REGULAR MEETING

GOLDEId VALLEY PLANNING COMMISSION

A regular meeting of the Golden Valley Planning Corr�nission was
held on Thursday, June 13 , 1963 at 8:00 p.m, at the Civic Center ,
7800=*Golden Va} ley Ro�d, Golden Valiey, Minnesota, President
Brown presided and the following members were present: Bedwelt ,
Bromschwig, Discher , Jensen, Loughland, Pennock, Raugland,
Senstad, Van Hauer, and Velz. Atso present were John Engberg
from the Village Attorney' s office and Bruce Paterson, Engineer-
ing Department , Acting Secretary.
On motion by Loughland , seconded by Raugland, the minutes of
May 16, 1963 were unanimously approved as read.
PLATS
STREET NAME CMANGE - Dututh Street
Plat Co�rxxnittee Chairman Senstad gave the following report:
A. ) "In Lakeview Heights between County Road 18 and Flad Avenue
it is requested that the names of Duluth Street and Ear1 Street
be interchanged. The acquisition of the right-of-way for Dututh
Street between Flad and �quila causes an ambiguity at the inter-
section of Eart to the West, Flad to the South, and Duluth to the
East. Swi..�ching�'tlie :�names o:f Earl and Duiuth in this area wi 11
resolve this probtem. The Committee recommends that this cl�nge
be made."
B. ) "�etw�en Dougias Drive and Golden Valle y Road, .it is requested
�that C;S:A;H: No. 66 be given the name of Duluth Street,.: :inasmuch
as it lines up with Duluth Street to the West; `'for the �nost part.
This would fcarther provide a name address f�or residents and
businesses on C,S;A;H; No. 66. �
The Committee recommends that the name �'Duluth Street�' be given
to this section of street.
Applying the name Duluth Street to C,S.A.H. No. 66 causes an
ambiguity one block to the Southjof it between Adair and Brunswick,
where a one-block long Du1uth Street now exists. The Plat
Committee recommends that the �ame of this one-btock section of
street be changed to Duluth Lane. The Committee feels that the
inconvenience to residents of this block wi11 be minimal because
of the change,�'
It was moved by Jensen, seconded by Bedwell to accept the Committee' s
report and recommend approval of part "A" of the report. Motion
unanimousiy carried. Tt was moved by Jensen, seconded by Van
Hauer to accept the Canmittee � s report and recommend approval of
part "B�' of the report. Motion unanimously carried.

ZONING
621 NORTH �ILAC DRIVE - Nationat Funds, B. � P,O,
Zoning Committee Chairman Velz read fihe following report :
"The application is for the rezoning from Open Qevelopment
to the Business and Professional Office category of a
tract of land lying South of the G. H. Tennant Co. and
East of Bertelson � s .
The general development of this area has been Commercial ,
B � PO and industrial . The Committee took note of all
setbacks and required parking spaces and finds no incon-
sistencies with the B � PO ordinance.
The committee feels that granting the application for
rezoning to Business and Professional Office wou1d not be
inconsistent with the surrounding areas and would help to �
round out the zoning in this particular area.
Therefore it is unanimousl �� recommended that the appiica-
tion be granted. "
Mr . Bud Foss of Nationat Funds was present and answered questions
regarding the re-zoning proposal , On motion by Van Hauer,
seconded by Senstad, the Commission unanimously accepted the
Committee' s report and recanmends approvat of the request to the
Councit . Mr . �oss expressed a desire to have the matter appear
on July 2nd agenda, �
ORDINANCE WAIVERS
221 JERSEY AVE : N0;° - R , V. Bueghly
Ordinance Committeeman Jensen read the following report :
"The appiication is for a waiver of Section 14 of the Platting .
Regulations entitled Conveyance by Metes � Bounds. Mr.
Bueghly' s present lot is 281 .37 ' x 134.0' and is proposed to
be divided into two tots.
The presence of an existing house and garage has been recog-
nized and the proposed division wilt be in conformanee to
alt setback requirements,
The area of the sr�alter of the fiwo lots will be 13, 185.6 square
feet with a frontage of 134.0' and a depth of 98,4� . The Canmit-
tee unanimously recommends the granting of this waiver .��

ORDINANCE WAIVERS (continued)
Mr . 8ueghly, the appticant, explained the proposed dis�ision of his
property. It was moved by Pennock, seconded by Senstad, to accept
the Committee' s report and recommend approval of the waiver to the
Council . Motion unanimously carried, Mr . Bueghly' s request will
be placed on the Council� Agenda for June 18, T963.
LONG RANGE
STREET VACATION - Fairbault Street
�ong Range Committee Chairman Pennock gave the foltowing report :
"The request is for a vacation of Fairbault Street from Quebec
Ave. to Bassett Drive. At the present time, no traveled
street exists on this right-of way. The Vitiage Engineering
Department has expressetl approval of the vacation providing '
an easement be granted for drainage and utility purposes in
favor of the Village. The Committee fieels the vacation is
justified with the follnwing provisions :
1 . ) Permanent easen�ents for utility an� drainage purposes
� be c�rant?:� t� th� i'i11a��. ►hese easer����nt.s w�ui��
nec�ssarity have to be at least 15 feet in width and
would 1ie on the South 15 feet of the vacated street
abutting the railroad property.
2. ) No building wilt be allowed in a strip of land lying
within 50 feet from the centerline of Basset Dr. ive."
Motion by Pennock, seconded by Bedwell , to accept the Committee ' s
report and recommend the vacation with the stated provisions,�
Motion unanimousty carried. After considerable debate, it was moved
by Senstad, seconded by Pennock, to add the foltowing language to the
above motion; "If the Vacation occurs, the Commission is wiiting
to al ]ow a waiver of Sec. 14 of the Platting Regulations regarding
Conveyance by Metes and Bounds and a waiver of the Residentiat set-
back requirements to allow a building up to within 20 feet of the
North property line (50 feet from the centerline of Bassett Drive) ,
if any such waivers are necessary.�� The motion to add this statement
was unanimously approved.
GENERAl.
MULTIPLE DWELLING ORDINANCE
President Brown gave a report on the status of the Council ' s action
regarding this matter . Discussion followed. It was moved by
Pennock, seconded by Bromschwig, that the Council take action on the
basic suggestions aiready recommended to that body by the Cc�mmission.
The motion unanimously carried. Discussion foltowed regarding the
time necessary to completely and thoroughly study the ordinance. It

was felt by most members that 2 to 3 months would not atlow the
Commission to make this type of report, and they again respectfutly
petition the Council for an extension of time.
President Brown introduced Mr . Engberg, representing Roger Peterson,
Acting Village Attorney,
There being no further business to transact, an adjournment motion
was made, seconded, and carried unanimously at 9: 15 p.m.
