a nursing hcxne consisting of two
wings each with 3$ beds and a central core area. A ponding area
wauld be constructed between the building and the creek which
could be utiiized for a wafier storage area if properly incor-
porated in the Bassetts Creek flood control project .
The Zoning C arnnittee discussed the request with Mr. Rooney at
length and suggested that the nursing home might be more
acceptable if it were placed West of Unity Avenue ratber �har�
bordering the creek, since this use might be considc�red heavier
than the previously denied Multipte Dwelting request. The
proposal woutd leave a considerabte area to the South in Open
Deve1opment which might be difficutt to develop into a suitable
light use if this request were granted. The Corr�nittee recognizes
that the property is marginat and may be difficutt to devetop,
but does not consider a nursing home to be tfie best use of the
land and compatible with fihe surrounding neighborhood. Therefore,
we unanimousty recommend deniat of the petition for Institutional
Zoni ng.��
Mr. Rooney and his attorney, Mr. Bri11 , were present and explained
their proposal to thc Ca�xnission.
Mr . Ftorian West , Treasurer of Dawn Acres Association, appeared and
stated that the association was not in favor of the nursing home
proposal . �
During the course of discussior� it was brought out that several members '
of the Commission stilt fett that the 1960 propQ�at for muitipl�
dwellings was the most d�sirable use for ttais site.

420 MEADOW �AND N�RTH - M�s. M. Schutz
Ordi�ance Ccxnmittee member Shinder gave the following report:
,
��Reqraest is for a waiver of Sec. 3. 11 of the code, for a 3 foot
waiver to a 32 foot setback from Meadow Lane. The cc�mmittee
viewed the site and discussed the addition with Mr. Stow,
representing the owners. The �ppticant proposes to buiid a
vestibwie to the front of th� house 4 feet in depth. Said
house is now situated 36 fcet fror� Meadow Lane. The cornmittee
noted that the house iocated to the Sauth is less tk�an 3S feet
from th� street tine and on the West side of Meadow Lane
anoth�r buitding is tocated considerably tess tMan 35 feet
from the street tine.
The cc�r�mittee co�cluded that i� view of the tay of the land
and the setbaek of buiidings in the surrounding area being
less than the requirement and that the addition proposed
would be a desirable improvement to the existing strueture,
- it unanimously recommends approvat .��
Motion by Netman, seconded by Jens�n that the Ptanning Corr�nission
accept the cc�mmittee report and recommend approval of th�s request
to the Council . Motion unanimously' carried.
6525 GLENW0t30 AVENUE - M. tovering
Ordinance Committee member Shinder gave the foltc�wing report:
'�Request is for a waiver of Sec. 3: 11 . Yard requirements of
4 feet from a 15 foot sideyard to a 11 foot sideyard.
Applieant proposes to buitd a 10 foot extensior� to existing
garage and add a second floor for living quarters above th�
garage.
The committee viewed the property and took particutar note of
the fotiowing. There is ample vacant land to the irr�nediate
South of the existing garage and space for a driveway t� this
� area. Said proposal could be buiit in this area and stitl
pr�serve the sideyard line of at teast 15. feet.
The carnnittee eonctudes that the�e is no hardship involved and
can see no justification in allowing a waiver. The committee
recommends d�niat of this request.�`�

Mariar� Lovering was pres�nt and explained that due to her brother being
in a wheet chair extra room was need�d in the garage to get in and out
of Mis car and that their ' construction seemed to be the one best suited
to their conditions.
MotTOn by Shinder , seconded by Hetman that the Ptanning Cc�mmission
accept the corrKnittee report arad reca�end denial of this request to
the Council . Motion unanimously carried.
9201` EARL STREET - Jacob Liss
Ordinance Gommittee member Shinder gave the following report:
��Request is for a waiver of Sec. 3: 11 . Yard requirements from
a 35 foot setback to a 24 foot setback on Lot #1 , Btock 2,
Lakeview Heights.
This is a corner tot on Ear1 � Gettysburg. The committee noted
that the setback has been established on Eart Street by two
prev�ous recommendations in September, 196� and June, 1961 .
The corruunittee fee� s that it would be in the best int�rest of
the Willage to preserve this 24 foot setback and therefore
unanimously recommends approval of this request .��
Motion by Hetman, seconded by Straw that the Ptanning Cc�ission
accept the Ccxrnnittee report and recv�xnend approval af this request
to the Councii . Motior� unar�imousty carried.

This ite�+ was deferred to the Ju1y mecting at the requcst of the
applicant. .
500 INQIANA AVENU� NORTH - Lot 126, G1�nwood; Willard Leighton
Qrdinance Cvmmittee m�mber Shinder gave the fottowing report:
��Request is for a waiver of Sec. 3: 11 . Yard requirements, for a
waiver of 20 foot to a 15 foot setback from Woodstc►ck Ave. to
erect a single garage.
This is a 40 foot corner 1ot, as is iot 196 East of it. A
norr�at 35 foot setback would prohibit any structure from being
built. The committee viewed the property and noted that the
home and garage to the East are set back 1� to 12 feet from
Woodstock Avenue. The proposed garage woutd be 15 feet back.
The canmittee feets that this request is reasonab1e a�d it
would tend to upgrade the property and therefore ur�animousty
recanmends approval .��

Velz, seconded by Jensen that the meeting be adjourned at 1�:30 p.m.
