SPECIAL MEETING of the GOLDEN VALLEY PLANNING COI��ISSION November 26, 1963 A special meeting of the Golden Valley Plannin� Commission was held on Tuesday, November 2b, 1963 at 8:30 P.M. at the Civic Center� 7800 Golden Valley Road, Golden Valley, Minnesota. President Brown presided and the following members were present: Bedwell, Bromschwig, Jensen, Lynch, Pennock, Raugland, Senstad and Straw. Absent members: Discher, Hetman� Loughland� Shinder, VanHauer, and Velz. Also present were Roger Ulstad, Village Manager, Don Sorensen, Village Engineer, Robert Skare, Village Attorney, Dan Lynch� Building Inspector, and Roy Terwilliger� Secretary and Admin- istrative Assistant. The application of the Golden Valley Nursing Home to purchase the Ghurch of the Latter Day Saints property and there construct and mai.ntain a mursing home was discussed at leng�th by the members present. Becau.se this t�rpe of a matter is eovered by Section 11.08 of the Village Zoning Code and involves considerations of a type which are customarily invest- igated and reviewed by the Planning Commi.ssion in matters of rezoning� the Village Council, prior to taking action on the situation� had request- ed an opinion from the Commission. The property under consideration currently is used as regular church f acilities by the Church of Jesus Christ of th� Latter Day Saints and is located on Golden Valley Road. The land parcel contai.ns approximat- e1y 2.1 acres and is surrounded on three sides by single-family resident- ial dwellings. Earl.ier, the Church's attempt to expand its f acilities was unsucessf ul after considerable objection from area property owners. Subsequently� the Church has made other axrangements in the Village �6or new and larger f acilities and now is seeking disposal o�' this property. A `��oposal for a rezoning for Business �.nd Professional Offices was deni.ed by the Village Council on May 7,1963. This request was by a group to establish a medical center which would consist of physician's offices, patient exarnznation facilities and administ'rative offices. During discussion, the Commission considered the following points: l. The sarrounding area is zoned Residential, and �ahile the change in use would not require a change in zoning, it is felt that use as a nursing home would be violative of the original intent in zoning these premises institutional and. would not be in the interests of -�he health, safety and welfare of the surrounding community in that areas 2. Approval of the request would tend to set a precedent within the Village as there may be existing similar situations. It was moved by Bromschwig, seconded by Raugland and carried unar�imausly 1���' Special Meeting of the Golden V alley� Planning Commission� Nov. 26, 1963 to recommend denial of the application for a nursing home at this site.
