REGULAR MEETING

GOLDEN VALLEY PLANNING COMMISSION

A regular meeting of the G�lden Valley Planning Commission was
held on Thursday, April 15 , 1965 at 7:30 P .M. at the Golden Valley
Civic Center , 7800 Golden Va11ey Road, Go1den Va11ey, Minnesota .
President Raugl �nd presided and th e following members were present :
Straw, Bromschwig, Jensen , Senstad, Brown, Van Hauer , Vetz, Pennock,
and Bedwell . Also present were Ulstad, Lynch , Voss, and Phyllis Jordahl .
A motion by Senstad and seconded by Van Hauer , to approve the minutes as
mailed of the regular meeting of March 11 , 1965 carried unanimously. A
motion by Brown and seconded by Senstad, to approve the minutes as
mailed �f the Special Meeting of March 23 , 1965 carried unanimousty.
PLAT
A. Brunswick Court - 4th Addition ( 11 } Ken Nash
Chairman Br omschwig read the following report:
"The petitioner was present .
The proposed ptat c�nsists of o single family lots which meet the re-
quirements �f the rlatting Regulati �ns and Zoning Code, Lot 5, formerly
was plstted as Lot b of Brunswick Court 2nd Addition . It has been
included in this plat because the tot is being extended 40 feet to the
West , This 1ot already is developed with a house which conforms to the
Zoning Code.

Adair . The ptat shows a 30 foot dedication for Kenneth Way, bringing
this wp to a b0 foot right-of-way and a11 servicing utilities have been
petiti�ned for .
The Plat Committee unanimously recommends approval of the proposed
Br��nswick Court 4th Addition.��
A motion by Brown and seconded by V�n Hauer, to approve the plat
Committee report carried unanimously .
B. Terra Linda plaza ( 14) Fred Jones
Chairman Br�mschwig read the following report :
"The petitioner was present, I
The pr�posed ptat is located at the southeast quadrant of Medicine �ake
R�ad and Winnet�a Rvenue extending from Winnetka to Rhode Island . On
the south, the �1at w�uld be adjacent to the Custom Tool �roperty. The
Shell Gas station and the Dairy Queen, located at this intersecti�n are
not inctuded in this p1at ,
The plat consists af six l�ts, which are z ed C�mmercial , except f or
the southeriy 75 feet of �ots 3 � b, which is zoned Open Development .
The plat shows a 30 foot dedication f�r Rha�e Istand, bringing this
to a 60 foQt right-of-way. Rhode Is1and wo ld provide the fr�ntage for
Lots 5 & b. Three of the pro�osed l�ts are 85 feet or less in width

and more than 200 feet deep. The petitioner , however , stated that he
has a �evetopeer wanting to tocate on Lot 2 and that Lots 3 � b would
be difficu1t to deve1op because of the poor soi 1 conditions.
The P1at Committee recommends approval of the proposed plat - Terra
Linda Flaza.��
A motion by Bro�rn seconded by Van Hauer , to approve the Piat Committee
report carried unanimously.
ZONING
A. 700 Boone Avenue (21 ) Capitol Mortgage Investment Company
B. 8401 lOth Avenue (21 ) Capito1 Mortgage Investment Company
Chairman Ve1Z read the fo1lowing report :
"Mr . D. H. Mickelson , representing Capitot Mortgage Investment Co. ,
was present , The proposed rez�ning affects Lots 10 � 11 of Busch ' s
Golden Valiey Acres and the Reiss property adjacent and south of
Lot 11 . Lot 9 was zoned Multiple Dwe1ling (M- 1 ) in A�ril , 1964, but
has not been develpped.
In general , the petition is for a rezoning of Lot 10 from Open
Deve1apment to C.ight Industrial , the north 3/4 of Lot i1 from Open
Development to Multiple Dw�lting (no category specified) and of the
south 4 of Lot 11 and the Reiss property to the south from Open
Development to Commercial , The petitioner did not present proposed
elevations of building plans , nor does he have prospective deveiopers
of these properties .
The Zoning Committee recommends tF�t this petition be deferred until
the Long Range Committee has had a chance to review the development
of the general area bounded by County Road 18 and Winnetka Avenue
between T.H. 55 and Plymouth Avenue. There is a large amount of
Open Development land in this area and the development of the property
in questiQn should be coordinated with the development of the whole area.
The Zoning Committee also recommends deferral until the petitioner
presents a more specific petition. 8�ilding plans and a site plan,
which complies with the requirements of our Zoning Ordinance, should
accompany the rezoning petition. Upon presentation of these pians
and after the Long Range Committee has had a chance to study this
area, a joint Zoning-Long Range Committee meeting can be held to
consider this petifiion, "
A motion by Brc�wn and seconded by Van Hauer, to approve the Zoning
Committee report carried uhanim�sly.
ORDINANCE
A. 5045 334d Avenue North (3 ) Karl Nystrom
Chai rman Senstad read the fol lowing report :
"Mr . James Van Valkenburg, representing the petitioner , was present.
This petition is for a waiver of Section 3 .04 of the Zoning Code-
Creation of a Substandard lot . The petitioner desires a waiver in

order to deve1op two substandard 1ots; one 81 feet wide and 10,830
sa,uare feet in area , and the other 91 feet wide and 12, 100 sq. ft . in
area on part �f Lot 10 of Yale Garden Homes,
The Ordinance Committee noted the following:
1 , Thi s i s an area �f sma 1 1 er i ots and sma 1 1 homes
2 , This action perrnits upgrading �f the area.
The Ordinance Committee rec�mmends approval of the petition and
recommends waiving the Platting Regulations in order that the lot may
be divided by a Metes and Bounds description, stipulating that Village
Ordinances and Regulations shall be complied with in all other respects .'�
A motion by Jensen seconded by Van Hauer , to ap�rove the C�mmittee
repQrt carried unanimously. ,

Chairman Senstad rea d the fo1lowing rep*�rt :
�'Mr Bill Camp was present to explain the petition, The petition is for
a waiver of Section 11 . 06 of the Zoning Code- Sideyard setback f�r the
bui lding and rear}�ard setback for the parking lot. The petitioner
desires a waiver �f 20 feet to a setback of 30 feet on the east siae
in �rder to constr�ct a Nursing Home. And a secon ded waiver in order
to locate a parking lot at a five foot setback adjacent to an
Industrial District where a 15 fo�t setback is required.
The findings ofi the Ordinance Committee were as fo1lows :
1 . It is c1ear thGt in ��e long term the lot to the east , now zoned
Open Development, will be zoned for a heavier use.
2. The rear of this l�t abuts the parking lot of Industrial1y z�ned
land to the north,
3, If the rear yard waiver is n�t granted, (�?ermitting parking near
parking ) pQtential outdoor ar �a for residents would have to be used
for parking .
The Ordinance Committee recommends approva1 of the petitions, stipu-
lating that Village Ordinances and Regulatipns shall be comp1ied with
in al t other respects.'�
A motion by Brown sec�nded by Velz to approve the Committee report
carried unanimously.

Chairman Senstad read the following re port :
�'The petitioner , Mr . Ken Nash was present.
The petition is for a waiver �f Section 3 . 02 Z�ning Code. The
petitioner :des;Tres a waiver of the uses permitted in the Resid�ntiaJ
District in order to build d�uble bunga1ows on L�ts 1 ,2, &3, Block l
of �runswich Court Third Addition.
1'he Ordinance Committee noted the fio1lowing:
1 . The parcel in question is lxated on a heavi ly traveled County
Highway 66, Land to the North is z�ned Institutional , and the
property to the west is zoned Multiple and Commercia1 .

2 . The petitioner claims it was his original intent to deveiop these
lots with double bungalows. Further , he stated that negotiations
were underway for the construction of a double on Lot 3, before the
Residential Zoning Ordinance was changed in January, 1965.
3 . Only Lot 1 , Block 2 of Brunswick Court 3rd Adctition will be a
single family residence along the south s,ide of CSAH 66 west of T,H. 100,
4. In view of the uses of the surrounding ar�a , this is the best
land use,
The Ordinance Committee recommends approval oF the petitia-�, stipulafiing
that Village Ordinaces and Regulations shall be complied with in a11
otk�er respects .�'
A motion by Jensen seconded by Straw, to approve the Committee report
carried unanimously.
D. 7115 Archer Avenue ( 15) Valley Development Co.
Chairman Senstad read the following report :
"The petitioner , Mr . Fred Jones was present .
The petition is for a waiver of Section 3.02 Z:oni:ng Code. The petition-
er desires a waiver of the uses permitted int�e Residentail District
in order t�a construct a double bungalow on Lot 3, Blc�ck 2 of Hampshire
Oaks 5th Addition.
The findings of the Ordinance Committee were as follows :
1 . The petitioner claims that it was his original intent to bui ld
a double bungalow on this lot .
2, The new F2esidentia1 Zoning Ordinance does not permit this situation
of a double in the midst of singles .
The Ordinance Committee recommends denial of this petition.��
The motion by Straw seconded by Bromschwig, fio approve the Committee
report carried unanim�usly.
E. Review of Service Stations
The Planning Commission reviewed the Ordinance Commitfiee recommendation
on performance standards for service stations .
It was moved by Jensen seca:�ded by Bromschwig to send a copy of this
report to the Village Attorney for his review and defer final action
untit the May , 1965 Planning Commission �eeting, The motion carried
u n a n i mo�sl y.
LONG RANGE - ZONING
A. Review of Industrial � Commercial Zoning � Develo�ment
1 . Zoning Committee Chairman Paul Velz explained the recommendation
of the Zoning Committee on the petition by Capitol Mortgage Invest-
ment Co. for the Boone - 10th Avenue area . The dong �ange Committee
set a special meeting for Saturday morning , April 17 , at which time
the Cc�mmi ttee wi 1 1 v iew the area .

2 . Interchange Design & C�mmercial Develo�ment - T H 55 at Winnet!<a
Committee Chairman Pennock read the fo1l�wing report :
��The Comsnittee reviewed the latest p1an for the Winnetka - T H 55 irter-
ch�nge from the State Dep�rtment and the proposed location of the
Golden Valley State Bank �t this intersection. The Committees concluded
that :
a. There sti11 is a great deal of uncert�inty about the design and
location of the interchange at ti,�innet�ca and T H 55. �rom ci 1 incli -
c�ti �ns , locating the bank c1�se to the intersection as pro�osed,
w�uld interfere with the devel�pment of this interchange.
b. If the bank is located as proposed, it will generate a great deal
of additiona1 traffic at a driveway only a few feet from a m�j�r
interchange.
c. The three two-way �ccesses into the shoppin g area seem excessive
and :�nnecessary . This sho�ald be reduced ta n� m�re than tw�, regard-
less of where the bank is located and c�nsideration sh�utd be given
t� a one-way traffic pattern on each of these driveways.
d. Pedestrian Traffic generated by the bank through the shopping
center parking 1ot an� across v�innetka Aven�ue would only add to
the traffic problems in this area . There ar�n ' t any provisions for
pedestri�n traffic on the proposed site plan . "
A motion by Pennock seconded by Senstad, to approve the Committee
report, carried unanim�usly.
3, Industrial �ez�ning
Committee Chairman Pennock read the foltowing report :
"7he joint c�mmittees, Long Range & Zoning , m�de an initial review of
the overail Tndustrial and Cosnmercial Zoning as outlined in a Planning
Report.
It was moved by Straw and secon ded by Hetman to rea�mmend rezoning an
Industrial area b�unded by Duluth Street on the south, the Railroac�
on the e�,st, 23rd Avenue on the North , and Pennsylvania on the West
from Industrial to i�esic{enti�i . Tn socioing, the commi ttees noted that
this reaffirms a recommendation made by the Planning Commission several
years ago. Since that time, the adjacent residentiat area has
cantini.�ed to de�etop, making the rezoning even m�re important. Allowing
In�ustries to locat� on this property w��lci greatly depreciate the
va1ue of the homes locat�d in this �rea and coutd create probtems with
air poll�ti�n, noise, and industrial traffic which would be detrimental
to the generai wel ��re and safety �f the people living in this area.
TheVillage does not have any nine ton or stzte aid streets leading to
this Industria1 Area, nor are there any indicated on the Major Thorough-
fare Plan. A11 o�F the accesses to this Tn�ustrial property iead through
Residential �re�s.
The Committees atso noted that this Industrial Area has not developed
even though it h�s been zoned Industrial for several years.
A motion by �'ennock seconded by Van Hauer to accept the Committee
report and rec�ammend the rezoning fr�m Industrial to �esidentiat
carried unanimously.

The Plannin g Commission discussed the procedure for acting on Ordinance
waiv�r petitions , The Commission will c ontinue this discussion at
the May m�eting.
