SPECIAL MEETING of the GOLDEN VALLEY PLANNING COMMISSION Apri1 30, 1964 A special meeting of the Golden Valley Planning Commission was hctd on Thrusday, Apri1 30, 1964 at 7:30 p,m, at the Civic Center , 7800 Golden Valley Road , Golden Valley, Minnesota. President Brown pre- sided and the following members were present : Shinder, Lynch, Velz, Bedwel1 , Bromschwig, Jensen, Senstad, Van Hauer and Pennock. Also present were Robert Skare, Village Attorney and Acting Secretary Snetsinger. The following members were absent : Discher , Hetman, Loughtand, Raugland and Straw. Item No. 1 - Trailways Mrs . Farni , Mrs . Borchert and Mrs. Gordon were present and submitted the overall plan of the propos�d trailway syst�m throughout the entire Village. The members present were representing the League of Women Voters, who are th� originators of the Trailways plan, Mrs. Borchert stated the plan had been shown to and studied by the Minnesota Highway Department, Hennepin County Highway Department and the railroads, It was suggested by Mrs. Borchert that the plan be incorporated in the Village ' s Master Plan. President Brown stated that the Planning Commission was in no pos.ition to make a formal recommendation at this time. It was moved by Lynch, second�d by Jensen and unanimously carried to � refer the matter to the Village Manager , with the recommendation that the Village Manager designate a member of the Village Staff to work with the �eague of Women Voters to further study this proposed Trailways . Item No. 2 - Multiple Dwelling Zoning Sub-Districts The Planning Commission discussed the Staff report, and it was d�cided to place all existing Multiple Dwel } ing Zoning Districts into the M- 1 Multiple Zoning Sub-District including those areas::where no Building permit has been issued but has been 2oned Multiple Dwelling, Two areas, names Vil1age Apartments at the NE quadrant of T. H. 55 � 7, H. 100 and the apartments at 6155 St. Croix Ave. , were not included in the staff report and are not considered for rezoning to a Multip1e Dwelling Zoning Sub-District at this time. It was also stated that those areas that have been zoned but no building permit issued and the applicant desires to construct an apart- ment complex other than that permitted in an M- 1 Sub-District, a petition for such r�zoning must be submitted. �;:� �� . The motion carried unanimously. Item 3 - Institutionai Zoning Sub-Districts The Zoning Committee report dated April 9, 1964 was discussed. The report includes a revised copy of the proposed Institutional Code with the legal descriptions placing each Institutional and Open Development zoned area in the proper district as per revised _ Code. In those locations designated in the Staff Report (dated 4/9/64) where the Stafif recommended no action because of possible future fiood plain Zoning, the Committee action and Commission action is to place this property in I-4 zoning. The Commission wishes to indicate that both the Church of the Latter Day Saints and the Va11ey View Rest Home will be nonconforming uses. It was moved by Lynch, seconded by Shinder and unanimously carried to accept th� Committee report and recommend to th�: Council adoption of the I - 1 Institutional Zoning Sub-District with the areas as designated in Staff Report. It was moved by Jensen, seconded by Bromschwig and unanimously carried to accept the Committee report and recommend to the Council adoption of the I-2 Institutional Zoning Sub-District with the areas as designated in Staff Report. It �vas moved by Jensen, seconded by Velz and unanimously carried to accept the Committ�e Report and recommend to the Counci1 adoption of th� I-3 Institutional Zoning Sub-District with the areas as designated in Staff Report. It was moved by Lynch, seconded by Van Hau�r and unanimously carried to accept the Committee report and recommend to the Council adoption of the I-4 Institutional Zoning Sub-District with the areas as designated in Staff Report . It was moved by Velz, seconded by Jensen and unanimously carried to accept the Com�nittee report and recommend to the Council adoption of the I-5 Institutional Zoning Sub-District with the areas as designated in Staff Report . Following is the Institutional Zoning Code as recommended for approval : Section 11 , 01 . Institutional Zoning Districts with Sub-Districts as indicated, are hereby established as follows: 1�,,1� �. The following uses and no others shall be permitted in the I-2 Institu- tional Zoning Sub-District : 2) Public and private libraries; 3) Museums; 4) Colleges, seminaries and other institutes of higher education; 5) Such other uses which, in the opinion of the Vil1age Council , are compatible with the uses specifically described above. The following uses and no others shall be permitted in the I-3 Institu- tional Zoning Sub-District : 1 ) Lodge Halls and private clubs; 2) Hospitals , Rest Homes , Sanitaria, Nursing Homes , Clinics and other buildings incidentai to the operation thereof; 3) Such other uses which, in the opinion of the Vi1lage Council , are compatible with the uses specifically described above. The following uses and no others shall be permitted in the I-4 Institu- tional Zoning Sub-District : 1 ) Golf coursc�s , country clubs and polo fields , excepting those carried on as a business such as miniature golf courses; 2 ) Parks, playgrounds , Vi1lage offices , fire stations and other lands incidental to the operation of the Village; 3 ) Such other uses which, in the opinion of the Village Council , are compatible with the uses specifically described above. The following uses and no others shall be permitted in the I-5 Institu- tional Zoning Sub-District: 1 ) Cemeteries; 2) Such other uses which , in the opinion of the Viltage Council , are compatible �ith the uses specifically described above, Note: See Staff report for 1ega1 descriptions placing certain areas in the Institutiona1 Zoning Sub-Districts. 1V� . Planning Commission, 4/30/64 Item No. 4 - Residential Zoning Sub-Districts R- t � R-2 A draft copy of the proposed Residential Zoning District including the separation of Single Family and Doub1e Family dwellings into Sub-Districts R- 1 and R-2 was submitted by the Acting Secretary to the Commission for study. It was moved by Bromschwig, seconded by Bedwell and unanimously carried to refer this matter to a joint meeting of the Long Range and Ordinance Committees for further study.
