REGULAR MEETING
of the
GOLDEN VALLEX PLANNING COMMISSION
September 13, 19b2
A regular meeting of the Golden Valley Planning Commission was hetd
on Thursday, September 13, 1g62 at 7:30 p.m. at the Civic Center ,
7800 Golden Va11ey Road, Golden Vatley, Minnesota. President Brown
presided and the foltowing members were present : Bedwell , Bromschwig,
Discher, Senstad, Shinder, Straw, VanHauer and Velz . Also present
was Mike Sell , Planning Commission Secretary.
On motion by Shinder, seconded by VanHauer, the minutes of August 16,
1962 were unanimously approved.
ZONING
5000 OLSON MEMORIAL HIGHWAY - Multiple Dwelling Zoning - Sidney Goodman
Zoning Committee Chairman Velz gave the following report :
�'This request is to rezone approximately 11 acres from
Commercial Zoning to Multiple Dwelling for 144 units of
"Town House11 apartments. The site is the vacant land
lying immediately West of the White House on Highway #55.
The Committee met with Mr . Goodman and his architect, Mr .
Ackermann. The setbacks, sideyards and density conform �
comptetely to our code. The c�nmittee discussed this at
length and feels that the tand should remain corrnnercial .
This land has been commerciat for some time and the
professional planning firm emptoyed by the Village rec�n-
mended that it remain commercial . Therefore the committee
unanimousty recommends denial of this request."
Mr . Goodman and his architect appeared and asked that this be deferred
to ena1�':1e them to present more information not avaitable at this time.
As a result the Commission took no action on the Committee report.
5745 GLENWOOD AVENUE - Commercial Zoning - Joseph Mantel
Zoning Committee Chairman Velz gave the following report:
"Mr. Mantel is requesting approval to operate a smatt
grocery store in the basement of one of the apartr�ent
buildings on this site. There is no commercial zoning
on Glenwood Avenue now and this request, if granted,
could �'open the door�� for more. The committee unani -
mously recommends denial of this request."
Mr . Mantel appeared and explained his proposal and why he felt that
a small grocery store shouid be allowed to operate in conjunction with
the apartments.

Motion by Van Hauer , sec�nded by Shinder that the Ptanning Commission
acc�pt the committee report and recommend denial of this request to
the Council . Motion unanimously carried.
Pursuant to the above discussion, a motion was made by VanHauer ,
seconded by Discher that the Ordinance Committee study the possibility
of smatt grocery stores being a permitted use in a multipte dwe1ling
area. Motion carried with members Bromschwig and Bedwell voting �'No�' .
7500 OLSON MEMORIAL HIGHWAY - Commercial Zoning - Rabert Brenny
Mr . Velz asked that he be allowed to absent himself from this discus-
sion as there was a conflict of interest involved.
President Brown then read the following Zoning Committee report:
'�This request has been carried over from tast month. Mr .
Brenny ' s proposal (Commercial usage adjacent to the resi -
dences on Kelly Drive) does not meet the requirements set
forth by the Commission at their last meeting . The
committee informed Mr . Brenny that a recommendation of
denial would be given if an answer on this request is
desired. However , the committee would recommend that the
request be deferred to October to enabte Mr . Brenny to
comply with the August 16, 1g62 recommendations o�F the
Commission."
Mr . Hoban and Mr . Brenny were pres�nt and explained the proposal
again and asked that the Commission v�te on this reques� and pass
their recommendation on to the Councit .
Motion by Bromschwig, seconded by Senstad that the Planning Commission
accept the Committee Report and recommend to the Councit denial of
the rezoning request . Motion unanimously carried.
There being no further business to transact, motion by Shinder ,
seconded by VanHauer that the meeting be adjourned at 9:45 P. M.
Motion unanimously carried.
