REGULAR MEETING
of the
GOLDEN VALLEY PLANNING COMMISSION
Decernber i3, 1962
A regular meeting of the Gotden Valley Planning Canmission was held
on Thursday, December 13, 1962 at 7:30 p.m. at the Civic Center ,
7800 Gotden Va11ey Road, Golden Valley, Minnesota. President Brown
presided and fihe following members were present: Hetman, LyncM,
Pennock, Raugland, Senstad, Straw, VanHauer and Veiz. Also present
were Don Sorensen, Village Engineer ; and Mike Setl , Planning Commis-
sion Secretary.
�n motion by Netman, seconded by Straw the minutes as maited were
accepted with the addition of the Zoning Committee report under
��7700 Olson Memorial HighwayE� into the permanent record. Motion
unanimousty carried.
PLATS
HIPP 'S GRACEFUL PI.AZA ADDITION - Richard Hipp
Plat Committee Chairman Straw gave the fottowing report:
l�This request is to plat approximately 26 acres into 10 tots.
The KTIS radio station site, consisting of 1 .3 acres, is not
included in the plat. A 50 foot drainage easement for
Bassett ' s Creek is to be dedicated in the plat.
The KTIS radio station site has a 16.5 foot perpetual eas�ment
which allows access from St. Croix Avenue. The committee dis-
cussed the feasibility of accepting the plat with the 16. 5 foot
road easement in lieu of a dedicated public street. A dedi -
cated street would ptace fihe KTIS building in a setback noncon-
formance a�d also require a turn-around and Village maintenance.
Requiring a pubtic street would also ,�educe the density aitowance
of multiple dwelling by l0 units due to the setback area and
street. The eommittee also discussed the possibitity of enlarg-
ing the 16.5 foot easement to a 50 foot easement to altow for a
possible future dedicated street to be constructed thereon. The
Committee feels that, should the radio use be discontinued, it
would be logica1 to zone it to either muttiple dwelling or
commercial , to become combined with the shopping center or the
muttipte dwetling use. If combined, i �s acc�ss, like that of
the other occupants in the shopping center or apartments , woutd
be through the parking areas. After consideration the corrrrnittee
recommends approval of the submitted plat with the 16.5 foot
easement to the KTI5 site from St . Croix Avenue, pending the
opinion of the Vitlage Attorrrey concerning the advisability of
the acceptance of said public road easement.,'
Mr . Hipp and his surveyor, Mr . Olson, were present and explained their
plat and the problems of the private easement to the radio station.

Motion by Pennock, seconded by VanNauer that the 'Ptanning Commission
accept the cornmittee report and recc�mmend approval of this p1at,
u�der the provisions of Section 12A of the Platting Regulations, to
the Village Councii . Subject to the Village �ngineer ' s recommenda-
tions regarding Bassett ' s Creek. Motion unanirnously carried.
ZONING
7700 O�SON M�MORIA� HIGHWAY - Philip Kretitz �
Zoning Committee Chairman Vetz gave the following report:
��This request is for zoning Lots 7 thru 13 in Cottage Grove
Addition �rom Residential to Business � Professionat Office
category. �ast month the Committee reported on a request for
Commercial Zoning for these lots, and pointed ou� various
parts of the proposat which were in conflict with the Vitlage
Zoning Code and other reasons for denying the request. The
matter was subsequently returned to the Cornmittee for further
consideration, and this new proposal for �he lighter B�PO
category was submitted by Mr. Krelitz,
Mr . Krelitz now proposes to construct a one-story medical
clinic on Lot 8 and part of Lot 9 near the North end of the
property in question. A driveway from Rhode Island Ave, will
circle the building on the North, West and South sides, and
an adequate parking area for 58 cars witt be provided to the
South. On the North, a 5� foot side yard is proposed which
is to be tandscaped except for the 16 foot driveway. On the
East, a 35 foot front yard is proposed for the full length of
the Rhode Istand Ave. frontage, except as crossed by the two
driveways near the buitding, and this front yard is fio be
landscaped.
The Committee had Mike Sell inform Mr. Krelitz that the crea-
tion of a B�PO zone on these lots would make it necessary to
leave a 50 foot buffer or open area on the adjoining Commer-
cial Zone as stipulated in the 2oning Code. This would
eliminate, for the present, the construc�ion of the proposed
61 foot addition to the existing shopping center Eas� of
Warner Nardware. With this information, Mr. Krelitz request-
ed that we proceed with his petition for rezoning to B�PO
eategory.
The Zoning Committee spent considerable time discussing the
various aspects of this request in retation to the potential
devetopment of the entire area along and East of Rhode Istand
Ave. Despite the argurnents which have been made against
rezoning this area in the past - and these were requests for
Commerciat Zoning - the majority of the Cornmittee favored
this proposal for B�PO. It was felt that this category would
provide a stepdown from the heavier use to the West and could
possibty blend into a sti11 lighter zone to the �ast, should

such be the case in the future. If r�ot, the B�PO zone could
be blended into a future Commerciai Zone without creating a
problem. In addition, for the present, it was the Committee' s
opinion that the B�PO zone would not encourage, or could not
be used as an argument for creation of Spot Commercial Zones
�ast of Rhode Isiand or to the North, since it logically is a
transition to a lighter use.
The Committee recognizes that there witl undoubtedly be some
increase in traffic on Rhode Island Ave. , but the driveways
are located in such a position as to be the least inviting to
general traffic in the shopping center ,
As mention�d before, ali the Ccxnrnittee members were not in
favor of the rezoning, and some had reservations concerning
certain aspects of its effect on the residential area and
future zoning. Some of the main objections were:
( 1 ) The unset�ted state of the entire area as to its
ultimate land use, particuiarly East of Rhode
Islartd, and the effect that this rezoning might
have on the future deve1opment in the area to the
East.
(2) Breaking into an existing Residential Zone with a
heavier use, and
�3) Neavier traffic on Rhode Island Ave. which pre�en�ly
is a quiet residential street.
These are basically the objectiohs which the Commission had
several years ago when it recor�xxnended denial of requests for
Commercial Zoning, and we have had to re-evaluate these factors
in iight of the present request for B�PO Zoning.
The Zoning Comrnfittee recommends approval of the request for
B�PO Zoning by majority vote.�'
Mr . Krelitz was present and answered questions the Commission had
regarding his request.
Motion by Lynch, seconded by Senstad that the Ptanning Commission
accept the committee report and recommend approval of this request
to the Council . Motion unanimously carried.

Zoning Committee Chairman Velz gave the following report:

Lessard property, The Wolff property is now zoned Residen-
tial and the Lessard properfiy is presently zoned Open Develop-
ment. The area is adequ�te for 20 dwel1ing units, and the
Zoning Committee unanimously recommends approval of this
request.��
Motion by �traw, seconded by Pennock that the Ptanning Canmission
accept the committee report and recommend approvai of this request
to the Council . Motion unanimously carried.
ORDINANCE WAIVERS
7845 OLYMPIA STRE�T - Sam Marfield
Ordinance Committee member Senstad gave the fotlowing reports
��This request is for a Waiver of Sec, 3. 11 of the Zoning
Code for a 25� setback from 0lympia Street. A 10� waiver
frcxn the normal 35 fieet. This is an area of 60 foot lots.
Tn January, 1960; ,tune, 1960 �nd Aprit , 1961 we gave
waivers on other corner lots along Olympia Street East of
this site. The committee unanimousty reccxnmends approval
of the request.�� �
Motion by VanNauer, seconded by Hetman that the Planning Commission
accept the committee report and recommend approval of this request
to the Council . Motion unanimousty carried.
GEN�RA�
PROPOSED SIGN ORDINANCE - Report from Sign Cc�nittee
Sign Cc�mmittee member VanHauer read the ordinance as d�afted by the
Sign Committee. The Commission discussed the ordinance and referred
it back to the comrnittee for further study a�d recommendation.
Nominating Canmittee - Officers for 1963
Chairman Brown appointed members Pennock, VanHauer and Lynch as a
nominating committee for the nomination of Officers for i9�3,
member Pennock to act as Chairman.

you have served on the Councii many changes have come to
pass . You have been a part of the firansitional growth which
has taken Golden Va11ey from a ��Residential -Agriculture��
commu�ity to one of the finest ''Residential -Industrial ��
communities in the state. The job is not yet complete and
we know tha� you wi11 continue to show an interest in Colden
Va11ey ' s growth and development. The Planning Commission is
proud to be a part o� this growth and equally as proud to
have worked with you as a member of fihe team.
The Gornmission has made every effort to do the best possibie

Motion by Senstad, seconded by Vetz that �he Commission have the
Secretary send the above letter to Mr . Bies. Motion unanimously
carried.
There being no further business to transact, a motion was made by
Velz, seconded by Lynch that the meeting be adjourned at 10;45 p.m.
