REGULAR MEETING
of the
GOLREN VALLEY PLANNING COMMISSION
February 11 , 1965
A regular meeting of the Golden Val1ey P1anning Commission was
held on Thursday, February 11 , 1965 at 7 :3� P .M, at the Golden Va11ey
Civic Center , 7�300 Golden Valley Road, Golden Valley, Minnesota.
President Raugland presided and the following members were present ;
Christiansen, Bedwell , Jensen, Buxell , Brc�wn , Discher , Hetman & Velz.
A1so present were John Voss and Phyllis Jordahl .
It was moved by Discher and seconded by Netman to approve the minutes
as mailed, The motion carried unanimous1y.
President Raug1and welcomed the new Planning Commission Members,
Christ�:ansen and Buxell . President Raug1and also called the Commission' s
attention to the new Planning Commission Roster which shows the
Committee Assignment for 1965.

Committee Chairman Velz read the following report ;
�}The petitioner , Mr . Kurtz , was present at the Committee meeting .
The petition is to rezone a 22 acre parcel from Open Development to
Multiple (M-2) to faci1itate the construction of an 18 unit apartment
building. This property is located across Harold Avenue from an
Institutior�al District (Go1den Valley Methodist Church) and adjacent
on the East to Stewarts Ridgeway Addition, developed with sing1e
family homes . The rernaineder of the proponents property is adjacent
t� a large Open Development arm.
The Zoning Committee recommends denial of the rezoning request because
ofi its proximity to existing single family use and that expected on
the large open area to the south and west of the proposed Multiple .

The Committee noted that the proposed would be a spot zohing in its
relationship to existing and future development .��
TMe petitioner , Mr . Kurtz, was present at the meeting .
It was moved by Brown and seconded by Discher to accept the Committee' s
report and recommend denial of the rezoning. The motion carried un-
animously.
B . 6300 Wayzata Boulevard ( 18) Richard Wa1sh
C�mmittee Chairman Velz read the following report:
�'The petitioner , Mr . Walsh, and his architect, Mr . Bruflodt, were
present .
This petition is to rezone a 17 acre parcel , formerly used as a gotf
driving range from Industrial to Mu1tiple Dweiling (M=2) to facilitate
the construction of a 240 unit apartment complex.
The Zoning Committee noted that this Industrial property has remained
vacant for several years . There is scattered Industrial development
east and west of this property. The proposed is for comptete
deve1opment of a very large parcel , extending from Laurel Avenue to
Wayzata Boulevard. The Zoning Committee a}so noted that the proposed
240 unit development wouid meet the multiple district land area require-
ment after additional right-of-way is taken for a frontage road along
Wayzata Boutevard.
Th� Zoning Committee recommen�s approva1 of the proposed rezoning .
The site plan of the project, hQwever , needs revision in order to comply
with Vi1lage Ordinances. The required number Qf garages and parking
spaces were not reflected on the drawing detai1 , and a 25 foot land-
scaped yard should be provided along the east perim�ter of the property.
The Zoning Committee also recommends that a substantial bond be
acquared in order to guarantee comp1ete development of the landscaped
plan . The Committee further recommends that particular attention be
given to the exterior surface of this building to insure its confor-
mance with the high quality expected in Golden Valley. r�
The petitioner, Mr . Walsh and his architect, Mr . Bruflodt, were present .
It was moved by Discher and seconded by Bedwell to accept the Committee ' s
report provided the following revisions and recommendations are
observed:
1 . The site plan still does not reflect the required number of
parking spaces and garages. The petitioner should revise this in
accordance with the new layout proposed to the Planning Commission.
This would be to reduce the overall width of the buildings, openi�g
up the court areas .
2. An effort should be made to provide direct sunlight to all the
units. Under the present plan, the units on the north would not comply,
3 . The Commission recommends that the 120 unit buil �ing nearest
Laurel Avenue be constructed first .
4. The Corrxnission recommends that a substantial bond be required
in order to insure complete landscaping , blacktopping and development
�f the site. The architect stated that the landscaping alone would cost
$50-60,000,

Review of Service Stati�ns
Committee Member Bedwel1 stated that the Committee reviewed the
objectives of the study of Service Stations in the Village. He also
said that any further ideas as to what these objectives should be 'would
be welcomed by the Committee, The study will be continued at the
next monthly meeting .

Lot Divisions Approved by the Staff

It was moved by Velz and seconded by Brown to recommend approval of
the preceding lot divisions and to waiverthe Platting Regulations
by resolution of the PlanningCommission. The motion carried uanimaus1y.
General
Discussion of Review of Village Developme�t
The P1anner reviewed what the Staff is attempting to do prior to the
Commission � s review of Village Development . The Staff is collecting
information on square footage of Commercial and Industriat properties
and site coverages. They also are c�llecting information on
assessed va1uation related to residentiai and commercial properties
in order that land uses at saturation can be determined.
The Long Range Committee will begin its review at a Special Meeting.
A motion was entertained for adjournment at 9: 05 P.M.
