03-23-65 PC Minutes � T G � ������� SPE�IAL MEE IN of the GOLDEN VALLEY PLANNING COMM�5SION March 23 , 1965 A special meeting of the Golden Valley P1anning Commission was heid on Tuesday March 23 , 1965 at 7:30 P.M, at the Gotden Valtey Civic Center , 7�00 Golden V�lley Road, Golden Valley, Minnesota. Vice President Jensen presided and Raugland, Hetman , Bromschwig , Straw, Discher , Br�wn, Senstad, and 8edwe1l were present . Also present were Skare and Voss. I .. Location of New and Used Automobile Sales Ordinance Committee Chairman Senstad read the following report : At a Special Meeting of the Ordinance Committee on March 18, 1965 the commit'tee drafted the fol1owing recommendation to cover the location of , and performance standards for , New and Used Automobile Sales . A. Location: 1 . The Ordinance Committee recommends that New aid Used �utomobi1e sales shouid remain as permitted uses in the Commercial Zoning District when comptetely located within a building. 2 . The Ordinance Commitfiee recommends that New and Used Automobile Sales should be permitted in the Industria1 Zoning District as follows : A building and premises for automobile sales and showrooms , with incidental and accessory serviee and repair faci1ities also per- mitted but not required. B. Setbacks � Lots Requirements : Building Setbacks as required under Sections 5.05 � 7,05 Parking A minimum 20 foot wide landscaped yard shall be r�quired and amintained between any public street right-of-way and parking lots ( inc1uding maneauvering area. ) A side and rear yard setback of 5 feet sha11 be maintained adjacent to Commercial , Light Indus- trial and IndustriaT Districts , 25 feet adjacent - to Institutional and Business and profie�sional Office Districts and 50 feet along Residential , Open Development and Multipte Districts. Any parking in front of buildings along pubtic streets shalt be restricted to customer and . employee parking . Contiguous Site Motor vehicle sales sha11 be on one lot or contiguous lots not separated by a public street , alley or other use, Lot Width The minimum lot width shall be 150 feet at the minimum required front yard setback. � `l ' � � Special Meeting of the G. Access Driveways : Distance of Driveway Fr�m Street Intersection Not less than 50 feet, however, if, in the �pinion of the Village Engineer , present or future traffiic conditions warrant a greater distance , such greater distance shall be re- quired. Maximum Driveway Width at t�urb Section 13 . 01 should be revised to read ��No driveway in any district shall exceed 25 feet in width, and no curb cut in any district shall exceed 35 feet in width, Minimum Distance : Between Uriveways 25 feet at the curb cut . Minimum Driveway Angle To Street 60° unless otherwise approved by the Vil1age Eng. Minimum Distance Between Driveway � pdjacent Property Five feet at the curb cut . D, Landscaping, Screening � Curbing : Screenir� A solid screen shall be erected and maintained al�ng alt property lines separating the site fr�m any Institutaaonai , Residential , Open Development, Multipie, or Susiness and pro- fessiona1 Office District. The screening re- quired in this section shall consist of a solid fence or wail not less than 5 feet nor mare than 7 feet in height or equivalent visual barrier as approved by the Supt , of the Building Department . All waste material , debris, refuse, junk or damaged vehicles shall be kept in an enclosed bui1ding or area complete1y screened from public streets and adjacent property. Landscaping A landscaped yard shall be provided and main- tained on all areas of the site not devoted to the buildinggor parking areas. Curbs Interior curbs shall be constructed within the property t� separate driving and parking sur - faces from landscaped areas. Interior curbs required by this section shall be a n�minal 6 inches in height. Surfacing The entire site on which motor vehic1es sa1es is located, other than that devoted to build- ings and structures or tandscaped areas, sha11 be paved or blacktopped and ma�ntained to contr�t dust and drainage and such paving or blacktopping shall be subject to the approval !�f the Village Engineer. Planning Commission 3-23-b5 p9 3 ����.>� Lighting A11 outdoor illumination on sales lots shall be provided with lenses, reflectors, or shades, which will concentrate the light upon the � premises so as to prevent glare or direct rays of light therefrom, from being visible upon any adjacent highway or street, or any private property occupied for residential purposes . No flashing lights shall be permitted on any sales lot. E. Parking A minimum of five (5) customer parking spaces . shalt be prov ided for every acre of total site area. A minimum of five (5 ) customer service parking � spaces shall be provided for every acre of total site area. A minimum of two ( 2) emptoyee parkin spaces shall be provided for every three (3� empioyees. These required parking spaces shall be shown andc�signated on the site plan, F. Parking for Outside Sales and Storage: New & Used Automobiles The maximum area permitted for outside s�or- age of automobiles , new or used, sha11 not exceed one ( 1 ) square foot of outside storage area to each one ( 1 ) square foot of enclosed ground floor area. Not more than one ( 1 ) automobii�e shall be stored on each 400 square feet of outside storage area . G. Accessory Buildings Accessory buildings to be used solely for sales offices shall not be permitted . It was moved by Brown and seconded by Hetman to approve the Ordinance CQmmittee report, pointing out th�t this recommendation wss drawn up in a minimum am�unt of time and at a special meeting requested by the Village Councii .
